Pursuant to Section 3.12 of the Charter of the City of Delray Beach the Mayor has instructed me to
announce a Workshop Meeting of the City Commission to be held for the following purposes:
Mayor Petrolia called the Workshop Meeting to order at 4:01 p.m.
The roll call was taken by the City Clerk.
The following were in attendance:
Mayor Shelly Petrolia
Vice Mayor Adam Frankel
Deputy Vice Mayor Shirley Ervin Johnson
Commissioner Bill Bathurst
Commissioner Ryan Boylston (arrived at 4:02 p.m.)
Others present were:
Mark R. Lauzier, City Manager
Lynn Gelin, City Attorney
Katerri Johnson, City Clerk
The City Manager announced Police Chief Jeffrey Goldman will be retiring
in May of this year.
The City Manager stated there were two candidates for this position and
after a lengthy review process, he offered the job of the incoming Police
Chief to Assistant Police Chief Javaro Sims.

Attachments:
Ariana Ciancio, Service Population Advocate/Police Department, stated
she is a Licensed Mental Health Counselor and a Master Certified
Addiction Counselor in charge of the C.A.R.E.S. (Community Advocacy
Response Education Service) Program at the Delray Beach Police
Department and helps those who suffer from addiction, mental illness, or
homelessness.
Ezra Krieg, Goodwill Industries and Homeless Task Force, gave a brief
presentation on this item.

Jeff Needle, Assistant City Engineer, gave a brief presentation on this item.
Alex Vazquez, ADA Engineering, Inc., gave a brief presentation and
update on the Stormwater Master Plan.
The City Manager stated staff will continue this discussion and bring this
back at the Workshop Meeting on the Utilities CIP.
WS.3. COMMISSION COMMENTS
The City Commission had no comments.
Susan Goebel-Canning, Public Works Director, stated on the agenda for
the regular meeting today is the adoption of Stormwater Master Plan and it
does not commit the City Commission to any budget, but it is just a
roadmap of how staff wants to approach these projects.
Mayor Petrolia attended a group meeting with local mayors and city
managers and Congresswoman Frankel requested to see the Master Plan
Study.
Deputy Vice Mayor Johnson commented about the flooding that Highland
Beach is now facing and they are discussing burying their utilities
underground.
There being no further business to discuss, Mayor Petrolia adjourned the
meeting at 5:00 p.m.
