12-10-41 Special :1867 COUNCIL CHAMBER DECEMBER an, 1941 , THE COUNCIL MET IN SPECIAL SESSION AT 7:30 P.M. UPON CALL OF THE MAYOR, WITH THE CITY ATTORNEY AND ALL MEMBERS OF THE COUNCIL PRESENT. 1 THE MAYOR ANNOUNCED THAT THE MEETING HAD BEEN CALLED IN CDM- PLIANCE WITH THE GOVERNMENT'S REqUEST THAT LOCAL AUTHORITIES TAKE EXTRA PRECAUTIONS TO SAFEGUARD MUNICIPAL WATER SUPPLIES DURING THE PRESENT WAR EMERGENCY. IN THIS CONNECTION, A COPY OF THE FOLLOWING TELEGRAM WAS REAO BY THE CLERK, WASHINGTON D. C. DECEMBER 8, 1941 OR. W. H. PICKETT, STATE HEALTH OFFICER STATE BOARD OF HEALTH, JACKSONVILLE, FLA. :: 1 IN VIEW OF THE PRESENT EMERGENCY URGE PROPER OFFICIALS IN CHARGE OF DOMESTIC WATER SUPPLIES TO TAKE IMMEDIATE STEPS AGAINST SABOTAGE BY EXCLUDING ALL UNAUTHORIZED PE~SONS AND VISITORS FROM WATER WORKS PRDPERTIES, TO PROVIOE GUARDS AT DANGER POINTS AND PLACES WHERE"SABO- TAGE MAY INTERRUPT CONTINUOUS MAINTENANCE OF SUPPLY AND TO SET UP CHLORINE DOSAGES TO MAINTAIN A RESIDUAL S~UF"ICI FICIENT TO PROVIDE DISINFECTING ACTION THROUGHOUT THE DISTRIBUTION SYSTEM. LETTER FOLLOWS: PARRAN SURGEON GENERAL , ALSO A SUPPLEMENTAL LETTER FROM;'THE STATE HEALTH OFFICER URGING THAT THE CITY TAKE STEPS TO CARRY OUT THE GOVERNMENT'S REqUEST, AND ASKING THAT THE STATE BOARD OF HEALTH BE NOTIFIED AS TO THE CITY'S ACTION IN THIS REGARD. THE MATTER WAS DISCUSSED AT LENGTH BY THE COUNCIL AND MR.,SABATH MOVED THAT PROPER LIGHTS BE PUT AROUND THE WATER PLANT AND ALSO AN ELECTRI- FIED WIRE FENCE BE PLACED AROUND THE SETTLING BASIN. THE MOTION RECEIVED NO SECOND. POLICE CHIEF NELSON RECOMMENDED THAT A GUARD BE PLACED AT THE WATER PLANT AND A DESK MAN ON NIGHT OUTY IN THE POLICE OFFICE WHO COULD ARRANGE FOR INTERCOMMUNICATION BY SIGNAL OR TELEPHONE AT REGULAR INTERVAfs. DURING THE N!G~t. COUNCILMAN MILLER LEFT THE MEETING AT THIS POINT, STATING WHAT- EVER THE OTHER MEMBERS DECIDED TO DO WOULD BE SATISFACTORY TO HIM. :1868 DECEMBER 10, 1941 , AFTER SOME FURTHER DISCUSSION, IT WAS FINALLY MOVED BY MR. HILL THAT, FOR THE PROTECTION OF THE WATER PLANT AT THE PRESENT TIME, THE CITY INSTALL AT LEAST TWO FLOODLIGHTS ON THE PROPERTY, THESE TO BE PLACED ON POLES, OPPOSITE EACH OTHER, SET BACK FROM THE PLANT AND CONVERGING TOWARDS THE SETTLING BASIN, AND THAT THE CITY ALSO BUILD AN EIGHT FOOT BARBED WIRE FENCE, TO BE TOPPED BY AN OUTRIGGER ARRANGE- MENT OF FOUR STRANOS OF THE WIRE STRUNG AT A 45-DEGREE ANGLE, ABOUT SIX INCHES APART SAID FENCE TO RUN NORTH AND SOUTH ALONG THE WEST LINE OF THE PROPERTY A SUFFICIENT DISTANCE TO TAKE IN THE ELEVATED TANK, THE SETTLING BASIN, AND GROUND STORAGE TANK; ALSO THAT THE POLICE PATROL CAR INCLUDE THE WATER PLANT ON ITS REGULAR PATROL AND IF TWO FLOOD LIGHTS ARE FOUND UNSUFFICIENT TO GIVE THE NEEDED LIGHT THAT THESE BE INCREASED TO THREE OR FOUR, AND THAT THESE LIGHTS BE CONTROLLED BY A SWITCH INSIDE THE PGWER HOUSE. MR. JACOBS SECONDED THE MOTION, AND ON ROLL CALL THE VOTE WAS AS FOLLDWS: MR. HILL YES, MR. JACOBS YES, MR. SABATH YES, MR. SCOTT YES. THE MOTION CARRIED.
