AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF
DELRAY BEACH, FLORIDA, AMENDING CHAPTER FOUR, "ZONING
REGULATIONS", ARTICLE 4.5, "OVERLAY AND ENVIRONMENTAL
MANAGEMENT DISTRICTS", SECTION 4.5.1, "HISTORIC
• PRESERVATION SITES AND DISTRICTS", SUBSECTION
4.5.1(K), "DESIGNATION OF HISTORIC SITES", OF THE LAND
•
DEVELOPMENT REGULATIONS OF THE CODE OF ORDINANCES OF
THE CITY OF DELRAY BEACH, FLORIDA, BY ADDING THE
COLONY HOTEL AND THE COLONY HOTEL NORTH ANNEX TO THE
• LISTING OF HISTORIC SITES AS ITEM (11); PROVIDING A
GENERAL REPEALER CLAUSE; PROVIDING A SAVING CLAUSE;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Historic Preservation Board, at the meeting held
January 16, 1991, unanimously recommended the designation of the Colony
Hotel and the Colony Hotel North Annex as Historic Buildings,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That Chapter Four, "Zoning Regulations", Article
4.5, "Overlay and Environmental Management Districts", Section 4.5.1,
"Historic Preservation Sites and Districts", Subsection 4.5.1(K) ,
"Designation of Historic Sites", of the Land Development Regulations of
the Code of Ordinances of the City of Delray Beach, Florida, is hereby
amended by adding Item 11 to read as follows:
(11) THE COLONY HOTEL AND THE COLONY HOTEL NORTH
• ANNEX, located on the South 12 feet of Lot 18, Alley
• South of Lot 18, East 25 feet of Lot 21 and Lots 22,
23, 24 and 25, Inclusive, Block 108. And Lots 5, 6
and 7, Less 5 foot Road R/W, Block 108, Town of
Delray, with the designation pertaining to the
buildings only and not the grounds.
•
Section 2. That all ordinances or parts of ordinances in
conflict herewith be, and the same are hereby repealed.
' Section 3. That should any section or provision of this
ordinance or any portion thereof, any paragraph, sentence or word be
declared by a court of competent jurisdiction to be invalid, such
decision shall not affect the validity of the remainder hereof as a
whole or part thereof other than the part declared to be invalid.
Section 4. That this ordinance shall become effective
1 immediately upon passage on second and final reading.
PASSED AND ADOPTED in regular session on second and final
reading on this the 26th day of March , 1991.

III ARCHITECTURAL& STRUCTURAL INFORMATION
ARCHITECT
Martin L. Hampton
The Miami architectural firm(Mampton & Ehmann)is credited with
the Miami Post Office and Municipal Court Building( National
Register of Historic Places) , additions to Flagler ' s Whitehall
and the Breakers Hotel in Palm Beach. Martin Luther Hampton
was a principal architect and planner for the City of Coral
Gables . Associated with Addison Mizner , Hampton was the architect
of the 1925 Delray Beach City Hall(demolished) . He is also
attributed the 400-500-600 blocks of Lincoln Road and the Miami
Beach Congregational Church.

Barrel tile roof trim edged with wood deck railing
Domed matching towers on spiral column based double arched
apertures with protective railings
Double Inner Terrace pyramidal barrel tile roof towers
Wrought Iron Balcony with full length casement window-doors

Open formal Entrance loggia enclosed due to road widening
Enclosed Portals modified into decorative casement windows with
awnings have replaced former open arched portals
Decorative inlaid cast concrete entrance heraldic cartouche
braced by engaged pilasters . Monogram "HA"(Hotel Alterep) element
extends above the roof line

