Gentlemen:
During my incumbency of the office of City Clerk
there was a verbal understanding between the Council and
the Developers of Del Ida P~.rk to the effect that the
developers were to lay water mains at their own expense
in the subdivision, under the specifications and supervis-
ion of the Superintendant of the Plart, and that the
Council would reimburse the developers for actual cost of
ls.bor and materials expended in that connectior_, at its
pleasure, Provided the developers deeded to the City
perpetual right to occupy the streets, alleys, and ways,
the subdivision not then being in the corporate limits.
In the meanti,•_e the developers were to pay the
City for the use of water, a minimum rate being firmed,
tsxe amount not now recalled. Teo written contract was
ever entered into bets^reen the City and the developers.

the Council expressed themselves as being opposed
to the advisability of an,5,~ such agreement for refund at
tt:e present tir.:e and that the a:aove agreement should not
be made a precedent or be used as a future rule of action.
It was moved, seconded, and carried on roll call
