A Workshop/Special Meeting of the City Commission of the City of Delray
Beach, Florida, was called to order by Mayor Cary Glickstein in the
Commission Chambers at City Hall at 6:00 p.m., on Tuesday, January 17,
2017.
Roll call showed:
Present -Commissioner Shelly Petrolia
Deputy Vice Mayor Mitchell Katz
Vice Mayor Jordana Jarjura
Mayor Cary Glickstein
Absent -None
Also Present: Chief Neal de Jesus, Interim City Manager,
Max Lohman, esq., City Attorney, and Chevelle D. Nubin, City Clerk.
Mayor Glickstein called the Workshop/Special meeting to order and
announced that it had been called for the purpose of considering the
following Items.
WORKSHOP MEETING AGENDA
Pursuant to Section 3.12 of the Charter of the City of Delray Beach the Mayor has instructed me to announce a
Workshop Meeting of the City Commission to be held for the following purposes:
WS.1 17-099 DISCUSSION AND DIRECTION REGARDING THE CITY MANAGER
RECRUITMENT PROCESS

Interim City Manager Chief Neal deJesus presented this item. He provided
an overview of what he is asking of the City Commission tonight regarding
goals and objectives, an RFP, salary range and benefits regarding the City
Manager position. Chief deJesus spoke regarding his assessment thus
far. He stated he will perform a 30 day assessment and that stability is
needed. He referenced a city manager having experience in certain areas.
Discussion ensued regarding the type of person the City Commission is
looking for regarding the city manager position. They discussed leadership
abilities, management skills, recognizing talent, strong understanding of
each department, making the departments more efficient, stabilization,
succession planning, getting a person here that the city deserves and
being competitive.
Chief deJesus discussed the current and proposed salary range for the

position of city manager. It was the consensus of the City Commission for
the city manager position salary range to be $200,000 to $275,000. He
also discussed the development of skill sets for the position and a
marketing pamphlet. It was the consensus of the City Commission to have
an RFP for the position.
WS.2 17-055 DISCUSSION OF TRESPASS PREVENTION STRATEGY FOR THE
FLORIDA EAST COAST RAILROAD TRACKS

The Railroad Track Trespass Prevention Strategy
Attachments:
John Morgan, Director of Environmental Services, presented this item. He
conducted a powerpoint presentation and highlighted areas that need to be
addressed. He stated they met with FEC, MPO, DDA, AAF and FDOT. He
stated the recommendations are to install easy to maintain barriers and
reconfigure the parking and traffic pattern within leased FEC right of way.
Mr. Morgan highlighted the barrier alternatives: Option 1 (Aluminum
Handrail Fence), Option 2 (Metal Fence and Concrete Wall), Option 3
(Landscape) and Option 4 (Chain-link Fence). He referenced railroad
tracks, parking and traffic, potential amenities and living streets.
It was the consensus of the City Commission that they want a running rail,
unobstructed, and for staff to bring back cost options.
