The Regular City Commission meeting was called to order at 4:02 p.m.

A motion was made by Commissioner Frankel to approve the Regular
Agenda as amended. It was seconded by Vice Mayor Johnson. A roll
vote was taken and passed 4-0.

B. From the Public
Mr. Adam Myran, 1088 Lake Ridge Drive. He is with the Palm Beach
County Dispute Resolution Bar Association and wanted to thank the
City Commission for issuing a proclamation recognizing Mediation
Week from October 13 -19, 2019 in Delray Beach.
Lilliana Palmaretta expressed concerns about aggressive panhandling
at the corner of Military Trail and Linton Blvd.
Lak Kalra, 3842 S. Lake Drive, Boynton Beach expressed concerns
about the parcel just to the north of Lake Ida Park.
Gary L. Fishman, 3504 Diane Drive, Boynton Beach expressed
concern about maintenance of the parcel just to the north of Lake Ida
Park which there is no access.
Rosalee D'Morale who lives in Bellair expressed concerns about
aggressive panhandling on the corner of Military Trail and Linton Blvd.
Pauline Moody, once homeless (address unverifiable) expressed
concerns about stores selling alcohol in Delray.
Todd Herps, Owner of City Oyster, Roccos Tacos, and Elizabetas. He
expressed his concerns about the valet parking in front of their
restaurants.
Laura Simon, Downtown Development Authority Executive Director
expressed that they will be reviewing the downtown parking and curb
management.
Rachel Kuts, Business Owner of Eyeglass Hut on Atlantic Avenue
expressed concern about the valet parking in front of Taverna Opa
being moved and how it will affect local business.
Sophia Theodore, Business Owner at 270 E. Atlantic Avenue,
expressed concern about her valet que being moved - that it will affect
her business tremendously.

Commissioner Frankel made a motion to approve the consent
agenda as amended. It was seconded by Vice Mayor Johnson.

NATIONAL COMMUNITY PLANNING MONTH
Body:Background:
October is National Community Planning Month. The City of Delray Beach
has a long history of undertaking community planning processes to
determine its vision and aid in neighborhood revitalization efforts. The
Development Services Department is home to several programs to
develop the future of the planning profession. The Shadow Day Program
developed by the department in coordination with Florida Atlantic
University hosts students one day each month in the department to provide
real world exposure to the planning process in a historic municipality.
Since 2010, the department also works directly with students and young
professionals through the Department’s Internship program, and more
recently, the through the Planner-in-Training program, to facilitate
professional development in the field.

Chapter 32 "Departments, Boards and Commissions" by amending
Section 32.29 "Duties and Responsibilities" to replace this section in its
entirety with new Duties and Responsibilities.

Ordinance No. 32-19 on second reading. It was seconded by
Vice Mayor Johnson . The roll call was taken and the vote carried
4-0.
This Ordinance was approved.

B. City Attorney
City Attorney Lynn Gelin, requested a Shade Meeting on
October 15, 2019 at 2:00 p.m. to continue the discussion of
litigation strategy since the courts ruling for summary judgment
in the case of City of Delray Beach v. Match Point, Inc. - Case
No. 502016CA002812XXXXMBAA.
Commissioner Frankel made a motion to schedule a Shade
Meeting on October 15, 2019 at 2:00 p.m. The motion was
seconded by Vice Mayor Johnson. The vote was taken and
passed 4-0.

C. City Commission
Mayor Petrolia extended a warm welcome to Mr. Gretsas as he was
selected to be the new City Manager for the City Delray Beach. Ms.
Gelin announced he is scheduled to begin some time in the beginning
of January 2020.
Mayor Petrolia commended the City Attorney for successful
negotiations regarding the City Manager's contract.
Deputy Vice Mayor Bathurst spoke about getting a Gold Star Families
plaque to be placed at Veteran's Park.
Vice Mayor Johnson congratulated Mr. Gretsas on being selected as
the new City Manager. She also commended Ms. Gelin for the contract
negotiations and keeping the Commission abreast of its progress.
She announced the National Night Out event was scheduled to take
place on October 3, 2019 from 6 p.m. -10 p.m.
She also reported that as representative of the Florida League of
Cities, the League reported on the following topics:
·Florida League of Cities has a new logo
·Hackers typing into the 9-1-1 system
·Vacation Rentals and Air B&B's
She stated she would like to see the City talk about some of these topics
when the new Manager comes on board.
With no further business to discuss, the meeting was adjourned at 5:35
p.m.