STRUCTURE
176 ' Length x 135 ' Width (Main Building)
46 , 310 square feet of Building Space with and additional 6 ,000
square feet of Kitchen/Storage area, and 2 , 500 square feet of
Porches/Loggias/ and Patio decks .
SERVICE BUILDING
3 Story , attached , Spanish Style building situated North of
the Main Hotel featuring first floor garages , and second/third
floor sleeping areas . Designed by architect Sam Ogren, Sr .
following the 1928 hurricane . The building features Stucco
with barrel tile trim , plastered walls , wooden floors , and the
town ' s only pedestrian flyover overpass above the street level .
ADDITIONAL.
Construction began in early May , 1925 . Freight embargos and
scarcity of materials delayed the opening .
Equipped with automatic sprinklers , the hotel was totally
fireproofed during construction . Planned to contain nearly 100
guest rooms with private and connecting baths . The structure
featured sun porches and colonnades . The Main Street openings
were designed to have five storefronts along Atlantic Avenue
with a barber shop , newstand , large waiting room, ladies parlor ,
and writing rooms . The Dining Room was fitted to seat 200
comfortably . The attached servant ' s quarters and garage building
were added later in the similiar Spanish Style . The kitchen ,
lobby , and dining room were constructed with the anticipation
of an additional wing along the East Facade
The total building cost was $500 , 000, and all the furnishings
were from John Wanamaker of Philadelphia, America ' s most
prestigious furniture design firm.
February 1929
Alterep Hotel spends $31 , 000 in repairs from late fall hurricane.
Structure entirely replastered , all new floors due to extensive
water damage , exterior repainted , and redecoration
December 1939
Showers were added to the every Colony bathroom and tropical
doors were installed throughout . A Second Floor Sun deck was
added and roofing materials were removed . Four New Baths were
added , and fluorescent lighting was introduced in the Dining
Room.
IV HISTORICAL INFORMATION
Albert T. Repp , a Delray businessman since 1914 , owned the
present Colony Hotel site , and formed the Delray Hotel
Corporation with J.C. Keen , Vice-President , H.E. Evans ,
Secretary , and Dr. L. Love and Jack Bird as Board of Directors .
Facing South, the Alterep Hotel was located 500 yards from
the Atlantic Ocean between NE 5th Avenue & NE 6th Avenue .
The Hotel opened to the public January 29 , 1926 with an evening
reception between 8-l0pm, featuring Miss Ida Greenwood ' s Chicago
three piece female orchestra . There were 94 guest rooms , parlors
and piazzas , a sophisticated kitchen plant with bakeries and
refrigeration . The formal opening was a $5 . 00 , 7 : 30pm Dinner
on March 1 , 1926 . The Hotel introduced Sunday Night Musical
programs for the public in its lobby . It closed on April 12 , 1926
for its first season.
HISTORICAL , continu,
December 1926
Alterep foreclosed due to construction bond financing . Court
appointed Manager- Operators were Associated Hotels of Florida,
based in Richmond Va . which also owned a chain of twenty other
hotels .
January 1927
Alterep opens tea Room adjacent to the Chamber of Commerce
office in the Hotel .
February 1927
Alterep advertises "ocean view rooms" in Booster edition of
Delray News .
August 1935
After ten years of litigation, due to the foreclosure of
construction bonds , George W. Boughton , 241 28th Street , Miami
Beach , purchased The Colony Hotel from the Trust Company of
Florida for $50 ,000. Appraised for $62 , 000 , Mr . Boughton paid
$12 , 000 down , $6 , 000 annually for three years , and the remaining
$20 , 000 payable at 6% interest . Capable of accomodating 1000
hotel/dining/and public guests and staff , the Hotel contained
94 rooms and 67 baths .
The Boughton ' s formerly owned The Admiral , Cape May , NJ, and
The President , Atlantic City , NJ. In November , 1936 , the
Boughtons circled the hotel in coconut palms .
November 1939
Boughton Hotels , Inc . (Charles D. & George M. ) purchased Lots
5 , 6 , 7 , Block 108 which were originally servant ' s quarters . . Thirty
rooms , eighteen garages for $10 , 000 from the Jay Holding
Company(Miami)
1939-1990
Boughton Hotels , Inc . retains ownership of the Colony Hotel
as a seasonal resort .
V. SIGNIFICANCE & CRITERIA FOR DESIGNATION
The Alterep/Colony Hotel was designed by a National Register
of Historic Places architect , Martin Luther Hampton.
The Spanish Colonial Mission Revival architectural style
exemplifies one of Florida ' s most prominent examples.
The Hotel represents an irreplacable structure which reflects
the extensive social and cultural history of the Town.
The Colony Hotel has been a Main Street Landmark for over
65 years. It is the last original remaining Hotel on Atlantic
Avenue . Eight other Hotels have been demolished .

