AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF DELRAY
BEACH, FLORIDA, DESIGNATING THE ~Y HOUSE, LOCATED
AT 142 SOUTH OCEAN BOULEVARD, AS MORE PARTICULARLY
DESCRIBED HEREIN, AS A LOCAL HISTORIC SITE; PROVIDING FOR
FLORIDA, 1994" TO SHOW THE HISTORIC DESIGNATION IN AN
OVERLAY MANNER; PROVIDING A GENERAL REPEALF. R CLAUSE, A
SAVING CLAUSE, AND EFFECTIVE DATE.
WHEREAS, Section 4.5.1 of the Land Development Regulations of the
Code of Ordinances of the City of Delray Beach provides for the designation
and protection of historic sites; and
WHEREAS, the Historic Preservation Board of the City of Delray
Beach initiated the nom/nation of the property hereinafter described for
historic designation, and a designation report was subsequently prepared; and
WHEREAS, the Historic Preservation Board held a duly noticed public
hearing in regard to the historic designation on November 6, 1996, and voted
unanimously to recommend that the property described herein be designated a
local historic site; and
WHEREAS, the City Commission of the City of Delray Beach has
conducted a duly noticed public hearing in regard to the designation of the
property described herein as a local historic site.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY
OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the following described property in the City of
Delray Beach, Florida, is hereby designated as a local historic site in
accordance with and under the provisions of Section 4.5.1 of the Land
Develo~ent Regulations of the City of Delray Beach, to-wit:
THE SANDOWAY HOUSE, located at 142 South Ocean Boulevard,
Delray Beach, Florida; more particularly described as
follows:
Beach Lots lray, the uth 73 feet of the Nor lO0 f et
of Lot 24, less the West 355 feet, as recorded in Plat Book
1, Page 25, of the Public Records of Palm Beach County,
Florida.
Section 2. That the Planning Director of said City shall, upon the
effective date of this ordinance, amend the Zoning Map of the City of Delray
Beach, Florida, to show the historic designation, in an overlay manner.

Section 3. That all ordinances or parts of ordinances in conflict
herewith be, and the same are hereby repealed.
Section 4. That should any section or provision of this ordinance
or any portion thereof, any paragraph, sentence, or word be declared by a
court of cc~npetent jurisdiction to be invalid, such decision shall not affect
the validity of the remainder hereof as a whole or part thereof other than
the part declared to be invalid.
Section 5. That this ordinance shall become effective immediately
upon passage on second and final reading.

The action requested of the City Commission is that of approval on first reading
of an ordinance designating the Sandoway House to the Local Register of
Historic Places.
The Sandoway House was constructed in 1936 and is credited to local architect,
Samuel Ogren, the first architect to practice in Delray Beach. Ogren's prolific
works shaped both the public and private character of the City, including the
National Register listed high school and gymnasium, now known as Old School
Square.
The Sandoway House was constructed in the then-emerging Resort Colonial
Revival style, which was popular in Delray Beach during the years of the Great
Depression. It is one of only a handful of houses in this style of architecture
remaining on the City's beachfront.
The property consists of a single family residence, which is slated to become a
nature center under the auspices of the Friends of Sandoway House, Inc. in the
near future. The property is currently leased by the City from the owner, Palm
Beach County. The County is aware of the proposed designation nomination
and no objection has been forthcoming from the Division of Property and Real

Estate Management. Sandoway House is located in the Community Facility (CF)
zoning district and is legally described as follows:
Beach Lots Delray, the South 73 feet of the North 100 feet of Lot 24, less
the West 355 feet, as recorded in Plat Book 1, Page 25 of the Public
Records of Palm Beach County.
Additional background and analysis is provided in the attached Designation
Report.
The Historic Preservation Board considered this item at a Public Hearing on
November 6, 1996. After discussion, the Board voted unanimously to
recommend historic designation to the City Commission.
By motion, approve the ordinance designating the Sandoway House, 142 South
Ocean Boulevard, to the Local Register of Historic Places

