The Oouncilmet in adjourned session at 7:30 P.M.
with City Attorney Nowlin, Mr. Jacobs, Mr. McFee and Mr. Thayer
present. Mr. Waters and Mr. Wodischek arrived later.
The Clerk read the minutes of regular meetings held
February 7th and February 14th, and upon motion regularly made,
seconded and carried, the minutes were approved as read.
A communication from the Delray Civic League was
read. After discussing same, the Clerk was instructed to advise
the League by letter that all operators of music boxes in
colored t own had been hot Uied "that said boxes were not to be
played on Sundays. She was also instructed to notify the
League that Chief of Police croft had checked into the matter
regarding one of his officers using abusi~e language to some
colored girlS and found nothing to sustain this charge.
The Clerk advised the Council that she had had a
communication from a Mr. D. V. Rouse in wlIich he stated he held
interest coupons 7,8,9,10;11 and 12 from bond #73 for years
1929, 1930, 1931 and 1932, Improvement Bond of the city of
Delray, Florida, &ssue of 1926. After writing Mr. Rouse BITd
offering him $102.90 for the coupons which totaled $147.00,
she had received the fOllowing communication from him:-

By motion regularly made, seconded and carried the Olerk was
instructed to send Mr. Rouse check for $:).02.90.

Mr. McFee, Chairman of Sanitation Committee recom-
mended that the City go ahead with extension of sewer in
Block 112. After a lengthy discussion, Mr. McFee made a motion
that a survey be made as to the practicability of running the
sewer throagh Block 112 also of extending sewer to Block 120,
subject to the approval of the Sanitary Committee. Mr.'Wodischek
seconded the motion which carried unanimously on roll call.
Upon recommendation of Mr. McFee, V. A. Genton, by
motion regularly made, seoonded and carried, was appointed as
a member of the Plumbing Examiners Board.
Councilman Jacobs advised the Council that as yet
Mr. Turner has been unable to secure bids on doors for the pool.
Mayor Thayer informed the Council that he had been
advised by Mr. Senior of the Florida Power & Light Co. that at
the prese nt time t be Government will not allow any new extens ions
or additions to street lights.
At this tdme bids from the various plumbing contraotors
for contemplated work at City Hall were opened and read:-
Genton's Plumbing Shop bid $317.50 I C. &: G. Plumbing Co. bid .
$351.65; and the Delray Plumbing & Specialty 00. bid $350.00.
After discussing the bids, the Council decided the cost was more
than they cared to spend at this time, and requested the Clerk
write the firms who had submitted bids, thanking them, advising
them of the Council's action in the matter, also advising them
that Mr. Pinckney will prepare specifications for work to be done
in garage only, Which he will submit to them, for bid. By motion
regularly made, seconded and carried it was agreed that new bids
be submitted and that plumbing contractors be asked to bid for
garage work only.
Mr. W. A. Riley, Representative of Dixie Tank & Bridge
Co. addressed the Council advising them that at the present time
this firm was doing work at Boynton, also at Ft. Lauderdale, and
inviting the Council to phone ][r. H. R. Himlin, City Engineer ot
Ft. LaUderdale if they .0 des ired to 1e arn from him the type
work th.is firm is doing.

Mr. James E. Corey addressed the Council, and the
Mayor had the Clerkfnpead the following bid from his firm:-

and painting of water tank located on South'
Swinton Avenue of $1,285.00.
Repairs to consist of all loose rive*s
and leaks to be caulked with pneumatic caulking,
all wind braces to be rechecked and tightened,
entire outside of tank to be scraped and cleaned
with power brushes followed by a spot coat
of structural steel red lead paint on all bare
surfaces, followed by one complete coat of
aluminum paint.
The above work to be completed in a work..
manlike manner using the best of materials and
workmanship available. Core~'s to furnish
insurance for workman's compensation and public
liability.

After discussing the bid with Mr. Corey the Council decided
they needed a little more time to look into the matter, Mr.
Corey advised them that if he could not know something definite
by Thursday night, his firm would not be interested as he had
quoted price with the thought in mind that he could move his
crew from Homestead to Delray thence on to Daytona Beach where
they helle a oontract. .
Mr. Waters moved that the matter be referred to the
Water Committee for further study. Mr. McFee seconded the
motion which carried unanimously on roll call.

Xayor Thayer requested the Council permit one of our
policemen to assist the sponsors of the Carnival on Horseback
at Gu,lf Stream Sunday afternoon, also that the Ci ty lend them
the loud speaker truck with a member of the Fire Dept. to
operate it. This request was granted.
At this time the Clerk submitted bid from Genton's
Plumbing Shop as follows:

supt. Turner advised the Oouncil that he had asked Mr. Genton
to submit this bid. After quite a lengthy discussion this matter
was referred to the Parks & Beautification Committee for report
back at next meeting.
The Clerk informed the council that a Mr. J.W. Acton
former owner of property in Section 18 which the city now owns,
was in the office and wsnted to know if the city would be inter-
ested in selling the land back to him, and if so, how mueh they
would want for it. The Council instructed the Clerk to write Mr.
Acton advis ing him that the City is not interested in disposing
of this land.

Mr. Waters made a motion that the Clerk be instructed
to have 1200 notices printed advising property owners that Tax
Assessor Ogren will have his 1944 assessment figures ready on
or about April 1st, after which time if they sare to check their
assessed valuations with him they ~ight do so. Said notices to
be mailed out with the water bills. ][r. Wodischek seconded the
motion wi'ich carried unanimously on roll calL
Supt. Turner informed the Council that the clearing
of land at cemetery is just about completed and he would like
all members of tre Council to go out and look the job over. He
also requested the City to look into the matter of possibility
of platting colored cemetery and beautifying same. After dis-
cussion Mr. Nowlin stated he would look into the matter and advise
the Council as to the owner of colored cemetery property, etc.
It was regularly moved, seconded and carried that
