Pursuant to Section 3.12 of the Charter of the City of Delray Beach, the Mayor has instructed me to announce a
Workshop Meeting of the City Commission to be held for the following purposes:
Mayor Petrolia called the Workshop Meeting to order at 4:00 p.m.
The roll call was taken by the City Clerk.

Interim City Manager de Jesus stated at the City Commission Annual
Strategic Planning Workshop Meeting, staff discussed these CIP Projects
at length and staff agreed to identify the best ways to accomplish those
projects as well as identify the most appropriate funding source for each of
those projects. Interim City Manager de Jesus gave a brief slide
presentation that will identify those projects collectively at the City
Commission Annual Strategic Planning Workshop Meeting.
Interim City Manager de Jesus reviewed the top eight priority projects for
fiscal year 2019/2020 and stated at the direction of the City Commission,
the City Center and the Water Treatment Plan could be diverted until the
following year. He pointed out that within the top eight projects, most of
them have multiple projects within them and those multiple projects came
out with discussions with staff and the engineers on the most practical way

to design and construct those projects in mulitple phases that made sense
from an engineering perspective and not from a convenient or practical
perspective.
Missie Barletto, Assistant Public Works Director, stated Palm Beach
County has a plan in 2025 to do a mill and resurface on Congress Avenue
and noted it is just a maintenance project. Ms. Barletto stated the work will
be in the right-of-way and on the heavily traveled roadways however, they
try to do most of the work at night as much as possible.
Interim City Manager de Jesus gave a brief overview of the Water & Sewer
Improvements and explained that this project will be broken up into two
phases of construction and he also reviewed the funding sources.
A brief discussion between Interim City Manager de Jesus and Mayor
Petrolia followed.
Interim City Manager de Jesus reviewed the Water & Sewer Improvements
and stated the Thomas Street Pump Station (T11) was a project that staff
did not anticipate that will come out of general construction and reserves to
get the project completed. The City has spent $125,000.00 to date on that
project (emergency repairs, pump rental, staff costs) to keep the pump
running. Interim City Manager de Jesus stated there are multiple funding
sources that staff identified with various restrictions placed upon them
based on what the loan was made for or what qualifies to be spent under
that. Staff believes with the new motor and refurbished pump, that it should
be up and running temporarily in June. Interim City Manager de Jesus
stated with the mid-term improvements, it will be $6 million after the
temporary system is put in place.
A brief discussion by the City Commission followed.
Interim City Manager de Jesus stated whenever the City has projects that
are going to change in phase and scope, become in scope and become a
construction site, will be the responsibility of the marketing firm to
communicate on the City's behalf everything that has to be communicated
to the affected area.
For the benefit of the public, Vice Mayor Johnson inquired about the exact
location of Fire Station #113. Interim City Manager de Jesus stated the
current location of the old fire station on Linton Boulevard and 4th has been
temporarily housed in a trailer located in Miller Park. Vice Mayor Johnson
expressed concern that the City Center has been taken off the priority list.
Commissioner Boylston inquired about the $25 million for Pompey Park for

2021.
Caryn Gardner-Young, Assistant City Manager, stated in discussions with
the Community Redevelopment Agency (CRA), that the City obtain a bond
or a loan, and then the CRA would be willing to pay the interest.
Commissioner Boylston expressed concern that this should be in the
unfunded category. Interim City Manager de Jesus stated he does not feel
that anyone anticipated that during this design phase. Interim City
Manager de Jesus stated we have to look at the City's entire position
financially in terms of debt versus revenue. In fiscal year 2021, staff has to
re-examine the City's financial position to determine whether that gets to
partial infrastructure surtax. He stated one of the advantages of bringing
the financial advisor into these dicussions is he can tell the City the best
fiscally responsible way to get there and noted the bond dollars that have
not been expended, the City has moved into projects to start spending.
Mayor Petrolia stated there were comments made at a CRA meeting about
speaking with the Mayor of the County to find out if there is grant funding as
well.
Interim City Manager de Jesus stated this is what the balance would be
once the design phase is complete; that would be the construction phase.
He stated it is not likely that this park would be complete in one fiscal year
and this could be spread out over a period of two or three fiscal years and
explained that staff is working hard to streamline the process with respect
to the City procedures and procurement to help expedite projects moving
forward.
Commissioner Boylston inquired about the General Obligation (GO) Bond
topic. Interim City Manager de Jesus stated the City Commission can
have further discussions regarding the appropriate funding source at the
Capital Improvement Plan (CIP) Budget Workshop and following that will
be the Budget Workshop.
A brief discussion by the City Commission ensued.
There being no further business to discuss, Mayor Petrolia adjourned the
Workshop Meeting at 5:04 p.m.
