COUNCIL CHAMBER.
February 5, 1941.
The Council met in special session, on call of the
Mayor, at 7:30 P. M. in the Inspection Office at the
City Hall.
The City Attorney and all members of the Council were
present, as were City Engineer Cromer, C. A. Baker, A. G.
Ranson and Lot L. Smith.

The Mayor called the meeting to order and announced
the purpose of same, viz. to discuss matters pertaining to
the water plant and to take whatever action seemed necessary
at the present-time. He said the repair and extension of our
present plant was the first thing to be taken under consider-
ation; that repairs were badly needed and some extension of
the system, he felt, was necessary; and since it had been
made plain by the Board of Health that before making any such
extensions, the City must comply with the Board's demand for
a chlorinator, this was another item to be taken into con-
sideration.
The matter of parts and pump repairs and the possible
purchase of an additional unit was brought up by the Mayor
and discussed by the members. Mr. Ranson said that the
Worthington pumPL now in usel was wearing out and had lost
its efficiency, "hat it had aropped from 750 GPM capacity
to 600 in the last few weeks, therefore the city was pot'getting
the water it was paying for. He said he had this pump torn
down for repairs but he felt it was not worth re-assembling
except for use ln case of emergency. The Council decided the
pump should be repaired and put into shape for emergency use
and it was moved by Councilman Hill that Mr. Cromer be author-
ized to order the necessary parts for repair of the Worthing-
ton pump at the earliest possible moment, also while the pump
is torn down that new parts be ordered to replace any that
show signs of wear so that it will not be necessary to tear
the pump down again any time in the near future. Mr. Scott
seconded the motion, Which carried unanimously.
The Mayor said the next item of importance to consider
was the low service pump, Which came under the head of
"Plant extension and repairs". He said this pump was not
showing definite need of repair just yet, but having been in
service for the past eleven years it was reasonable to
expect that it WDuld wear out before very long. He recommend-
ed the purchase of a new pump to be installed, and hooked up
ready to go, in oase something goes wrong with the old one.
Mr. Ranson said if a new shaft and motor were purchased for
repair of present pump it would take 48 hours to hook it up.

The Mayor said it was therefore a question as to whether
the Council wanted to take a chance on the town being
without water for two days during such repairs or whether
it was advisable to order a new pump set up for au ch an
emergency.
Discussion then reverted to the City's water supply,
and the advisability of additional wells on the present site,
if more water was required, also the need of an aerator,
which the City Engineer said was very important, since the
City was not getting proper aeration at the present time,
and the installation of a chlorinator.
Mr. Miller said he would like authorization fOr improve-
ments and additions as follows: Low lift pump and motor
$850.00, pipe connections $300.00, Storage tank $3,000.00,
aerator $75.00, Chlorinator $1,000.00, also master meter for
metering supply at plant $575.00, making a total outlay of
approximately $6,000.00. This, he felt, would put the
plant in first class oondi tion.
Engineer Cromer submitted specifications on new low lift
pump for the Council's inspection. All members were of the
opinion that this new pump should be purchased, and in dis-
oussing same, Mr. Hill recommended that one be purchased
large enough'to take oare of the growth of the town for some
time. He said the one in use at the present was a 1600 GPM
pump and he recommended that the new one be, around 2500 or ~
3,000 GPM. After discussion, it was moved by Mr. Scott, .
that the City buy a new low lift pump of 2500 gallon oapacity,'}
complete with necessary pipe connections and motor, also ~
aerator at the following approximate cost:

and that we then contact State Board of Health authorities for
advice in regard to the other contemplated improvements.
Mr. Hill seconded the motion and on roll call the vote wss as
follows: Mr. Hill yes, Mr. ;racobs yes, Mr. Miller yes,
Mr. Sabath yes, Mr. Scott yes. The motion was declared
carried.

The Mayor said another thing to be considered at this
meeting was the question as to whether or not the Oity was
going to supply Gulfstream with water. He said he had talked
to Mr. Wallace and Mr. Edwards who were both anxious that the

City do so, and seemed to think The Bessemer Company would
be willing to give the City financial backing in the
,extension and enlargement of the Oity's water system, whioh
may be necessary in giving service to these outlying
districts. Much discussion ensued as to what rates should
be charged and to what extent the City should obligate
itself on such a proposition. The Mayor recommended the
appointment of a committee to go into the matter, so that a
meeting might be arranged between the Counoil and Gulfstream
authorities before these people leave for their Northern
homes. It was finally decided that the Mayor contaot
officials of GulfstreBm in an effort to obtain some
proposition for submission to the Counoil, as it was felt
such proposal should come from them rather ~han from the Oity.
The matter of supplying water to the Scudder house in
Gulfstream was also presented by the Mayor, who said these
people had requested that temporary service be supplied until
something was definitely settled about the water situation
over there. The City Engineer was ordered to give such
temporary water connection.
Mr. Scott reported that D. ;T. Davis had asked for a
larger sized oonnection complaining that the present 3/4-inoh
was not sufficient to supply his various apartments. It was,
explained that this would entail another cut-in at additional
cost.
It was recommended that regulations be established where-
by the Water Department could demand that owners install the
proper sized water connections to insure a sufficient supply
of water to connected prmperties.
There being no further business to come before the
meeting, it was regularly moved, seconded and carried that
Council adjourn.
