WS.1 16-1093 OFFICE SPACE DISCUSSION
Recommendation:Discussion regarding the Office Space vacated by Senator Sachs.

Space)
Attachments:
Mr. Cooper presented this item and referenced the options for the space.
Discussion ensued regarding the office space. The consensus is that the
City Commission will utilize the space and direct the City Manager to check
with Mr. Jacquet regarding what he is requesting.
GOAL SETTING SESSION
City Manager Donald B. Cooper discussed this item and reviewed what
items were left from the previous Goal Setting presentation. He asked the
City Commission to allow the staff to continue the process for the goals that
were previously set by the City Commission.
Mayor Glickstein stated he agrees with Mr. Cooper's comments. He
reiterated that staff was very well prepared at the Goal Setting and stated
he felt the question and answers were very productive. He spoke regarding
the process and format.
Vice Mayor Jarjura stated the city should keep moving forward.
Mr. Cooper reiterated that what has been completed has been done in
conjunction with the City Commission's goals and objectives.
Mayor Glickstein asked that the City Manager, his predecessor or the
assistant city managers provide the City Commission with an update
regarding the completion of goals.
Commissioner Petrolia commented regarding goal setting sessions held in
the past. She also commented regarding the new goal setting format and
stated she feels the City Commission did not discuss or set a mission
statement. Commissioner Petrolia provided suggestions for the format.
Mr. Cooper stated a mission statement should be developed as part of the
development of a comprehensive plan.
Further discussion ensued regarding the format for goal setting and goals
and objectives.

Commissioner Katz complimented the staff for the preparation of their
updates to the City Commission. He concurred with Commissioner
Petrolia's idea of having the departments present at workshops to provide
updates to the City Commission. He stated he is fine with the current goals
and commented regarding the millage rate and stated the goal is to set the
best rate for taxpayers.

Recommendation:Development of FY 2018-20 Goals
GS.2 COMMISSION COMMENTS
Commissioner Petrolia suggested a topic for a workshop regarding
development projects and the process for approval. Further discussion
ensued amongst Commission regarding this topic.
Mayor Glickstein welcomed new City Attorney Max Lohman. He
commented regarding an item for the appointment of an Interim City
Manager and stated the current Assistant City Managers do not want the
position. Mayor Glickstein asked the City Manager to speak to this.
Mr. Cooper stated he is prepared to hire two recruiting firms for the search
for an Interim City Manager and discussed a possible timeline.
Commissioner Katz stated he is disappointed that neither Assistant City
Manager or high level staff person wanted the position. He made further
comments. Other members of the Commission gave similar comments.
Mayor Glickstein stated he would like to have an agenda item an Interim
City Manager for the next City Commission meeting. He announced the
Veterans Day program for the City of Delray Beach.
There being no further business, Mayor Glickstein adjourned the meeting at
7:01 p.m.
