The Council met in regular session, president J. L.
Troup presiding.. Councilmen Jacobs, Keen, Smith and Warfield
and Mayor Johnson werepresent. ',
The minutes of the meetings of January 9th and January
16th were read and approved. `
The resignation of Mr. L. A. Adkins,Qity Engineer, to
take effect February 1st, was read to the Council. It was
moved by Mr. Smith and seconded by hSr. Keen that the resigns-
tion be aocepted and that the Clerk be inatructed'to give Mr.:
Adkins a letter of recommendation. The motion was carried un-
animously.
The Clerk was instructed to decline with thanks the in-,~
vitation of the St. Petersburg Chamber of Commerce for the
participation of the Delray Bands in the celebration at that
City.
hir. Smith, Chairman of the Street and Park Committee
presented the following report on matters referred to it at
the recent meetings; 1. "The sidewalk assessment of Thomas
Finucan. This committee recommends that the Council offer to
Mr. Finucan for purposes of comprmmise only the sump of Forty
Dollars in full settlement for destruction of shrubery and
other damage claime8 to his property.in establishing and doing
work in the street in front of his property. 2. In the.
matter of employment of a life guard at the Beach, with power
to act. We have employed W. C. Jackson as life guard at a
salary of $120.60 per month. Guard to be on duty* at all
reasonable hours throughout the day, and not to be absent
himself when there is any number of swimmers on hand, and at
no time leave the beach without sign showing-Life Guard Off
Duty. Life guard to be allowed to~give swimming lessons
while on duty but r_ot to neglect of duty, and for a reasonable
compensation only. Guard to keep swimming place clean of
trash and rubbish. Zn case the guard wishes to•be absent for °:
the day or part da3* he shall get the consent of the Councilman
whom you may put iu charge.TM
Tt was moved by &Ir. Keen, seconded by Mrs. Warfield and
parried unanimously that the report be accepted and made a
part of the minutes.

THE CITY OFFICIALS OF TTiE CITY OF DELRAY BEACH, FLORIDA, was
presented to the Council by Mr. Jacobs, Chairman of the Ordin-
ance Committee, who recommended that it be placed on its first
reading. The ordinance was read for the first time in full.
It was moved and seconded that the ordinance be passed on its
first reading. On roll call the vote was unanimous.
The following resolution was presented by IlTr. Jacobs:

Mr. Troup, Chairman of the Sanitary Committee, reported
that his committee had visited the.dog kennel owned by Henri
Baer and that the committee had found it sanitary and recommen-
ded that a license be issued.
~ ~ The proposition of Mr. Dan W. Smith, whereby he would
furnish labor for constructing a board walk at the beach, pro-
vided the City purchase the required material, was referred to
the Street 0ommittee. '
Illr. John Berg appeared before the Council in behalf bf
'~ Mr. D. J. Heffernan devealoper of Dell Park Subdivision and
requested that the ~ity take some action in regard to a reP~la.nd
for the water system constructed in Dell Park as provided in a
contract with the said D. .1. Heffernan. This matter wea referred

Z~NT. It was moved, seconded and carried that the resolution
be adopted.
It was moved by ter. Keen and seconded by airs. ~larfield
that Mayor Johnson and president Troup and a third member from
the council, to be selected by bSr. Johnson and Mr. Troup., be
requested to go be Po re the School Board regarding the bills
owed the City by the Board. The motion was carried. Mr. Smith•~~
was selected as the third member of the Committee.
Mr. D. J. Morrison and P.2r. Frank Bedell appeared befo~~
the Council and requested an adjustment on the street assesament:~'
in the second block North on the yizie Highway, their oontention`;
being that the former City Council had not carried out its
agreement with the property owners. This matter was referred to
the Street Committee by the Council.
The matter of installing a drain in the street in the
vicinity of the American Legion Home was referred on motion and "
on second to the Street Committee with power to sot.
It was moved, seconded and carried that the matter of
looating the fridge tenders house to be constructed by the
County be referred to the Street Committee for recommendation.
It was moved, seconded and carried that t'iie City purchase
dozen benches to be placed on the beach.
Current bills having been audited by the Finance Committee.
were referred back to the Council and ordered paid.
