THE COUNCIL:
It appears to me proper to convene your body in special
session which I do, to assemble at 2 o'clock P. M.
.January 12th.

The organization of the personel of the city government
should be completed. That would include the naming of
police officers, a city clerk, municipal judge, superin-
tendent of public works, and such other offic:j,als or
employees as are carried on an annual salary basis, and
the fixing of salarie s of such as are not covered by
ordinance.
The resolution under which city offic ials and employees
were paid during the calendar year .of 1932 ,expired
December 31, 1932, and the city treasurer will not be
justified in making any salary peyment in the,middle of
the present month except under the ordinance passed
September 24, 1930. '

At this special session it may be fwnd proper to take
some further action in connection with the contemplated
street improvement on the be ach.
