BF-14.1 Procedure:
The purpose of this policy is to ensure the timely deposits of all revenue.
All departments shall deposit daily all collections, be it cash or checks,
with the City's central collections office located at City Hall. If normal
operations are interrupted in order to deposit revenue on a daily basis, and
if deposits total less than $500.00, the City Manager may waive daily
deposits.
In such cases where there is a waiver, diily revenue will be placed in a
locked area after balancing revenue to receipts and completing a
Miscellaneous Cash Receipt (MCR) or summary sheet, per the provisions granted
in the waiver. The Custodian or designee will remit the revenue to the
Cashier.
For all deposits, the Department shall have an employee present until the
Cashier counts the deposit and issues a Miscellaneous Cash Receipt (MCR).
The Cashier shall not accept any deposit unless the depositing Department
employee remains for the verification.
BF-14.2 Exception - Rental Rehabilitation Program
When the Community Improvement Department receives a payment from an owner,
an MCR must be completed. A copy of the MCR will be given to the owner, the
other two copies will be brought to the Project Cost Accountant in the
Finance Department who will sign and date the MCR copies and prepare the
collections for deposit. One copy will be retained by the department. A
journal entry will then be written to reflect the receipt of collections.
