07-11-39 Adjourned Special COUNCil. CHAMBER ;ruly 11, 1939 , The Council convened in adjourned sp ec ial sess ion as a Board of Equalization, at 9.30 A.M. with the following members present. Mr. Bradshaw, Mr. Crego, Mr. Hall and Mr. Hill. Mr. Miller was absent. Mr. A.W. Nickols came before the Board aSking that reduction be made in the valuation placed on his house located on Lot 23 Block 65, stating same was not in line with similar structures. After investigation it was re- commenued by Mr. Crego, and agreed upon by the Board, that the assessment be reduced from $480.00 to $300.00. 1257 Edward Page came before the bo ard wi th reference to assessment placed on his father's property in Section 20. The Board, having gone into same thoroughly the day before when considering the E.B. Nichol's complaint, explained to Mr. Page, the basis on which the assessment had been i made, viz. Swinton Avenue frontage, (for a depth of 135') ~ assessed at $3.00 per foot and the balance of the lands ass- essed as acrea~ at $80.00 per acre. This, the Board cons idered a fair and equitable val uat ion.;"l , The following communication was received from the Gracey Realty Company: Jhly 10, 1939 Honorable Board of Mayor & Council De1ray Beach, Florida ~ Gentlemen, In checking over the t axes assessed against our property in De1ray Beach, am aSking that you seriOUSly consider the amounts assessed for this year on our holdings in Ocean Breeze Estates. Our property there for the year 1938 was assessed $2564.30 ~i1e for the year 1939 it has been more than doubled and assessed for $5845.45. In che cking back for the 1937 tax roin, I find that this same property inclUding the addition of four lots which have been sold, was t"axed before the improvements went in in the amount of $555.00. 1 ~ t I ~i' ~i :1 j ,\ . . . < -? . .> . 1258 COUNCIL CHAMBER - July 11, 1939 ~ In asking for this reduction in taxes, we beg to call to your attention the fact that this improvement was put in at the request of the proper~y o\vuers of Delray Beach to be of an assistance in the helping of the sand nat and mosquito erad.icatioIll. The various developers went to great expense and did this work without calling on the City for any assistance, and have also put in many hundreds of dollars worth of palms and streets in helping build up the tax roll of improved property, but until the property can be gotten with more improvements, we earnestly solicit your cooperation in holding down the taxes on the vacant lots. ~ Your cooperation ~dll be very much appreciated. Mr. Clint Moore, Adolf Hofman, Matt Gracey and Willard :j Waters also appeared, in person, making the same complaint, . as to the extreme raise in valuations placed on this " filled-in area, and requesting that some tax relief be grante~ on this muck land property until such time as the developers ;i are able to sell. A gradual yearly advance in valuations was recommended by these complainants. ~ Upon inspecting the roll, the Board contended that these properties were really under-assessed compared to other residential property in toWn, but in consideration of the public benefit and relief derived from the fill put in by these private developers, the Board was unanimous in agreeing to the following: viz. That all muck land property, improved by said fill, be subject toa 10~ raise in valuation over last year, and it was recommended that these properties be increased annually on this basis... while same remain unimproved and unsold. Adolf Hofman complained that his lots on the North Federal High'NaY were still assessed too high as there was absolutely no sale for same because of the fact that the location was considered undesirable for residences and the F.H.A. refused to make loans on the Federal for that. purpooe, and yet the City would not permit bus inesses up there. It was recommended by the Mayor that the 20ning be changed to permit said Federal High\~y property to be used for business.
