01-14-29 RegularX13 COUNCIL ROOPIi January 14th, 1929. The Council met in regular session at 7:30 P.M., the Mayor and all members of the Council were present. The minutes of the previous meetings were read and approved. A communication from the Woman's Club requesting a dona- tion of X50.00 for the purpose of purchasing books for the lib- rary was read and it was moved by Mr. Porter, seconded by Mr. Keen and unanimously carried that the request be granted. It was moved by Mr. Keen and seconded by Mr. Porter that the resolution be adopted and on roll call the vote was unanimous. The Clerk was instructed to forward a copy of said resolution to NLr. Smith and seconded by Mr. Keen that five gallons of paint be purchased for the purpose of repaint- ing the fire hydrants. The moticn was carried. bFr. Keen reccmmended that the City furr_ish the Kiwanis ' Club vrith sufficient paint for ap`si'~r~`b~f' the roof of the. Delray ' Motor Company building. It was moved by Mr. Troup, seconded by Mr. Porter and unanimously carried that this be done. A communication was then read from the Florida State Bank , requesting that the City use this bank as depository for their ,: funds and as a matter of safety and faithful performance of duty to secure the City funds dollar for dollar with Liherty bonds. r It was moved by P,2r. Keen, seconded by Mr. smith and unaniraously carried that the Florida State Bank be designated as a depository`; for the City of Delray Beach and that the Finance Committee be authorized to transfer funds in such amount and at such time as "r in their judgment seems best. (~ Council Room - Tanuary 14th, 1929. On motion duly made, seconded and carried the Pdayor was instructed to bid a sum not to exceed w50,000,00 on the Ocean City Bank securities now held by the City. The matter of getting up a leaflet or circular to be used for advertising purposes by the City was on motion duly made, seconded and carried referred to the President of the Council. The resolutions on the death of Mr. F. A. Nichols were"on motion duly made, seconded and carried adopted,as-read, In the matter of past due installments on Atlantic Avenue paving liens was on motion duly made, seconded and carried re- ferred to the City Attorney. NIr. The resolution was seconded by Mr. Keen and unanimously carried, In the matter of securing a quit-claim deed to a strip of land in the Sophie Frey subdivision for street purposes the City,' Attorney was instructed to insert a clause in said deed exempting;'. Mrs, Frey from street improvement assessment on said strip of land. The matter of colored people occupying the section houses'` along the F. E, C. Railway near the center of the City was taken',;; up and discussed. The Clerk was instructed to write Mr. Harold Colee of tb.e ~'. E, C. Railway Company, calling his attention to ~: th4.<o Si#Ratiaaq.i and see if ire could not have this undesirable "+ condition removed. In the matter of the opening of the Northeast First Street? crossing it was moved by Mr. Porter and seconded by Mr. Keen that;` the City Attorney be instructed to notify the F. E. C, Railway Company, giving them ten days notice to state definitely their intention in this matter, otherwise, legal action would be start- ed. The motion was carried, i , ~~ z The matter of placing danger signals at certain points _ for the regulation of traffic was referred to the Street Committed The Mayor reported that he had been receiving numerous ~~ complaints in regard to certain street lights that had not been replaced-since the hurricane. The matter was referred to the Light Committee. :, Mr. Smith, Chairman of the Committee on Building Permits,` reported that since that committee had been functioning they had;, insepeted and granted ohe hundred eighty-three permits for build ings at a cost of approximately 86,752.75, ~l7 Council Room - January 14th, 1929. Mr. Emmett C. Hall appeared before 'the Council in refer- ence to privilege license now being charged picture shows, re- questing that the Clerk be authorized to refund a portion of these licenses. It was moved by Mr. Smith, seconded by Mr. Keen and unanimously carried that this matter be referred to the Ordinance Committee for recommendation and report back to the Council. Mr. Smith reported that he had secured an estimate on the replacing of the cover on the City water tank, the cost of which would be approximately X150.00. It was moved by Mr. Keen, sec- onded by NIr. Porter that the Street Committee be authorized to have the cover put on. The motion was unanimously carried. It was moved, seconded and carried that current bills be referred to the Finance Committee. Mr. Smith reported that certain portions of the sewer South of Atlantic Avenue was in need of repair and on motion duly made, seconded and carried this matter was referred to the Street Committee with power to act. The matter of disposing of the old City Hall building on Delray Beach was on motion duly made, seconded and carried refer- red to Mr. Smith to dispose of to the best interest of the City. Current bills having been 0. K.'d by the Finance Committee were on motion duly made, seconded and carried referred back to the Council and ordered paid. On motion of Mr. Porter, seconded by Mr. Keen and unani- mously carried the Light Committee was instructed to have a - light installed at the intersection of Southwest First Avenue and Fourth Street.