The Sandoway House was constructed in the then-emerging Resort Colonial Revival (or Resort Colonial)
style, which was polular in Delray Beach during the years of the Great Depression. It is one of only a
handful of houses in this style of architecture remaining on the City's beachfront.
Overview of' the R~ort Colonial Revival S .tyle (1930-1939}
Despite the Great Depreasion there was still a great deal of residential constr~cfion in Delray Beach,
much of it built by wealthy winter resident~ along the beachfront. In re;pome to the economic
difficulties in the nation, a more restrained form of architecture became popular:. Resort Colonial
Revival. This relatively modest style was in deliberate contrast to the more flamboyant and
ex-ubs-rant Mediterranean ~ style which was in vogue only a decade before, during the Florida
Boom of the 19205. A subtype Of the Colonial Revival style, the Resort Colonial genre combined
the best features of colonial and verneoalar design with interesting resort details such as open-air
balconies.
Typically, Resort Colonial Revival is two-story with either a rectangular or square plan. Roofs are
bdpped or side-gabled with. boxed eaves and little overhang, occasionally decorated with dentils or
simple comic, es. Both symmetrical and asymmelrical facades are common. The main entrance tend~
to be simple in ornament, but remains a focal poitu ofthe facade. Windows are usually double-hung
with six, eight, or nin, panes. Bay, paired and triple windows can also be found. Wood cladding
is most common in l;lorida, but masonry examples can be found. Th'e interiors of these houses were
often filled with beautifully crafted architectural elements.
The city's inventory of these t3'pe of remaining structures includes but a handful remaining along
the waterfront.

The Sandoxvay House is typical of' Resort Colonial Revival in it, use of New England clapboard
construction combined with an airy porch to capitalize on the sea brecze~.
The two-story wood-framed house is rectanguler in form with the open porch on the second floor
looking over the ocean. Originally the house featured a corresponding porch directly below on the'
first rio,ar'which has been replaced by awrap-around scrccncd porclb added in 1980. The hipped
roof` is clad with asphalt shingles and fcaturc~ a cenu'al chimney. Th~ second story is framed in
yeti/cai bat~ and bo~xds and the first floor is sheathed in horizontal clapboard. Most of the
original $~ pane wood double hung windov.~ arc existing as arethe original operable wood shutters.
Au cramp[e of the deliberate lack o£outward oste~ation can be seen in thc elegant arched window
which is located on thc south facade of the Sandoway House and is not visible to passersby on the
street.
Interior details in Saxtdoway House include a gracefi, tl winding staircase, solid Dad¢ County pine
floors, cypress ceilings, crown moldings and double-hung wood windows throughout.
HISTORICAL SIGNIFICANCE
Sandoway House is listed in the Florida Department of State Master Site File I..n73'.' i/ntory of Historic
Structures and is eligible for listing in the City's Local Register of Historic. Pl'acea.
Sandoway House was built for retired produce broker J. B. Evans from Dee'field Beach in 1936.
It is believed tJ~t Mr. Evans commissioned local Architect Samuel Ogren to design the 1-,ouse as a
retirement home. Mr. Evans Was appointed as Lieutenant-Colonel and Personal Aide to Florida
Governor Fred P. Cone in 1937. The position was honorary, znd consisted of accompanying the
:Govemor on state and ceremonial occasions. -
Sandoway Hour. provides cultural significance as it exemplifies the historical, political, economic
and social trends reflected in Delray Bear during the G/'eat Depression. Designed in a unique style
adapted to both the local climate and socio-economie conditions of the nation, the house provides
significant clues about the values, lifestyle and social consciousness of, the upper-class citizens
moving to Delray Bea¢lx during the 1930s.
V. STATEMENT OF SIGNIFICANCE
142 South Ocean Boulevard, commonly known as Sandoway Home, is eligible for listing on the
City's Local Register of Histodc Places both for its architectural and social significance.
Aesthetically, it portrays the environment in an era of Idstory characterized by its architectural style.
Additionally, it contains elements of desigm, detail and craftsmanship of outstanding quality which
represented, in its time, a significant adaptation to the south Florida environment. It portrays
cultural significance as it exemplifies the historical, political, economic and social trends as reflected
in Defray Beach during the Great Depression of'the 1930s.
It is appropriate that this b~ilding be listed on the Local Register of'Historic Places loc it is worthy
of the protection and sp~ial consideration afforded by that designation.
Criteria for Doi~tation
Se~tior~ 4.5. I(B) of'the Land Development R,~gulations of thc City of D~lray Beach outlines the
criteria for designating properties br sites to the Local Register of Historic Places. It suggests that
ax least one criteria from paragraphs (2) or (3) must be met to justify designation. Listed below are
thc criteria which relate to this property.
(2) A building, structure, or si~ will bo deem~ to have historical or c~ltural significanc~ if it
meets one cc mo~'c of the following criteria:
(a) Is associated in · significaut way with the life or activities of a tmrson important in
