Council Room
Betober 8th, 1928. -
The Council met in regular session at 7:30 P. Y:~:,, the
Mayor and all members of the Counoil were present.
The minutes of the previous meetings were read and
approved.
Tlie Agayor reported progress in the matter of placing danger
signals on the Federal Highway and hoped at an early date to
have the stop sign installed at the intersection of Atlantic
Avenue and the Federal Highway.
blr. Troup reported that permission had been granted h4r.
Billings to open and maintain a fish market on Atlantic Avenue
just West of the Florida East Coast Railroad crossing.
The Sanitary Co:mittee reported having visited all of the
daries selling milk in the City and found the Knuth or Few
Acres Dairy at Boynton and the Coley Dairy on the West Atlantic
Road in a satisfactory and sanitary condition. Owing to the
recent storm and the destruction oP the buildings on the Hoefs
Dairy the Committee did not feel justified in grar_ting this
dairy permission to sell raw milk tivithin the city limits and
that the said dairy be notified to that effect.
It was moved by Mr. Jacobs and seconded by kiss. '~Jarfield
that the recommendation of tYie Sanitar~r Committee be adopted.
The motion was carried.
klr. Jacobs introduced the following ordinance, which was
read in full, and moved its adoption: AN EA~RGENCY ORDINANCE
PASSED BY TH: COUNCIL OF TIH: CITY OF DELRAY BEACH, REGULATING
THF. PHrTFiOD ANll PROCEDURE IN ISSUING BUILDING PERT:ITS urITHIN
SAID CITY. The motion was seconded by k3r. Smith and on roll
call the vote was unanimous.
In keeping with a portion of this ordinance the Mayor then
appointed the following committee to pass on all applications
for building permits: Mr, Smith, Mr. Troup and k4r. Jacobs.
k7r. Jacobs, chairman of the Ordinance Committee, stated
that this emergency ordinance just adopted would be the guide
along all construction lines until a building code can be
drafted and adopted.

It was moved by Air. Smith, seconded by Air. Keen and unani-
mously carried that the City would straighten and reset trees
for property owners at a charge of X5.00 for large trees and '
proportionate charge for smmll ones. Mr. Jacobs was instructed
to transfer Mr. Nicolls from the matter of house raising to
that of straightening of trees.
As. Smith, chairman of the Street Committee, requested and '
was granted further time in the matter of inspecting and 0. King
the recent street pavement on the Southridge Boulevard.
Zt was moved b;,r A4r. Smith, seconded by AZrs. Warfield and
unanimously carried that the water and Light Committee be author-
ized to purchase the necessary supplies and arrange to flush the
city mater mains at such time as in their judgment would be most
convenient.
It was moved by Mr. Smith and seconded by A2r. Jacobs that
the Clerk be instructed to have door and locks repaired so as to ~`
close the engineers room on the second floor of the City Hall.
The motion was carried unanimously.
Current bills having been audited by the Finance Committee
on motion duly made, seconded and carried were referred back tb
the Council-and ordered paid.
The matter of allowing widows certain tax exemption was
referred to the City Attorney for an opinion.
The Council adjourned.
