The purpose of this directive is to establish a definitive policy
and to implement procedures for a program of ongoing evaluations and
physical inspections of City-owned facilities.
GA-2.1 Policy:
The City of Delray Beach has invested millions of dollars in the
construction and/or acquisition of physical facilities in order to house
and carry out the functions of municipal government. In order to insure
that these facilities are maintained in a structurally sound condition
and in compliance with all codes, it will be the administrative policy
of the City of Delray Beach to conduct inspections/evaluations by
designated representatives of the City Manager of all Ci ty-owned faci~
lities at least annually. These inspections/evaluations are to protect
the City's financial investment and to insure the safety of the general
public and City employees.
GA-2.2 Responsibilities and Procedures:
In order to effectuate this policy, the following responsibilities
and procedures are hereby established:
A. A property management team reporting directly to the City
Manager is hereby created, composed of the following
representatives or their designated alternate as approved
by the City Manager:
Director of Development & Inspection/CBO
Director of Public Works/City Engineer
Fire Chief
Insurance Administrator
Finance Director
B. The property management team, acting as senior advisors,
will be responsible for the development and recommendation
to the City Manager of
1) an annual inspection schedule
2) an inspection management program
3) a maintenance schedule where none exists or recom-
mended changes if any are necessary
4) cost estimates for required improvements

5) procedures for superv1s1on and review of the
activities the inspection team establishes in para-
graph C below.
C. In order to carry out the initial inspections in accordance
with the detailed procedures prepared by this property
management team and approved by the City Manager, an inter-
departmental inspection team is created to include the
following representatives:
Fire Prevention Bureau
Fire Inspector/Safety
Director
Fire Inspector
Building Code Division
Building Inspector
Electrical Inspector
Plumbing Inspector
Mechanical Inspector
Public Works Department
Building Maintenance
Supervisor
D. From time to time the City Manager may require representa-
tives from other departments or divisions to participate in
these inspection activities.
E. In all inspections/evaluations, the findings will be re-
viewed with the department head responsible for the
facility.
