j
The Council met in special session at 7:30 P.M.
for the purpose of considering proposed amendments to
the present City Charter. The City Attorney and all
members of the Council were present.
Before entering into the matter of charter changes
the City Clerk submi ttedand read an enquiry from the
Western Union Telegraph Company, in which permission
was reguested to distribute advertising matter for Sears
Roe buck and Company, under the Telegraph Company's present
$25.00 license. The letter explained that this was one of
the company's auxiliary services and for that re'ason it
was felt that additional license for distribution of ad-
vertising should not be required of Telegraph companies.
After discussion, it was moved by Mr. Hall that said
company be required to pay the designated license for
handbill distribution and that these hand bills be circu-
lated only in conformity with existing city ordinances,
viz. a license fee of $5.00 per day be charged and hand~
bills distributed only where consent of property owners has
first been obtained in writing. Mr. Miller seconded the
motion and on roll call the vote was unanimous, and the
motion declared carried.