Beach and of the Colony. The Colony is the longest and most elaborate building

has increasingly gained in popularity and prominence in Delray Beach. The
Member-at-Largea Delray Beach Historical Society and the Preservation Board hold conferences,
EaTA LOR BRESSYLER lunches, brunches, and meetings at the Hotel regularly. The Atlantic Avenue

recent Delray Beach planning efforts. It appears on the front cover of the City's
Wes e n Washington Historic Survey and is one of few buildings featured in the Delray Beach Master

285 4300 Plan Report. The south facade of the Colony represents a sense of history and a
sense of place. The Colony is the only remaining historic hotel in Delray Beach.
Associate-at-Large My family has been operating the Colony for over 54 years,and in fact, I grew up

Student Chapter The relationship of the mid-block trees and light poles to the Colony facade

VAL KIRSIS/PAUL LANDER concerns me and I ask for minor adjustments to their locations.The light poles are
206-543-9240 currently located off center of the Colony entrance, and the trees are not
Student Chapter spaced in relation to the symmetry of the Mediterrean Revival style building. The
Washington State University Streetscape of the City of Delray Beach could be greatly enhanced by allowing
DEE 509-33 9 o the street trees and light poles to complement and reinforce the symmetry of the
Colony entry. The new street light poles are spaced for efficient light coverage. I
appreciate the extreme need for downtown illumination. It is possible to shift the
light poles to complement the facade of the Colony without losing the security
effect of the lighting. The current plan calls for a tree to be planted slightly west of
the center of the Hotel's main entry. This will not only detract from the
appearance of the symmetrical facade of the Colony, it will make the arrival of
WASLA the hotel guests quite awkward and ungracious.The Colony regularly transports

T,, guests in the Colony van. The proposed tree will block access to the van and to
• 4 guest cars as they arrive and depart.
It appears from measuring the plans that a more desired relationship of
WASHINGTON CHAPTER streetscape features to Colony facade can be achieved by movement of the
AMERICAN SOCIETY OF western lightpole in front of the Colony15'to the east and movement of the
LANDSCAPE ARCHITECTS g
eastern light pole in front of the Colony entry 11'to the east. The poles will then be
located equal distances from the center of the Colony front doors. Mid-block
trees can be relocated to accommodate the light poles shift.
President This spring,the Colony planted 3 coconut palms on US 1. Other improvements
JESTENA BOUG3HTON6 were made recently to the Colony exterior; new paint, new plantings in front and
on the north side. Colony construction plans continue for new storefront signs,
President Elect canvas awnings and window improvements on the Colony east side. All these
2066-543 52w improvements can be complemented by granting this request for adjustments
to the streetscape plan. The City encourages the improvement of the existing
Past President businesses in downtown. The Colony supports the streetscape improvements in

Avenue is as important to The Colony as The Colony is to Atlantic Avenue.

THE COLONY HOTEL
III ARCHITECTURAL& STRUCTURAL INFORMATION
ARCHITECT
Martin L. Hampton
The Miami architectural firm(Mampton & Ehmann)is credited with
the Miami Post Office and Municipal Court Building( National
Register of Historic Places) , additions to Flagler ' s Whitehall
and the Breakers Hotel in Palm Beach. Martin Luther Hampton
was a principal architect and planner for the City of Coral
Gables . Associated with Addison Mizner , Hampton was the architect
of the 1925 Delray Beach City Hall(demolished) . He is also
attributed the 400-500-600 blocks of Lincoln Road and the Miami
Beach Congregational Church.

