THE COUNCIL MET IN REGULAR ADJOURNED SESSION AT 9:00 A.M.
WITH ALL MEMBERS OF THE COUNCIL PRESENT. THE CITY ATTORNEY WAS ABSENT.
MR. SCHWEITZER AND DR. KLINE OF THE LAYNE-ATLANTIC COMPANY OF NORFOLK,
VIRGINIA, WERE PRESENT, AS WERE STATE BOARD OF HEALTH REPRESENTATIVES.
TREATMENT
IN OPENING THE DISCUSSION ON THE PROPOSED WATER.AND IRON
REMOVAL PLANT, COUNCILMAN CREGO STATED THAT BEFORE ENTERING INTO ANY
CONTRACT HE WOULO LIKE TO CONFER WITH MR. CATLETT, SINCE HE UNDERSTOOD
THAT IT WAS NECESSARY FOR THE STATE BOARD OF HE~LTH TO PASS ON THESE
THINGS. HE BELIEVED ALSO, THAT ~NY OTHER CONCERN SHOULD BE ALLOWED
THE PRIVILE8E OF SUBMITTING A BID ON THE PROPOSED PLANT.
MR. MILLER SAID HE HAD NO OBJECTION TO THE LAYNE PEOPLE
INSTALLING A TEST PLANT BUT was OPPOSED TO THE COUNCIL COMMITTING
ITSELF IN ANY WAY TO TAKING THE PLANT JUST BECAUSE IT WOULD WORK AS ,
THE CITY MIGHT FIND SOME OTHER TYPE THAT WOULD WORK BETTER. HE RECOMM":;~,
ENDED THAT REPRESENTATIVES OF THE LAYNE COMPANY MEET WITH THE STATE'
BOARD OF HEALTH AND ANYONE ELSE WHO MIGHT BE INTERESTED AND GET MR.
CATLETT'S REACTION ON THE THING FIRST.
MR. BRADSHAW FELT THAT THE COUNCIL SHOULD GO INTO THE CONTRACT,
MAKING THE DESIRED CHANGES IN SAME, AND THEN HAVE THE PILOT PLANT SET
UP AS SOON AS POSSIBLE, AS HE SAID HE WAS CONFIDENT THIS TYPE OF PLANT
WOULD GIVE THE CITY THE WATER REqU IRED AT ABOUT HALF THE COST OF OTHER
RECOMMENDED PLANTS.
MR. WILLIAMSON OF THE STATE BOARD OF HEALTH SAID HE BELIEVED
A MEETING WITH MR. CATLETT COULD BE ARRANGED FOR NEXT WEEK THEREFORE
MR. MILLER RECOMMENDED THAT NOTHING BE DONE UNTIL THAT CONFERENCE.
MR. BRADSHAW SUGGESTED THAT THE VARIOUS CHANGES AND FEATURES
BROUGHT OUT AT LAST NIGHT'S MEETING BE EMBODIED INTO THE PROPOSED
CONTRACT WITH THE LAYNE PEOPLE, SAID UNSIGNED CONTRACT TO BE LEFT
WITH THE CITY UNTIL SUCH TIME AS A MEETING IS HELD WITH STATE BOARD OF
HEALTH OFFICIALS.
MR. SCHWEITZER THEN SUBMITTED THE FOLLOWING ADDENDA TO BE
MADE PART OF THE PROPOSED CONTRACT:

THE CONTRACTOR AGREES THAT:
1ST. THE AVERAGE IRON, AS FE, CONTENT
SHALL BE~NOT IN EXCESS OF (.2)
TWO TENTHS PARTS PER MILLION.
2ND. THE WATER SHALL NOT BE INCREASED IN
AVERAGE ALKALINITY (TECHNICAL HARDNESS)
MORE THAN (11%) ELEVEN PER CENT, OR
DIRECTLY PROPORTIONATE TO THE C 02
REMOVED BY CHEMICAL ACTION.
3RD. THE ELECTRICAL AND CHEMICAL OPERATING
COST OF CORRECTION AND IRON REMOVAL
SHALL NOT EXCEED ($3.00) THREE DOLLARS
PER MILLION GALLONS.

4TH. THE CORROSION CONTROL WILL REDUCE THE FREE'

AVERAGE OF FIVE (5) PARTS PER MILLION OR
LESS. ANO THE WATER STABALIZED.

THIS HE SAID COVERED THE fTEMS REqUESTED BY THE COUNCIL AND
WOULD FURTHER CLAR IFY THE CONTRACT AS TO THE COST OF OPERATION, THE
qUALITY OF THE WATER TO BE DELIVERED &C.
COUNCILMAN BRADSHAW SAID ANOTHER POINT IN FAVOR OF THIS PARTI
ULAR TYPE OF PLANT WAS THE FACT THAT AS THE CITY GROWS, UNITS MAY BE
ADDEO THERETO WITHOUT DISRUPTING OR TEARING DOWN THE EXISTING PLANT.
DR. KLINE SAID. IN GOING OVER THE CITY'S PRESENT SYSTEM, HE HAD
FOUND THAT IT LENT ITSELF MOST FAVORABLY TO HIS TYPE OF PLANT. BOTH BEING
AUTOMATI C AND THEREFORE MOST ECONOMICAL IN OPERATION, WHEREAS A GRAVITY
PLANT WITH OPEN AERATION WOULD REqUIRE A GREAT DEAL OF CONTROL AND A LOT
OF TECHNICAL SUPERVISION. HE SAiD IN HIS PLANT THE BACK-WASHING OF THE
UNITS WOULD REqUIRE ABOUT TWENTY MINUTES OF A MAN'S TIME EACH DAY AND
THIS WAS THE ONLY PART OF THE OPERATION THAT WAS NOT AUTOMATIC. THEREFORE'

MR. SCHWEITZER STATED REFILLS WOULD BE SHIPPED FROM NEW JERSEY
AND WOULD COST $20.00 PER TON F.O.B.. MEDFORD. N.J,', THIS REFILL
MATERIAL IS ADDEO REGULARLY. HE SAID. AND IS CONSUMED IN THE WATER, NO
COMPLETE CHANGE OF SUCH MATI,RIAL EVER BE I NG NECESSARY.
MR. MILLER ENqU IRED AS TO WHERE THESE REFILLS MIGHT BE OBTAINEO
AND WAS INFORMED BY MR. SCHWEITZER THAT THESE WERE MANUFACTURED FROM A
VERY SECRET FORMULA KNOWN ONLY TO HIS COMPANY. QUITE A BIT OF ARGU",ENT
RESULTED AS TO THE POSSIBILITY OF HIS CQlAPANY SOME DAY GOING OUT OF,'~
BUSINESS, THEREBY RENDERING THE LAYNE PLANTS USELESS BECAUSE OF THE
IMPOSSIBILITY OF OBTAINING NECESSARY MATERIAL ELSEWHERE FOR REFILLtNG.
MR. SCHWEITZER SAID THERE WAS NO LIKELIHOOD OF THIS SINCE SUCH BUSINESSES
AND THE I R MANUFACTURI NG SECRETS ALWAYS PASSED ON INTO OT,HER HANDS, THUS
CONTINUING INDEFINITELY. DR. KLINE SAID HE WOULD HARDLY CONSIDER THE
FORMULA SECRET SINCE A COPY OF THE PATENT COULD BE OBTAINED FROM THE
PATENT OFF ICE IN WASHINGTON BY ANYONE AND THAT HE WAS WILLING TO PROVIDE
THE CITY WITH SUCH A COPY IF IT WAS DESIRED.
