The Council met in regular adjourned session at 7:30 P.M.
wi th the City Attorney, and all members of the Council present.

First the que stion of defining the business of contracting
and deciding what type of skilled workers were to be classed as
contractors was brought up, which resulted in considerable discussion
pro and con. Councilman Miller conterried that the proposed ccntractors
license ordinance, and fees established thereby, were not favored by
all contractors, although they had voted for it at a previous meeting
of the Contractors Examining Board. Upon Mr. Miller's recommendation,
the City Attor.ney agreed todraw an ordinance along lines he believed
would be acceptable to the Council, judging from the comments and
suggestimms made by the menb ers with reference to licensing various
types of contractors and sllilled workmen, said ordinance to be pre sented
at the next regular meeting of the Council.
A proposed ordinance, submitted by the Building Inspector,
regulating the Use of gas and liquid fuel oil in the city, also came
up for consideration. As certain changes were recommended in the
ordinance the City Attorney agreed to re-draw same in the required fonn
before placing on its first reading.

VI. Y. Fillebrown, and other residents of Shere Acres Subdivi-
sion, were present and enquired whether the Council had taken any action
or come to a decision in regard to the recommendation made by the Zoning
Commission on the cha1ging to an "AA" Zone, of Block"E'Shore Acres.
Mr. Scott said question had been raised as to what was to be done about that
portion of said prcperty lYing East of the Ocean Boulevard. The Zoning
Commission had not considered this in its recommendation to the Council,
although same had been included in the original request from property
owners. Thi s was deemed to have been an oversight on the part of the
Zoning COmmission, therefore it was moved by Mr. Sabath that the matter
be referred back to the Commission with the request that recanmenda-
tion be made as to classifi cation of tlat portion of said property,
lYing East of the boulevard. Mr. Hill seconded the motion, and on roll
call, the vote was as fallows: Mr. Hill yes, Mr. Jacobs yes, Mr. Miller
yes, Mr. Sabath yes, Mr. Scott yes. The motion carried.
Upon request of J. W. Nowlin, it was agreed to allow Chris
Johnson the same percen tage of reduction, in the adjustment of taxes
on Lots 1 to 10, 12 and 13 in the N! of Block 39, as was allowed

J. B. Evans in the settlement of taxes on lots 2 to 10 in the S! of
Block 38~ Mr. Jacobs seconded the motion, which carried unanimously,
on roll call.

The City Attorney further requested that the Clerk be
authorized to issue a tax deed to replace an un-recorded tax deed given by
the City to Chris Johnson in 1925 on Lot 15, Block 30, whid1 deed had
been lost in the 1928 hurricane, al trough evidence in the Clerk's office
srowed the deed to have been executed as of May 9th, 1925. It was accord-
ingly moved by Mr. Hill that the City Clerk be authorized to issue new
deed, as requested. It was stipulated that such deed be given on condit-
ion that Johnson pay up back taxes on this prcperty, which is his home-
stead. Mr. Jacobs seconded Mr. Hill's motion, which carried unanimously
on roll call.

The following letter was submitted and read:

The Hon.City Council of the City of Delray Beach, Fla.
Gentlemen:
We the undersigned Master Plumbers of the City
of Delray Beach, Fla. respectfully reconmend, that
the City Council appoint a Plumbing Board, composed
of three master plumbers, the chairman of the
ordinance committee, city attorney and the plumbing
inspector.

It is further recommended, that the said canmittee,
review the present plumbing ordiMJ1ce and make such
recanmendations as they think best for revisions of
same.

It was accordingly moved by Mr. Miller that the recomnenda-
tion of the master plumbers be carried out, and a temporary committee
appointed, as requested, for the purpose of re-drawing the pluq>.bing
ordinance. Mr. Hill seconded the motion, which carried unanimously,
on roll call. On this Committee, Ma;yor Scott appointed Paul Myers,
Lacy Love and J. W. Roach to work with the plumbing Inspector, city

