Council Room.
October 1st, 1928.
The Council met in special session at the call of the
Mayor. All members of the Council and the Mayor were present.
It was brought to the attention of the Council that one
Oscar Freeman was in a distressed condition. It was moved b~~
Mr. Smith and seconded by Mr. Jacobs that Mrs. Warfield be
appointed a committee of one to look after and handle the
matter.
It was moved, seconded and carried that the house raising
matter be referred to Mr. Smith and Mr. Jacobs.
Mr. Troup galled the attention of the Council to the con-
dition of the sidewalk on Atlantic Avenue by the Cromer block.
• It was moved by Mr. Jacobs and seconded by Mr. Smith that the
Clerk be instructed to notify Messrs. Hammond ~ Cooke of this
Condition and request that the same be repaired at once. The
motion was carried.
It was moved by Mr. Heen and seconded by Mrs. Warfield
that Mr. Smith be instructed to repair the pavalion roof on •,
the beach. The motion was oarried.
The matter of stop signs on the new Federal Highway was
left with the Mayor and Chief of Police.
The matter of granting a permit to Mr. Billi_nga for the
purpose of opening a fish market on Atlantic Avenue was again
referred to the Sanitary Committee.
Mr. I. J. Sinks appeared be Yore the Council and suggested
• the adoption of a building code. On motion of Mr. Smith,
seconded by Mr. Keen and unani~ously earxied the matter of
handling building code was referred to the Ordinance Committee
for recommendations.
NIr. Eichelberger, representing the Few Acres Dairy, re-
quested a permit to se,11 raw milk and also requested that the
Council make an inspection of their dairy. On motion.iuly
made, seconded and carried the matter was referred to the

It was reported that certain parts of colored town were
ire an unsanitary condition. This was also referred to the
Sanitary Committee.
Current bills having been referred to and 0. K'd by the
Finance Qommittee were on motion duly made, seconded and -
carried referred back to the Council and ordered paid.
A communication from the Southeastern Underwriters Aasooi-
ation regardiz;g a gasoline pipe line from the first alley South
was read and it was moved by hir. Jacobs, seconded by Mr. Smith
and unanit~ously oarried that owing to objectinns of the South
Eastern Underwriters Association the permit of the Delray 4~uiok
Tire Service to lay tkiis pipe line be refused.
Permission was granted ICr. J. L. Troup to make certain
repairs on his home on N.E. 7th Avenue.
It was moved by Mr. Smith and seconded by Mrs. Warfield
that in the future all applications for building permits shall
be referred to the Ordinance committee. The motion was oarried.
Mr. Keen introduced the following resolution: A RESOLUTION
passed by the City Council of the City of Delray Beach, Florida,
requesting all insurance oompaniea doing business in this terri-
tory to immediately place adjusters within this vicinity. It
was moved by Mr. Smith, seconded by Mrs. Warfield and unanimously
oarried that the same be adopted.
It was moved by fir. Smith, seoonded by Mr. Keen and unani-
mously oarried that the Street Committee inapeot the pavement
recently completed on the boulevard in Southridge.
The Council adjourned.
