09-12-41 Regular Adjourned :180.1 . CooNC IL CHAMBER September 12, 1941 The Council met in adjourned regular session at 7:30 P.M. on Friday, September 12th, for the purpose of going into the 1941-1942 budget and making appropriations for the coming fiscal year. The City Attorney and all members of the Council were present, as was the City Engineer. Together they discussed the various projects proposed for next year, estimating the probable cost in each case and setting up tentative figures thereon. At 9:39 it was decided to adjourn until another meeting, for further consi deration of the Budget. Before adjourning oowever, Mr. Sabath asked the memers to decide as what trey intended to do regarding the yacht basin worl<: azul how it was proposed to finance this improvement. It was regularly mowd, seconded and carried that the work be proceeded with as speedily as possible and tin t the City Clerk be authorized to borrow from the Water Deposit Fund the JIDney required to finance the improvement, same to be repl.id f'ran dockage revenues, allocated to a fund to be used ex- clusively for such loan repl.yment. The Mayor reported that J. L. Helvinston had agreed to accept the City's offer of a position as mechanic at $110.00 per month, and after some discus,;ion,it was moved U<J Mr. Jacobs that Mr. Helvinstoo be hired under the supervision of John Gregory and that both he and Mr. Gregory be employed as paid firemen, working in the City garage and service departments, of the City. Mr. Hill seconded the motion and on roll call the vote was as follows: Mr. Hill yes, Mr. Jacobs yes, Mr. Miller yes, Mr. Sabath yes, Mr. Scott yes. The motion carried. Upon recomnendatl. en of the Building Insp:lctor, it was regularly rroved, seconded and carried that Foy Shivers be pemitted to erect a wooden fence around Lots 6 - 7 - e, Block 58, prdvided same conformed to building code requirements. Mr. Gene Burd came before the meeting and stated he was build- ing two new hOuses on Lots 1 and 2, Block 58, and wanted to place the garages in the rear, allowing entrance thereto from the alley. He asked that the.City pave said alley, assessing cost tp abutting property owners. The Council enquired as to the other property (}'fners, whether they were favorable to the alley, or not.
