The Counoil met in regular session at 7:30 P.M.
with City Attorney NoWiin and a~l members of the Counoil
present.

A oommunioation from Riohard A. Little was read,
enquiring whether the counoil oontemplated making any
ohanges in the lioense ordinanoe whereby looal bustnesses
would be better proteoted from itinerant merohants
having no established plaoes of business and who operated
only during the tourist season. The need of some type
of ordinanoe requiring itinerants to pay a fair propor-
tion of tax for suoh seasonal business was admitted by
the members. The City Attorney suggested that bond be
required of suoh merohants, to insure payment by them
of personal~operty tax for the year in whioh suoh
businesses are operated by them.

\ A request from C.A.B. Zook that Lots 7 to 28,
Sea breeze Park, be ohanged to Class A zone instead of
Class B was read, and upon suggestion of Mr. Hill
was ordered filed with other suoh requests and inoluded '"
in a general amendment. to be made to the zoning ordinanoe:..)
A letter from Geo. Striokland was read, in whioh he
asked that Bellview court sidewalks be oleared of growth
. and made passable for sohool ohildren who, he olaimed,
were obliged to use the road beoause of the overgrown
oondition of said walks. The matter was referred to the
Street committee with authority to have sidewalks oleaned
and street signs ereoted at Bellview Way and at the
Germntown Road.
A letter from Sheriff Lawrenoe replying to a d~m-
plaint by the City Clerk in regard to a motoroade whioh
had violated Delray's traffio ordinanoes, was read, and
ordered filed. Mr. Gwynn stated he was oonvinoed the
seotion of the parade about whioh oomplaint had been
made was not part of the motoroade offioially headed by
offioers from the Sheriff's department.

The possibility of extending the sewer line for
the benefit of these petitioners was disoussed and Mr.
Gwynn finally moved that the matter be referred to the
Sanitary Committee for investigation and report; also
the indioated'desire of owners in Blook 65 for sewer
line extension. Mr. Wodischek seoonded the motion,
which carried unanimously.

Postmaster Diggans addressed the counoil, at length,
regarding the status of Delray's applioation for a new
Post Offioe building, .stating same was on the preferred
list onoe again and stressing the need, now that a new
government set-up for Federal projeots is about to be
launohed, of oonoerted effort on the part of all organiz-
ations and partioularly of the City counoil; and the
need of oontinually keeping this projeot before the eyes
of Federal authorities.

Chairman Hill said he believed the whole counoil
appreoiated the efforts of the Post Office personnel,
and believed it had given the very best possible ser-
vioe with its limited faoilities and lack of room.
In accord with suggestion of Mr. Diggans, it was
moved by Councilman Gwynn that the following resolution
be adopted; a copy of same to be sent to eaoh of the
senators and the congressman to be nominated tomorrow
for the Fourth CongreBsional District, also to Post-
master General Farley.

OF DELRAY BEACH, FLA.
WHEREAS, the Federal Post Office in this city is
looated in rented quarters which were inadequate
during the past winter season for effioient servioe
to be rendered by the Post Office employees, and

WHEREAS, this City is growing rapidly and steadily,
and it is apparent that the present quarters will
be entirely too small within the next year or two, and
WHEREAS, the City counoil of this oity desires to
have the City of Delray Beach attraotive both in
appearanoe and service to its year round and winter
residents, and desires the servioe rendered by the
Post Offioe to be of equal effioiency with other
servioes rendered in the city, and
WHEREAS, application has been made for the ereotion
of a Post Office building in the City of Delray
Beach, Florida, and such application has been plaoed
on the preferred list,
NOW, THEREFORE, B~ IT R~SOLVED by the City council
of the City of Delray Beaoh, Florida, that we do
earnestly request our representatives and officials
in Washington to do all in their power to cause suo~
Federal Post Offioe building to be ereoted in this
oity at the earliest possible date.

unanimously.
A letter to Mr. Byrd from the Bondholders Committee,
aSking that the City employ someone to prepare a state-
ment showing, in detail, the amount of all outstanding
bond prinoipal and interest, inoluding aocruals, up
to May lst, 1938, was read by the Clerk. On suggestion
of Mr. Hall suoh aotion was deferred until after the
bond eleotion.
The City Clerk presented a statement from the
County Clerk's Offioe showing that the following City-.
owned properties could be redeemed from state and oounty
taxes, under the Murphy Law for $l52.55, and asked the
counoil's instruotions as to paying same.

It was moved by Mr. W--,disohek that the City Clerk
be authorized to apply for purohase of State oertifioates
on this property, at said advertising oost of $152.55.
Mr. Miller seconded the motion, whioh oarried unanimously
on roll oall.
The Chairman of the Water Department requested
more time to investigate the advisability of doubling
the amount of water allowed, to consumers, as a mimimum
during the summer months.
Samuel Ogren talked to the Counoil about submitting
an applioation for a Civio Building and Library Projeot,
under the new Lending-Spending program contemplated by
the government. He olaimed much time and work would be
involved in preparation of drawings and forms required
in applying for suoh a projeot and he oould not afford
to do this for less than $250.00, whioh fee was only
half the amount usually charged for suoh work. It was
finally moved by Mr. Hall that Mr. Ogren be authorized
to prepare drawings and speoifioations required in
applying for the projeot, as outlined, and that he be
oompensated in the s~m of $250.00 therefor, it being
understood that said $250.00 be for servioes up to
time of acoeptanoe or rejeotion of applioation by the
Federal Government. There was no seoond to Mr. Hall's
motion, so he suggested that the matter stand in abeyanoe
until suoh time as the requirements for suoh federal
loans are made known, and espeoially the terms in regard
to repayment of suoh loans by debtor municipalities.

Counoilman Miller reported the county Welfare de-
partment would supply a Red CrosS instruotor to give
free life saving instructions to anyone desiring to
avail themselves of suoh if the City would guarantee
room and board to suoh instruotor during the two weeks
stay. Mr. Miller oonsidered suoh instruotion desirable
for Delray children and moved that the City pay room
and board for this instructor for two weeks, while
giving these free lessons. Mr. Gwynn seconded the
motion, which carried unanimously. Mr. Miller was
appointed, as a committee of one, to see that suitable
accommodation at a reasonable cost is seoured.
Mr. Miller brought up the matter of City lioense
for practising doctors in Delray, stating he had not
been satisfied with the counoil's decision at last
meeting. He had communioated with the State Board
examiner, he said, who had informed him that the City
was justified in requiring lioense from anyone who
practised, and whether suoh a one charged a fee or not,
he was subjeot to fine ani imprisonment unless lioensed.

Mr. Hall reported the Sanitary Inspector had made
a thorough inspeotion of all plaoes in town where fowl
and livestock were kept and in practically all instanoes
had found conditions satisfaotory. Mr. Hall reoommended
that oitizens, having muoh stook, be required to secure a
permit from the City Hall. He said, in this way, the
Inspector would have a line on such places and could
more readily make regular inspeotions of same. No action
was taken. .
