with the city Attorney and all members of the Council present
The minutes of the regular meeting of May 22Bd

Letters were received and read from the Kiwanis'
and Lions Olubs advocating the passage of a building code
to be properly enforced in future construction in this city.

Mr. Keen, representing the Kiwanis, spoke
briefly on the desirability of passing a building code
adEtquate to insure proper construction of v new buildings.
Realleged much damage, during the 1928 hurricane, had been
due to improperly constructed dwellin~ being demolished and
blown about among other surrounding residences. Re urged
the immedlatepassage of such a building code. Miss Galvin
also suggested that owners be required to clean up loose
lumber and materials after completing building operations.

The Mayor said that although certain building .~
reg~ations were incorporated in the Zoning ordinanee, yet ~

In choosing appointees for said examining board,
it was moved by Mr. Miller thail Henry V. Pope, architect,
be one of the members. Mr. Bradshaw seconded the motion
and on roll call the vote was as follows: Mr. Bradshaw
yes, Mr. Crego yes, Mr. Rall not voting, Mr. Rill yes,
Mr. Miller yes. The motion carried.
It was further moved by Mr. Crego that Howard
Cromer act on said committee, which motion was seoonded by
Mr. Miller and unanimously carried.
On motion of Mr. Miller, seconded by Itr'. Hall,
and on roll oall unanimously carried, "L.W. Cook was chosen
as the third member of said committee.

A detailed report, submitted by Dr. Farber, aBd
a long letter of explanation and recommendations, as to the
Tennis Club'S activities, was discussed at length by the
members. Certain improvements requested therein, inCluding ~
the construction of two new elay courts,Mr. Cromer estimated ~
would cost approximately $500.00 to $5pO.00. t

Several members expressed the opinion that this
aotivity was a worthwhile one, and meant much to the City,
and was therefore due same material consideration. It was
according1:y moved by Itr'. Hall that the City Engineer be
authorized to construct, under the Park Committee'S super-
vision, two additional clay courts, properly fence and
establish a hedge around same, and that the Olub house be
turned over to the Association, as requested, with the
understanding that it will be properly maintained and the
hedge kept alive. Mr. Miller seconded the motion, whioh
on roll call carried unanimously. Dr. Farber explained that
the Oity Engineer's estimate.inoluded the re-working of
the old clay courts already there. Mr. Cromer recommended
that the required marl, be contracted for, to be delivered
on the job, and that all contraotors be permitted to bid
on same; purchase to be made at the best price possible.

Re: Fire Rydrant in
Lake View Heights
After a careful survey by J(r. Baker and
mysel:f of Lake View He ights, with reference to
placing of a fire hydrant, for the protection
of the Cook aBd Satterfield homes on. N.W. 2nd
Avenue amd 9th Street, we find the following
situation. A hydrant placed on the oorners
of either 7th or 9th Streets and 2nd Avenue' will
serve the homes in qmestion within 500 :feet.
Gentlemen:
,
A hydrant at 7th Street will serve more
homes and be nearer the center of the subdivision.
}follever, all the other homes there now, are
within 500 feet of hydrants On Swinton Avenue.
It will take approximately nine hundred (_00)
feet of six inch (6") pipe to reach this b~rner
and in turn 750 feet of two inch (2") pipe can
be salvaged from the present domestic 1 ine.
A hydrant at 9th Street only protects
the two homes at the present time, but is a vague
guess as to whioh section will build up first.
:It will take seven hundred(TOO) feet of six
inoh (6") pipe to reach this corner.
The IIlproximate prices of pipe is, for
six inch (6") 1.00 per foot installed. The price
of new two inch (2") pipe is .22 per foot.
'lhe salvaged pipe has a market value of
about .14 per foot.
The approximate price of the hydrant a"t
7th Street after orediting the salv~ed pipe at
.14 would be t 885.00 -- 9th Street , 775.00.

It seems only a cpestion of time when.:;
there will be a demand for a hydrant on both
oorners, but at present lie believe that the 7th
street hydr'ant will better serve Lake View Heights
both from the standpoint of fire and domestio use.

It was moved by Mr. Bradshaw that the re commend-
ation of Mr. Baker and the Fire Chief be carried out, viz.
that a hydrant be placed at the corner of N.W. Second Avenue
amd Seventh Street, at an estimated oost of $885.00.
Mr. Hall seconded the motion, which on roll call, carried
unanimously.

