Members present were: Mayor Glickstein Vice Mayor Chard Deputy Vice Mayor Johnson Commissioner Katz Other staff present: Neal de Jesus, Interim City Manager Caryn Gardner-Young, Asst. Cty Manager R. Max Lohman, City Attorney Katerri Johnson, City Clerk 1. JOINT SESSION WITH THE DOWNTOWN DEVELOPMENT AUTHORITY (DDA) Page 1City of Delray Beach Printed on 4/6/2018 May 23, 2017City Commission Minutes - Final Laura Simon, DDA Executive Director gave opening comments about who the DDA and asked each Board member to introduce themselves. Mr. Alan Costilo of Big Al's Steak gave a brief explanation about the DDA Board and why it exists. Mr. Frank Frione commented that he spent a year evaluating the board before joining and asked what needs to be done to streamline the process. He commented that he would like to see more collaboration between the DDA and the City Commissioners. Albert Richwagen expressed concerns that our City Commission needs to be a part of their process and he's very proud of their accomplishments. Peter Arts commented on the successes that they have accomplished. He mentioned the cluster study and partnering with others for economic development. Ms. Bonnie Beer commented on the successes that the merchants bring to the downtown area. She feels there is a bit of disharmony. Mark Denkler expressed that as partners, they need to talk more with the City Commission. Commissioner Katz explained that the DDA Board reviews plans before it comes before the City Commission then comes as a quasi judicial hearing for the record. Vice Mayor Chard commented that this is a process that must be followed. Mayor Gllickstein commented that advocacy creates relevance for the organization. He commented about the pedicabs and that there was no representation. Deputy Vice Mayor Johnson commented about Commissioners being present at the Board meetings and felt it was a good idea. She expressed that not only with the DDA Board, but there is a break down or lack of communication with other boards. Mayor Glickstein addressed the DDA Board. He asked what is the DDA doing to address parking? He's looking for the DDA to set policy for the Downtown area. Laura Simon gave a presentation on the Security Ambassador Program. Page 2City of Delray Beach Printed on 4/6/2018 May 23, 2017City Commission Minutes - Final Deputy Vice Mayor Johnson commented that the Ambassador Program invites the homeless to Delray. Mayor Glickstein wanted to know what the ask was from the DDA. Mr. de Jesus clarified funding for capital projects within the CRA due to the massive list of capital projects. THe Police Chief and Fire Chief does not see how it translates to dollar savings for the City. He stated that Fire says there is an increase in calls due to non-responsiveness of the homeless. Vice Mayor Chard commented that this is not a homeless program and that a uniformed officer would be better to enforce the program. Peter Arts commented that this is a test program and on June 4, 2017, there will be a new test. Mr. Lohman expressed that loitering and panhandling is the right of a citizen, but every citizen has a right to say, no. Mayor Glickstein stated that all stakeholders need to be informed. He asked does the DDA have a policy on paid meters. Alan Costilo of Big Al's Steaks stated that they don't know the plan. Mark Denkler made comments about making employees park in the garage when they can park in front of his and other's businesses. Mr. Chard explained the reason for having the Workshop.