STRUCTURE
176 ' Length x 135 ' Width (Main Building)
46 , 310 square feet of Building Space with and additional 6 ,000
square feet of Kitchen/Storage area, and 2 , 500 square feet of
Porches/Loggias/ and Patio decks.
SERVICE BUILDING
3 Story , attached , Spanish Style building situated North of
the Main Hotel featuring first floor garages , and second/third
floor sleeping areas . Designed by architect Sam Ogren, Sr .
following the 1928 hurricane. The building features , Stucco
with barrel tile trim, plastered walls , wooden floors , and the
town ' s only pedestrian flyover overpass above the street level .
ADDITIONAL.
Construction began in early May , 1925 . Freight embargos and
scarcity of materials delayed the opening .
Equipped with automatic sprinklers , the hotel was totally
fireproofed during construction .Planned to contain nearly 100
guest rooms with private and connecting baths . The structure
featured sun porches and colonnades . The Main Street openings
were designed to have five storefronts along Atlantic Avenue
with a barber shop , newstand , large waiting room, ladies parlor ,
and writing rooms . The Dining Room was fitted to seat 200
comfortably . The attached servant ' s quarters and garage building
were added later in the similiar Spanish Style . The kitchen ,
lobby , and dining room were constructed with the anticipation
of an additional wing along the East Facade
The total building cost was $500 , 000 , and all the furnishings
were from John Wanamaker of Philadelphia, America ' s most
prestigious furniture design firm.
February 1929
Alterep Hotel spends $31 ,000 in repairs from late fall hurricane .
Structure entirely replastered , all new floors due to extensive
water damage , exterior repainted , and redecoration
December 1939
Showers were added to the every Colony bathroom and tropical
doors were installed throughout. A Second Floor Sun deck was
added and roofing materials were removed . Four New Baths were
added , and fluorescent lighting was introduced in the Dining
Room.
IV HISTORICAL INFORMATION
Albert T. Repp , a Delray businessman since 1914 , owned the
present Colony Hotel site , and formed the Delray Hotel
Corporation with J.C. Keen , Vice—President , H.E. Evans ,
Secretary , and Dr. L. Love and Jack Bird as Board of Directors.
Facing South, the Alterep Hotel was located 500 yards from
the Atlantic Ocean between NE 5th Avenue & NE 6th Avenue .
The Hotel opened to the public January 29, 1926 with an evening
reception between 8—l0pm, featuring Miss Ida Greenwood ' s Chicago
three piece female orchestra . There were 94 guest rooms , parlors
and piazzas , a sophisticated kitchen plant with bakeries and
refrigeration. The formal opening was a $5 . 00 , 7 : 30pm Dinner
on March 1 , 1926 . The Hotel introduced Sunday Night Musical
programs for the public in its lobby . It closed on April 12 , 1926
for its first season .

December 1926
Alterep foreclosed due to construction bond financing . Court
appointed Manager- Operators were Associated Hotels of Florida,
based in Richmond Va. which also owned a chain of twenty other
hotels .
January 1927
Alterep opens tea Room adjacent to the Chamber of Commerce
office in the Hotel .
February 1927
Alterep advertises "ocean view rooms" in Booster edition of
Delray News .
August 1935
After ten years of litigation , due to the foreclosure of
construction bonds , George W. Boughton , 241 28th Street , Miami
Beach, purchased The Colony Hotel from the Trust Company of
Florida for $50 ,000. Appraised for $62 ,000, Mr . Boughton paid
$12 , 000 down , $6 , 000 annually for three years ,and the remaining
$20 , 000 payable at 6% interest . Capable of accomodating 1000
hotel/dining/and public guests and staff , the Hotel contained
94 rooms and 67 baths.
The Boughton' s formerly owned The Admiral , Cape May , NJ, and
The President , Atlantic City , NJ. In November , 1936 , the
Boughtons circled the hotel in coconut palms .
November 1939
Boughton Hotels , Inc . (Charles D. & George M. ) purchased Lots
5 , 6 , 7 ,Block 108 which were originally servant ' s quarters . . Thirty
rooms , eighteen garages for $10 ,000 from the Jay Holding
Company(Miami)
1939-1990
Boughton Hotels , Inc . retains ownership of the Colony Hotel
as a seasonal resort .
V . SIGNIFICANCE & CRITERIA FOR DESIGNATION
The Alterep/Colony Hotel was designed by a National Register
of Historic Places architect, Martin Luther Hampton .
The Spanish Colonial Mission Revival architectural style
exemplifies one of Florida ' s most prominent examples .
The Hotel represents an irreplacable structure which reflects
the extensive social and cultural history of the Town.
The Colony Hotel has been a Main Street Landmark for over
65 years . It is the last original remaining Hotel on Atlantic
Avenue . Eight other Hotels have been demolished .

III ARCHITECTURAL& STRUCTURAL INFORMATION
ARCHITECT
Martin L. Hampton
The Miami architectural firm(Mampton & Ehmann)is credited with
the Miami Post Office and Municipal Court Building( National
Register of Historic Places) , additions to Flagler ' s Whitehall
and the Breakers Hotel in Palm Beach. Martin Luther Hampton
was a principal architect and planner for the City of Coral
Gables. Associated with Addison Mizner , Hampton was the architect
of the 1925 Delray Beach City Hall(demolished) . He is also
attributed the 400-500-600 blocks of Lincoln Road and the Miami
Beach Congregational Church.

