The Council met in regular adjourned session at 8:00
P. M. with the City Attorney and all.members or the Council
present.
The Hayor brought up the matter of purchase of new
pOlice car, stating that it was necessary either to buy
a new set of tires at once, or purchase a new car. He
stated the old car had gone over 75,000 miles, that
it had got to the place where it needed constant repairs
and that Delray Beach Motors \rould allow $462.00 on same
as trade-in value on a new Ford with Mercury motor offered
at a price of $103:7.00. This \vas discussed, some of the
members considering the present car should have a greater
trade;in value than that offered, and it was finally moved
by Mr. Scott that the City agree to trade in the old car
with $500.00 cash on the new Ford being offered, and if
this is unacceptable, then that the City advertise far
bids on a new pOlice car. Mr. Hill seconded the motion,
and on roll call, it carried unanimously.
The Mayor also submitted a letter addressed to him from
the Delray Beach PUblic Library Association, asking that
the Council write letters to the Florida Senators and
Congressmen, asking that the local library worker, Mrs.
M. F. Jones be retained in Delray Beach, stating that if
she w~ transferred to an army camp, as is being done in
many cases, and ne one appointed in her place, it would
seriously curtail the service and hours now effective
in Delray Beach. Af:ber diScussion, it was moved, seoonded
and carried, that the matter be referred to the City
Attorney to handle in a diplomatic way with our Florida.

The Mayor reported having received a communication from
A. A. Poston, Acting Chairman of the Palm Beach County
Home Defense Council, inviting City officials to attend
the meeting of the organization to be held at the Palm
Beach High School auditorium, ':lest Palm Beach, Friday, April
18th at 3 P. M. The Mayor stated he expected to attend
the meeting and agreed to boring back all information 6f
interest to the Council, in regard to the Home Defense
Program.
The Council then proceeded to take up the proposed
char~r changes, making the following recommendations, which
the City Attorney was instructed to embody in proposed
bills for submission to thr Legislature.
That Sections 13 and 17 or the Charter be so amended

as to require those running for office as councilmen
to have owned, of record, and to have paid taxes on
improved property within the city limits for one year
pr ior to el ection.
That the oath required of registrants, as contained
in Section 135 of the charter be amended to read as
follows: "Ji: do solemnly swear that I am a bona fide res-
ident of the City or Delray Beach, that I am over 21
years of age and have been a resident of the State o~
Florida for 12 months, and of this City ror six mont1ls,
and that I have not voted elsewhere during sa id time;
that I am a citizen of the United Statea, and that I
am qualified to vote under the Constitution and laws
of the State of Florida".
That paragraphs (6) and (8) of Section 63, in regard
to certain provisions applicable to the Supt. of Publio
W'orks, be deletlid; and that the existing Section 64 be
stricken out and a new section written to provide for
the appointment of a purchasing agent, annually,
by the City Counc n.
A long discussion then took place as to re-vamping
the City Boundary lines with the result that it was reg-
ularly agreed to change the north city line so as to
include that territory now outside the city, which lies
South of the East-&-West 1/4 seotion line and East of .
the North-&-South 1/4 section line of Section 9.
There was some discussion as to the proposition ~
made to Seagate and the Town of Gulfstream for the
supplying of water and fire protection and, upon enquiry,
it was sta ted that no further w:>rd has been received
from these applicants as to what they ~re willing to do.
The City Attorney was therefore authorized to notify
B. W. Mitchell of the contemplated change in City
Boundary lines, and enquire what decision had been
. reached in regard to acceptance of' the City'S utilities
proposition already submitted. The City A:j;torney was
further instructed to wriite Mr. J. F. Riley of the
Bessemer Corporation, and Mayor Wallace of GUlfstream,
wi th further reference to the supplying of water ilnd
furnishing of fire protection to these people.

carried that Council adjourn.
