The Counoil met in regular session at 7:30 P.M.
with all members of the Council present.
The minutes ot the meeting held January 27th were
read and by motion, regularly approved as read.
IIr. Lot Smith oame before the Counoil stl'tlng Mrs.
Williams had verb,lly agreed to grant an easement for the building
and maintenance of a dyke on her property just East of the F.E.C
Canal; and that a similar request had been sent to Mr. Zoo~ for the
building of same on the South side ot ~t1antio Ave.nue. Mr. Smith
desired to know the ~roper aotion neoessary in order to prooeed with
this installation. It was suggested that the City Attorney draw up
the neoessary agreement granting temporary rigt-of~way for main-
tenanoe of dYke or floodgate and Mr. Smith agreed to assist in ob-
taining the signatures of the parties oonoerned.

A letter from Mr. E.C. Hall reoommending the oon- i

The City ~ttorney reported that in thdmatter of the
City.s refunding proposition, L"Engle and Shands had advised that the
citizen's proposition had been duly forwarded to the Bondholders
Comm1 ttee but that the same was too indefinite for any aotion ot
the bondholders. For that reason Mr. L'Engle had reoommended that
the City submit a more detailed proposition, stating that ~e would
be glad to confer and work wi th the Counoi1 in drawing up suoh a
proposal, if they so desired. It was therefore mQved by Mr. Hill that
the Clerk: write Mr. L'Engle inviting him to meet with the Council
some time at his oonvenienoe, for this'purpose. Mr. Gwynn seoonded
the motion whioh oarried unanimously.

Counoilman Gwynn reoommended that parking spaoes be
marked out just North of At1antio on N.E. 4th Avenue in suoh a manner as
to permit suffioient room for oars to pass one another at this oongested
point. It was finally deoided to mark: for horizontal parking on the
West side ot Fourth ATenue and diagonal parking on the ~ast side,
extending for one block: North of Atlantio Avenue.
