Counoil met in adjourned regular session at 7:30
the City Attorney and all members of' the Counoil
,
The Mayor announoed that he had invited 1~. Harry Blank
to meet with the members and e:x;plain about tax assessment work
and to submit a proposition on Delray's tax assessment roll,
for consideration of the Counoil.
He stated he had had oonsiderable experience in this line
of work in the North, and in 1939 had made a tax assessment for
the City of Ft. Lauderdale, whioh was still in use. He was
confident he could make an appraisal of De1ray that would be
beneficial to the City and meet with the approval of the counoll.
He was of the opinion that someone employed on the year-round
basis could do a better job than an eXpert merely making one
appraisal without the opportunity of making adjustments, or
corrections thereto. He said it was impossible to perfect a tax
appraisal in less than two cr three years. He asked the Council
to oonsider him for this work and offered to do it on a yearly
salary basis of $1,800.00 a year. The members, after discussing
the matter with him agreed to oonsider his proposition, and advise
L, him further in regard to same.
The City Attorney also reported that the American Telephone
Company had agreed to stand eleotion expense" up to $109.00 for the
holding of a. speoial eleotion on the granting' of a new franohise to
said oorporation. The City Attorney agreed to prepare the neoessary
prooeedings for the calling of suoh election.
After this the members went further into the matter of budget
figures and antioipations, until 10:30, at whioh time Counoll
regularly adjourned.