Open formal Entrance loggia enclosed due to road widening
Enclosed Portals modified into decorative casement windows with
awnings have replaced former open arched portals
Decorative inlaid cast concrete entrance heraldic cartouche
braced by engaged pilasters. Monogram "HA"(Hotel Alterep) element
extends above the roof line

STRUCTURE
176 ' Length x 135 ' Width (Main Building)
46 , 310 square feet of Building Space with and additional 6,000
square feet of Kitchen/Storage area, and 2 , 500 square feet of
Porches/Loggias/ and Patio decks.
II SERVICE BUILDING ' I
3 Story , attached , Spanish Style building Situated North of
the Main Hotel featuring first floor garages , and second/third
floor sleeping areas . Designed by architect Sam Ogren, Sr .
following the 1928 hurricane. The building features Stucco
with barrel tile trim, plastered walls , wooden floors , and the
town ' s only pedestrian flyover overpass above the street level .
ADDITIONAL.
Construction began in early May , 1925 . Freight embargos and
scarcity of materials delayed the opening .
Equipped with automatic sprinklers , the hotel was totally
fireproofed during construction .Planned to contain nearly 100
guest rooms with private and connecting baths . The structure
featured sun porches and colonnades . The Main Street openings
were designed to have five storefronts along Atlantic Avenue
with a barber shop , newstand , large waiting room, ladies parlor ,
and writing rooms . The Dining Room was fitted to seat 200
comfortably. The attached servant ' s quarters and garage building
were added later in the similiar Spanish Style . The kitchen ,
lobby , and dining room were constructed with the anticipation
of an additional wing along the East Facade
The total building cost was $500 , 000 , and all the furnishings
were from John Wanamaker of Philadelphia , America ' s most
prestigious furniture design firm.
February 1929
Alterep Hotel spends $31 , 000 in repairs from late fall hurricane.
Structure entirely replastered , all new floors due to extensive
water damage, exterior repainted , and redecoration
December 1939
Showers were added to the every Colony bathroom and tropical
doors were installed throughout. A Second Floor Sun deck was
added and roofing materials were removed . Four New Baths were
added , and fluorescent lighting was introduced in the Dining
Room.
IV HISTORICAL INFORMATION
Albert T. Repp , a Delray businessman since 1914 , owned the
present Colony Hotel site, and formed the Delray Hotel
Corporation with J.C. Keen, Vice-President , H.E. Evans ,
Secretary , and Dr. L. Love and Jack Bird as Board of Directors .
Facing South, the Alterep Hotel was located 500 yards from
the Atlantic Ocean between NE 5th Avenue & NE 6th Avenue .
The Hotel opened to the public January 29, 1926 with an evening
reception between 8-10pm, featuring Miss Ida Greenwood ' s Chicago
three piece female orchestra . There were 94 guest rooms, parlors
and piazzas , a sophisticated kitchen plant with bakeries and
refrigeration. The formal opening was a $5 . 00 , 7 : 30pm Dinner
on March 1 , 1926 . The Hotel introduced Sunday Night Musical
programs for the public in its lobby . It closed on April 12 , 1926
for its first season.
HISTORICAL, continu
December 1926
Alterep foreclosed due to construction bond financing . Court
appointed Manager- Operators were Associated Hotels of Florida ,
based in Richmond Va . which also owned a chain of twenty other
hotels .
January 1927
Alterep opens tea Room adjacent to the Chamber of Commerce
office in the Hotel .
February 1927
Alterep advertises "ocean view rooms" in Booster edition of
Delray News.
August 1935
After ten years of litigation, due to the foreclosure of
construction bonds, George W. Boughton , 241 28th Street , Miami
Beach, purchased The Colony Hotel from the Trust Company of
Florida for $50 ,000 . Appraised for $62 , 000, Mr . Boughton paid
$12 , 000 down, $6 ,000 annually for three years ,and the remaining
$20 , 000 payable at 6% interest . Capable of accomodating 1000
hotel/dining/and public guests and staff , the Hotel contained
94 rooms and 67 baths.
The Boughton' s formerly owned The Admiral , Cape May , NJ, and
The President , Atlantic City , NJ. In November , 1936 , the
Boughtons circled the hotel in coconut palms .
November 1939
Boughton Hotels, Inc . (Charles D. & George M. ) purchased Lots
5 , 6 , 7 ,Block 108 which were originally servant ' s quarters . . Thirty
rooms , eighteen garages for $10 , 000 from the Jay Holding
Company(Miami)
1939-1990
Boughton Hotels , Inc. retains ownership of the Colony Hotel
as a seasonal resort .
V. SIGNIFICANCE & CRITERIA FOR DESIGNATION
The Alterep/Colony Hotel was designed by a National Register
of Historic Places architect , Martin Luther Hampton.
The Spanish Colonial Mission Revival architectural style
exemplifies one of Florida ' s most prominent examples .
The Hotel represents an irreplacable structure which reflects
the extensive social and cultural history of the Town.
The Colony Hotel has been a Main Street Landmark for over
65 years. It is the last original remaining Hotel on Atlantic
Avenue. Eight other Hotels have been demolished .