Councilman Miller stated he had conferred a number of
times with officials of the National Youth AQminill<b.ration in regard
to providing city projects for enployment of boys and girls at the
close of school term. He said two such projects had been partly
lined up by himself and the City Engineer, one for the survey and
platting of the negro cellBtery and mother for the locating and
maWing out of the city water system. It was estimated fifteen or

sixteen young people could be used in various departments of the City.
Mr. Miller stated the Government would pay these boys and girls $14.00 per
month each, working on a 78-hour-a-month schedule, which wage may be
supplemented by the City to whatever amount the work may justify. It
was estimated the City's part would probably run around $6.00 per month
each, plus cost of materials used. After discussion, it was moved by
Mr. Sabath that the City appropriate $100.00 per month towards the
sponsorship of such N.Y.A. projects, with the specific understanding
that this money will be used for labor and material in the platting of
the negro cemetery, the mapping out of the City's water mains, and
other such projects as it may be found advisable to undertake. Mr.
Hill seconded the motion, which carried unanimously on roll call.
Upon recommendation of the Building Inspector, it was moved
by Mr. Sabath, seconded by Mr. Hill, and on roll call unanimously
carried that Permit No. 16 be granted J. C. Keen for the moving of a
two-story house fran Lot 13 Block 2 to Lots II and 12, Block ll,
Del Ida Park.

Estimate and specifications as prepared by the City Engineer,
were submitted by Mr. Sabath, on the beautification of the Water Plant
property. The estimated cost of $464.50 covered planting of pine
hedge, plowing and grading, two coats of paint on the garage, eight
water hydrants for watering of lawn and shrubbery, and the rocking
with local rock of the 12-foot roadway. After examining the plans,
it was moved by Mr. Miller that same be approve d and the City Engineer
be authorized to go ahead with the work as outlined. Mr. Hill seconded
the motion, v.l1ich carried unanimously on roll call. Mr.. Jacobs stated
that if the work was let out on cootract, several people wanted an
opportunity to bid on it.
By motion regularly made, seconded and carried, Mr. Sinks
was authorized to have tie floor in the small plat-room between the
Inspection Office and the Council Chamber covered wi th linoleum, at
an approximate cost of $10.00
By motion regularly made seconded and carried, the Building
Inspector was autmrized to purchase 30 white plats to replace worn
blue-prints, in the Inspection and Engineers Departments.
The Building Inspector requested the Council's pennissioh
to make load bearing te sts of soil in the muck areas. He stated there
had been much dispute between contractors and himself in regard to the
load-bearing capacity of this soil, and he believed such a test would
rLm aramd $50.00, and after discussion, it was moved by Mr. Miller
that the Building Inspector be authorized to make the recanmended
test. Mr. Hill seconded the motion, which carried unanimously on
roll call.
A request from the Lake Worth Auxiliary to Post No 3588
V.F .W., for permission to sell poppies in Delray Beach on "Buddy
Poppy Day" was referred to the Council. It was thought the granting
of such permission would probably conflict with Delray's special

Poppy Day drives, therefore the Clerk was instructed to notify
the Lake Worth Auxiliary to this effect, advising that it was deemed
inadvisable to grant the requested permission.
The matter of painting the City's buildings came up for
discussion. The Building Inspector was of the opinion that this
work could be done to bett.er advantage right now than later in the
SeasCi1; therefore it was moved by Mr. Miller that Howard Cromer be
instructed to ask for bids on the painting of the City Hall, the
Swimming Pool and Beach Pavilion, also for the fence at the tennis
courts. It was recanmended that the City Hall building be cleaned,
caulked, wire-brushed and painted with oil. Mr. Sabath seconded
Mr. Miller's motion, which 00 roll call, carried unanimously.
The Clerk stated she had received an enquiry for the
purchase of a lot in Block 44, owned by the City, and asked if the
Council wished to put a price on sarna. It was stated the Ci ~
would take $75.00 for said lot with the two cocoanut trees thereon
or $50.00 without the trees.
The City Eneineer also presented a preposition for the
purchase of a native rock pit West of Town, described as:

which is offered by the Coastal Realty Canpany, re pre sentati ves for
the Lake Worth Drainage District at a price of $25.00 per acre.
Mr. Cromer stated the City wO'lld save more than the purchase price
of the property on the rock required for the contemplated improve-
ment of S. W. Second Street, and recommerrled that the Council
think the mat ter over with a view to the possible purchase by the
City, of this property. It was moved by Mr. Hill that the Clerk
be authorized to send the r.ake Worth Drainage District a $50,00
binder on the property, with the understanding that the balance
of the purchase price will be paid upon delivery of deed and clear
title to the property. Mr. Sabath seconded the motion, and on
roll call the vote was as follows: Mr. Hill yes, Mr. Jacobs yes,
Mr. Miller yes, Mr. Sabath yes, Mr. Scott yes. The motion carried.
It was regularly moved, seconded and carried, tjoat
Council adjourn.
