COUNCIL CHAMBER
November 27th, 1945

The Council met in Special Session on call of the
Ilayor at 11 A.Ii'., for the purpose of ~iscussing financial
matters, an] for any other matters of business wr1ich
might need the action of the Council at this time. All
members oresront. Attorney Nowlin was absent.
The Mayor turned the meeting over to Mr. ilaters,who
in turn, asked Mr. Ninn explain monies on hand in various
funds. The Auditor went into the financial status of the
cit~ with the Council.
By motion regularlY,made, aeconded, and ~unanimously
carried, the following Resolution was passed on i~s first
reading.

FOR CONSTRUCTION OF DIVISION # 1 OF IMPROVE-
NIENT TO NATER FACILITIES, TO NU-IlAY PLUMBING

Councilman/illite moved that the Nu-Way Plumbing Co.,
be awarded the contract on Division #1 of Water Plant imp-
rOl1'ements as per their bid of $ 70,206.35, and the Glerk
so notify them. Mr. Waters seconded the motion which
carried unanimously on roll call.

The Clerk was instructed to write Smith & Gillespie
o;ethis action, requesting they furnish forms for bonds,
· arid contract, also asking them when checks should be return-
ed to bidders.
, It Was regularly moved, seconded and unanimously
carried that steps be taken to liquidate war bonds as need-
ed. These are the Bonds which are shown on the City ledger
and in the auditor's statement.
Application by Anthony Hirsch for beer and wine license
was presented, and Clerk was instructed to issue same.
A petition signed by Rev. R.C. Blye ~nd others asking
for pfrmit to build a dry ClEaning plant in a residence Dis-
trict was presented to the Council by the Bui+ding Inspector.
This was re je cted, with the advice that if the part,y seeking
tlt<il'-permit wishes to apply for a change in the zoning of his

property, it must be made throUGh the regulqr channels,
posting $15. fEe, and going before the zoning co',mission.
Request of E. AndrEws to build a bulk gas storage ~
plant on 2nd. St., and 14th. Ave., was prEsented by the
Building Ins"p(,'ctor. Inasmuch as thLs is a residence dis-
trict, this matter was tabled for furtheT s~udy.

Application of Grace deir for buil.:5ing of steps on
her new building on Atlontic Avenue was presented and
tabled for further study as was application for permit to
build a twelve unit efficiency apartment building. The
Building Inspector was instructed to ask party submitting
request for apartmEnts to furnish the city with a plot )lan.
George Haydock 'representing beach property owners
discussed with the Council questions to appear on the straw
ballot regarding beach zoning, and the following was author~
ized by motion regularly made, seconded and unanimously
carried, to appEar on same:-
