'\ The Mayor asked if anyone in the audience wiElhed the minutes of~the preceedi~g meetings read, no one did, so the minutes of Nov. 12fh., 17th., 19th., 20tlj., were approved as written. . t Next the Mayor stated he noted quite a number of beach property owners in the audience who perhaps would like to voice their o~inions regording zoning of that section. Attor- ney 'Narwick who reprefJEnted a group of .these people spoke to' the Council asking that no spot zoning be created, and aski~ for a distance of perhaps one fourth mile north and one fourth mile south of Atlantic Avenue, on Ocean Blvd., ~eing used for hotels and apartments until such time as the City grows to the extent where additional land is needed for this prupose. Other persons in the audience expressed themselves, after which the Mayor advised he thought a straw vote of the people, December 4th., would be very helpful to the Council in deciding this question. No action Vias taken. Howard.Cromer submitted to the Counci~ ~erformance Bond for Blank Nurseries on the proposed water plant improvement work,. also signed contract. The'se were turned over to the City Attorney for his inS';JCection, and if in proper order, the Mayor and Clerk are to sign same. .,\ \ Mr. Cromer recommended that the valves on fire hydrants (new Work) be changed from 5" to 4i" which will coincide with present hydrants. This would save the City $10. .on each hydrant or a total saVing of $170. The Council ordered the Clerk to ask Smit,h & Gillespie their, opinion. Letter from Mike Blank Nurseries quoting a price of $1. per foot for cleaning and laying 6" pipe furnished by the City on S.W. 3rd St., was read. This was ordered,tabled for fur- ther consideration. A notice from State City to install cast iron read and ordered filed. Road Dept of Florida authorizing the water main on U.S. rrighway #1 was . .- . Scotty Irwin was read and ordered filed. ; A request from Veterans of Foreign Viars for use of City property just south of the City limits to sponsor a show on Dec. 10th to 15th., was read. Letter from Smith & Gillespie advising that Blank's performance bond would be adequste ,protection to the city, was read and ordered filed. Croft as Fire Chief, effective on December 15th, was read. By motion regularly made, seconded and unanimously carrie9, the resignation was accepted ilith regret. Application for City water was made by Dora Voigt who lives in 30uthridge. This was turned over to the Supt of Publici'.forks for his inv,estigation and report. rri response to inquiries regarding furnishing of street oil, the Clerk advised that3haw Brothers, stated they could not bid.on this work. Belcher Oil bid l7~~ per gallon for furnishing, heating hauling <ind applying asphalt, and A. o. Greynolds Co. asl':ed for detailed inforru"tion regarding scope of work anticipated. These were held OHr for further study. "' Councilman ">1hi te reported he had confe rred with Geo. Carr regarding dry wells on S.E. 1st, Ave. to alleviate water standing in st,reets after rains. Er. Carr recommended dry wells near the Post Office, and farther south on the street. By motion regularly made, seconded and unanimously carried, this 2stter was referred to the street Corr~ittee, with power to act. Councilman Jacobs requested that plat for .cemetery be 2538 ITovember 26th, 1945 presented at next meeting reao ing for Elpproval of the Council. The Clr,rk Vias instructed to sllow Frank Cist $5,000 Homestead exemption from his taxes inasmuch as his property was not in thE City at the time he filed his Exemption appli- cstion and thE County failed to furnish the City'with copy of samE, after it was taken into thE City. The following letter from 'I'ax Assessor Ogren \Vas read:- November 26th, 1945 Ci ty Council Delray Beach, Fla. . Gentlemen: In setting up the tax roll for Seagate I included a distance of 2640 feet south from the north line of Section 21 between the OGeaB Blvd. and the Ocean. This was the original intent. But during the final agreement with the property owners only a distance of 1395 feet was il1cluded. '\ . This was an error, therefore, and only the 1395 feet should have been included.