A letter was read regarding suggested improve-
me lits and repairs needed in the local school buildings.
and which had been petitioned for by the various. clubs' and
organizations of the Oity. The Mayor advised that it was
requested that the City, as a co-signer of said petition,
sand a representative to meet with the School Board, Tuesday
afternoon June 13th, which meeting was being called for the
sole purpose of considering Delray-ts request.

. Mr. Hall recommended, that along with the pro-
posed improvement of the buildings, that a proposition be
made to the board for the widenlng Of N.E. First Street.
ad3acent to the schOOl property. Re Sttggested that the City-
become' a party to such improvement, the Oounty to pay for
the rock, the City to pay- the cost of watel'-binding and
oiling,'and the W.P.A~ to take care of the beautification
of same. . Re believed this VDUld mean an outlay to the City, $

Mr. Crego reported he had had further complaints
regarding the angular parking permitted on both sides. of
N.E. Fourth Avenue. :tt was stated this had been ordered
changed, on the East side to horizontal parking, for one,
block North of Atlantic Avenue but that the change had 'not .
been made. The Chairman of the Street CClIIIIIIittee agreed ,to ;
see that it is done.

JIr. Cromer explained that the< old truck was
not in condition to take care of the heavy duty 1lIOrk
planned for the summer, and that he proposed to oonvert
same into a water-wagon, for which pttrpose he believed
it could be used to advantage for some months to come,
and on the auth'ority of the, Chairman of the street
Oommittee, he had asked for bids on a new truck to take
its place. Disapproval was voiced by, some members because
the matter had not been presented to the members and the)
oalling of bids autllorizedby the Council. 1If'r. Hall there-'
fore recommended tbBt action be suspended until next meeting i
and Mr. Hill sugested'that the bids be held until next ... ~

permission be given as requested and on motion regularly
made, seconded And carried, same was granted. '
Pardon C. Rickey permit 11996 far' res ide nee on
Lot 2 Blook 113, in which he requested permission to build
within 4.9 and 5 feet of side lines instead of the required
5 and 71 feet. The Building Inspector stated that part
of the proposed construction was of a porte-cochere on the
North side of the house and that a 2i foot allowanoe in such
cases, should not be objectionable. He recommended that the
ordinance be amended to allow such concessions in cases of
open porte-cocheres. It was accordingly moved by Mr.

Bradshaw that spe cial permit be granted with the unders tand-
ing that both the North and South lines have at least a 5-foot.,
set-back. Mr. Crego seconded the motion which carried

action was deferred to give the members an opportunity to
look the sit~ution over and decide as to what is neoessary
for said streets. In this connection, Mr. Gwynn reoommended
that N.E. Second Street be fixed and put into first class
condition for its entire length, also two cross streets,
thus giving Dell and Delida Park residents two good
thoroughfares. Mr. Gwynn also ,asked permission to rock in
front of his residence in lieu of the beautification planned
under the current W.P.A. project, and was advised that this
would be permitted providing the work was done according to
City specifications.

The Chairman of the street Committee asked the
Council's instruction on the proposed street beautification
work, stating that the street edges should be reinforoedl
by a cu;rb smd that while Mr. Cromer is grading the shoulders,l
and filling for said beautification, it would be the logical I
time for installation of such a curb. He recc:mmended that ~
2x6 hard P'lorida pine be used for this purpose; whioh he ~
said would last for many years. After discussion it was
J!loved by Mr. Bradshaw that the Chairman of the Street Com-

It was moved by Mr. Hall that the Mayor and
Clerk be authorized to sign said projeot application, which
motion was seconded by Mr. Bradshaw, and on roll call,
unanimously carried.

City to pay only the cost of repainting the Delray Beach "

After discussion, it was recommended by Mr. Miller that it
be first ascertained from Mr. Smock what he will charge for
said repainting of the Delray Beach sign.

'l'he Clerk brought up the matter of persona].
property tax assessed against ~eerless Cleaners, stating
that inasmuch as W.d. Webb had not aoquired said business
until after Sheriff's sale in ;rune 1938, he asKed that
credit allowance be made him uP,to said date, and by
motion regularly made, seconded and carried the Clerk was
authorized to make said tax adjustment.
It was regularly moved, seconded and carried
that bills numbered 4288 to 4363, having been O.K'd by the
Finance Committee, be returned to the council and ordered
paid.
