GA-15.0 Puroose:
The City of Delray Beach recognizes that the use of seat belts ("body restraint system") in both
passenger and service equipment vehicles reduces the potential of injury and loss of life in vehicular
and equipment-related accidents. In order to encourage the exercise of sound safety practices by its
employees and other passengers in City vehicles, or private vehicles used for City business, a seat
belt usage policy is hereby established.
GA-15.1 Policy:
A. When a City vehicle is used for any purpose, employees of the City must use seat belts when
operating or when a passenger in a City-owned passenger or service equipment vehicle.
B. In the performance of required City duties, employees of the City must use seat belts when
operating or when a passenger in a non-City owned vehicle.
C. Non-employees who are passengers in a City-owned passenger or service equipment vehicle
must use seat belts. It shall be the responsibility of the City employee in charge of the City
vehicle not to permit such vehicle to be operated unless all occupants are using seat belts.
D. The only permitted exceptions to the foregoing seat belt use requirements are as follows:
Paramedic Rescue Service: Employees of the Fire-Rescue Department, when riding in the
front seat of both emergency response sedans and ambulances must use seat belts. Any
patient transported in the rear seat of emergency response sedans, when practical, should be
secured with seat belts. When providing patient care in the rear or patient compartment of
emergency response ambulances, or in the rear seat of emergency response sedans, Fire-
Rescue personnel are exempt from stipulations contained in this policy. If not actively
treating a patient, rescue service personnel are required to use seat belts.
GA-15.2 Violation of Po lie v:
Failure to abide by this policy may subject the employee to disciplinary action(s). In addition,
violation of the foregoing rules may result in the revocation of the employee's privilege to operate
City vehicles.
