There being no corrections, minutes of regular
meeting held Oct. 8th, Special meeting held Oct. 9th.,
and Special meeting of October 16th and 18th were
approved as written.

Letter fron K. S. Cone requesting perIl1ission for
Nillie Stokes to erect a temporary structure in block 20
for the purpose of holding bingo games was read. After
discussing this, the Council advised StDkes to try to
work out a plan with the American Legion as sponsors, and
then come back to the Council.

George Carr, City Engineer presented plans and spec-
ifications for paving work in accordance with Resolution
#532- A. After viewing these papers, it was regulariy
moved, seconded and unan4mously carried, that the follow-
ing Resolution be passed on its first reading:-

He turned over data from State Road Jept., to the Clerk with
instructions for her to forward s<me to Smith and Gillespie.
Mr. Waters pres en ted ea eh member ''lith a copy of
financial ~eport prepared by the City Auditor.
The Clerk was instructed to prepare a monthly report
showing # of permits issued, also amounts received.
The Mayor reported he thought in the very near future
he would have a responsible person in line for the position
of electrical and building inspector. He also stcited he
would try to make arrangements for a place to hold the
Primary election.
J'r. Thayer SGid around $864 had been collected on the
utility'tax. for one months period.
At this time a letter was presented to the Council by
Mr. C. W. Garner, Chairman of Zoning Commission, in which
he advised the Commission favored the Council granting
special permit to Mr. Priest for building on lot 81, pro-
,vided he secure in writing permission of person owning lot
directly west of him. Mr. Garner said that after he had
written the letter he checked the pressnt zoning and found
the lot next to Priest was in, a "e" zone, and he would
suggest the Council grant the permit without securing
written consent from owner. Mr. Hand who was in the audience,
and who is a member of Zoning Cow~ission expressed himself
as favorable to the action. J\fter a discussion Mr, JeWitt
moved that the Council receive the plans from the Zoning
Commiss ion, asking !vir. Garner to revise his le tter to conform
with his oral recommendation, also authorizing the build-
ing inspector to grant the permit. Mr. dhite seconded the
motion which carried unanimously on roll call.
Request of Mr. Zook to pay net.'~mnount of water bill
was denied by the Council and the Clerk was instructed to
so advise Mr. Zook.

Petition signed by F. D. Kitchens and twenty nine
others, agreeing to ha~c~ng C. B. Hearst operate a grocery
and meat market in his ~sidence which, is in a residential
zoJ3:e, was presented. After discussing same, the Clerk was
ordered to advise Hearst the Council deemed it inadvisable
to issue a business license in a residence zone.

The ClErk was instructed to issue occupational
1 icenses to the foIl o'evi ng : Selford Shoumate, E.F. A.
Thomas, providin6 hemcets the requirements of photo-
graphers ordinance, Rowell flooring Co. She was also
ordered to request ArnE Suominen to present her his
state license, also certificate shocdng he has passed
examination in line he wishes license for, before she
issues him a license. No action was taken re: issue-
ing license to Nade Oberry. Clerk was ordered to issuElt
liquor license to The Seacrest, and Wine & Beer liCEnse
to the KEntucky House, also veterans license to King S.
Cone tor realty salesman.
Letter from E.V. Elliott requesting city to oil
portion of street which he widened to the curb. The
Clerk was ordered to advise Mr. Elliott that the Council
only grants the use of this street to property owners,
the city does not maintain the upkeep' on ~his work, and
it would be up to him to have it oil~d.
Bills # 2705, 2706, 274(3, 2767 amounting to
$5, 176.96 having been approved by. the Finance Committee
were ord~red paid.

1. V. Croft brought up plan for remodel in€: build-
ing in Seagate, and was advised he vlould have to secure
a plot nlan before the Council could consider it. If

building permit. Mr. Croft also submitted plans for Mr.
Wells to build a four unit apartmEnt building. No action
was taken on this.

The Clerk was ordered to advise all electrical,c0R-
tractors that a member of their firm should be at the
city hall at 9 A.M. Tuesday mortling, November 6th. 101945
to take electrical examination.

Councilman ~'ihite asked the Attorney to draw up
agreement between City and Mr. McFee and get same signed.
Mr. \Vhite also recommended that someone be appointed to
make inspections regularly as to sanitary, condition
which exists in back.of the store buildings in town.

The Fire Chief advised two former err~loyees of the
city are now back, oud he would like the Council to move
the garage out to the water plant and hire these two men
as mechanics. Mr. Croft said he thought it would save
. the city money. After discussing tchis matter. the Council
advised Mr. Croft they wished to give the matter further
thought before coming to a decision. .
