Mayor Petrolia called the Regular City Commission Meeting to order at
4:00 p.m.
The roll call was taken by the City Clerk.

Nicholas Coppola, 3930 Lowson Boulevard, Delray Beach, thanked the
City Commission for the proclamation declaring June 2019 as Lesbian,
Gay, Bisexual, Transgender, and Queer (LGBTQ) Pride Month.
Councilman Daniel Sohn, Town of Haverhill, thanked the City of Delray
Beach for the observance of the LGBTQ Pride Month and commented
about the 50th anniversary of the Stonewall Protest that launched the Gay
Civil Rights Movement.
Rodolfo Plancate, 5004 N.W. 5th Street, Delray Beach, Palm Beach
Tenants Union and Rainberry Woods Neighborhood Consol, Rainberry
Woods Neighborhood Consol was successful in removing the old board
and elected trusted residents in positions of power to control the HOA. Mr.
Plancate stated as a board member he serves as Treasurer and Vice
Secretary. Mr. Plancate stated a Delray Beach Police Officer told them
that there has been a positive change in the community in the last couple of
weeks. He thanked Al Angulo and Enrique Fernandez from Code
Enforcement in helping them set up a meeting with the City. Mr. Plancate
stated the Rainberry Woods Neighborhood Consol has requested a
donation from Palm Beach Tenants Union with helping volunteers and
buying supplies as needed. He hopes to invite the City Commission to the
Rainberry Woods Neighborhood so they can see the level of progress they
have made and hopes to be viewed as a role model for the rest of the City
and at the County level as well.
Pauline Moody, living temporarily in Boynton Beach, stated there are more
important things to worry about than people waving flags about Gay Pride
Month and she expressed concern that the City is very divided right now.
Secondly, Ms. Moody stated she has not seen any Waste Management
contracts, the new garbage cans are not out, and there is trash and debris
on the ground all over the City. She urged the City Commission to focus on
what is important such as infrastructure.
Peter Arts, 1746 Fern Forest Place, Delray Beach, asked for the City
Commission's support with respect to the appointment to the Downtown
Development Authority (DDA).
Mavis Benson, 800 Greensward Court, Delray Beach, speaking on behalf
of the DDA Board, urged the City Commission to consider the
re-appointment of Mr. Peter Arts to the DDA.
Krystina Buckley, 250 Congress Park Drive, Delray Beach, speaking as a
34-year old lesbian married woman and part of the Delray Beach Housing
Board, stated there are things such as infrastructure that need to be fixed
and the Haitian community needs to be recognized. However, Ms. Buckley

stated inclusivity is meaningful for the gay community and she expressed
concern that we should also take time out to recognize them because they
also bring equality and love to this City.
Laura Simon, Executive Director of the Downtown Development Authority
(DDA), thanked Mr. Arts for serving on the DDA board and she feels it is a
tremendous service for anyone who serves on a board. Secondly, Ms.
Simon thanked the City and the Community Redevelopment Agency (CRA)
for supporting the Frog Alley Caribbean Festival on Saturday, June 8, 2019
from 6:00-9:00 p.m. located on West Atlantic Avenue from 4th to 6th
Avenue and on S.W. 5th Avenue.
6. CONSENT AGENDA: City Manager Recommends Approval
Commissioner Frankel moved to approve the consent agenda. It was
seconded by Deputy Vice Mayor Bathurst. A roll call vote was taken and all
were in favor. The motion carried 5-0.

Mayor Petrolia read the City of Delray Beach Quasi-Judicial rules into the
record.
Mayor Petrolia stated if anyone from the public would like to speak on
Resolution No. 110-19, to stand and be sworn in.
The City Clerk swore in those individuals who wished to give testimony on
this item.
Mayor Petrolia asked the City Commission to disclose their ex parte
communications. The City Commission had no ex parte communications
to disclose.
Tim Stillings, Development Services Director, entered the project file
#2019-514 into the record.
The applicant came forward and gave a few brief comments about the
project.
Mr. Stillings stated this is a temporary use permit for a temporary parking
lot with several waivers for car storage located at 101 N.W. 18th Avenue
and is 2.54 acres and is located in the MIC (Mixed Industrial Commercial)
Zoning District.
A brief discussion between Mayor Petrolia and Mr. Stillings ensued
regarding the permitting. Mr. Stillings clarified that it can actually be
renewed for three years.
Mayor Petrolia stated if anyone from the public would like to speak on
Resolution No. 110-19, to step forward. There being no one from the
publice who wished to address the City Commission, the public comment
was closed.
There was no cross-examination or rebuttal.

B. City Attorney
The City Attorney introduced everyone to the new City Attorney's Office
intern William Gardner.
C. City Commission
Deputy Vice Mayor Bathurst had no comments.
Commissioner Frankel congratulated Delray Citizens for Delray Police
for putting on a great event Friday night at the Marriott and noted that
various awards were given out.
Commissioner Boylston had no comments.
Vice Mayor Johnson thanked Police Chief Sims who has started doing
a lot of good things in her neighborhood and urged him to continue the
good work restoring the neighborhood to a sense of decency.
Mayor Petrolia stated the City Commission will need to select a Voting
Delegate for the Florida League of Cities Annual Conference.
Commissioner Frankel moved to appoint Vice Mayor Johnson as the
Voting Delegate for the Florida League of Cities Annual Conference. It
was seconded by Commissioner Boylston. A roll call vote was taken
and all were in favor. The motion carried 5-0.
Secondly, Mayor Petrolia reminded everyone that Frog Alley's
Caribbean Festival is Saturday, June 8, 2019 at 6:00 p.m.
Mayor Petrolia stated the Police Awards Banquet was amazing.

Lastly, Mayor Petrolia stated there are things happening in the
downtown where people are operating outside of what the City's rules
and regulations permit, but at the same time there is a great vibe that is
happening also. She commented that it is not an easy situation where
you want to do away with one part of it; she thinks there may be a way to
meet in the middle that makes sense for both sides and she would be
open to exploring in the future.
There being no further business to discuss, Mayor Petrolia adjourned
the regular meeting at 4:35 p.m.