7. Presentations.
A. Information Technology Resources Strategi Plan - Robert K.
Henderson, Florida Center for Public Management.
Robert Henderson stated the City Manager asked him to look at
the information technology resources of the City and propose a strategic
plan. A requirement study approach was done and he feels the goals have
been set forth and satisfactorily accomplished.
Mr. Henderson gave a slide presentation to explain the equip-
ment and plans for the use of them. He summarized by stating the plan is
geared to serve the citizens of Delray Beach.
Mr. Randolph stated the report was good, but felt at this time
it should be received for information only.
Dr. Alperin stated he was satisfied with most of the report.
Mr. Mouw questioned the amount of money that will be needed for
this project.
Mr. Andrews requested the City Manager look at how the depart-
ments are managed in order to get them in shape.
Moor Lynch stated the end user has to be involved, and the
Senior agers have to be involved with the purchasing to give support
in or r for the system to do what it needs to. He also stated it may
be eful to get on a network system.

been mailed, however we are not in receipt of this letter. Therefore,
I am recommending that we continue final action on this Ordinance
until March 26 , 1991 .

DESIGNATION OF THE COLONY HOTEL TO THE LOCAL REGISTER
OF HISTORIC PLACES
ACTION REQUESTED OF THE COMMISSION:
The action requested of the City Commission is consideration
of the designation of the Colony Hotel to the Local Register
of Historic Places . Designation of properties to the Local
Register of Historic Places is authorized in Section 4 .5 . 1
of the Land Development Regulations .
BACKGROUND:
The Historic Preservation Board nominated the Colony Hotel for
designation to the Local Register of Historic Places at their
meeting of June 27, 1990 . The Board subsequently authorized
Clemmer Mayhew to prepare the designation report (copy attached) .
At the Historic Preservation Board meeting of September 19, 1990
the designation report for the Colony Hotel was accepted and
staff was directed to schedule a public hearing and notice said
meeting as required by the Land Development Regulations.
At their meeting of January 16, 1991, the Historic Preservation
Board held a duly noticed public hearing on the designation of
the Colony Hotel (525 E. Atlantic Avenue) .
Rita McDowell, Manager of the Hotel spoke for the owner Jestina
Boughton and requested that the Board only designate the
buildings on the site, not the parking areas, practice putting
green, etc. Frank Spence spoke for the Community
Redevelopment Agency and Downtown Development Authority both of
which supported the designation.
HISTORIC PRESERVATION BOARD CONSIDERATION:
The Historic Preservation Board recommends approval of the
designation of the Colony Hotel and the annex to the north. The
designation is recommended for these two buildings only,
excluding parking lots, practice putting green, etc.
RECOMMENDED ACTION:
By motion, direct the City Attorney to prepare a designation
ordinance for first reading.

The information provided regarding the Historic Preservation
Board' s action on this item shows that the designation is for the
main building and the annex only. There is a specific exclusion
of the parking lot and other grounds.
Clarification is needed prior to the drafting of the enacting
ordinance. Please respond to the following:
1 . Is it the intent of the Board that the designation applies
only to the buildings themselves and, thus , only modifications to
the exterior of the structures would go before the Board
( including demolition, of course) ?
2. Or, does the Board intend that site plan modifications
(changes in parking lot design, additional landscaping, accessory
structures , etc - including a major site plan modification) would
be acted upon by them as opposed to the Site Plan Review and
Appearance Board and Board of Adjustment?
As previously reported, the ordinance would be drafted to only
accommodate architectural review of the existing structures by
the Historic Preservation Board. Please contact the Chairperson
and/or the Board for clarification.

This is a first reading of an ordinance placing the Colony Hotel
and Annex on the Local Register of Historic Places . This ordinance
follows direction received at your January 29th meeting at which the
Commission accepted the report from the Historic Preservation Board
regarding the designation of these buildings as historic .
Recommend approval of Ordinance No. 22-91 .

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF
DELRAY BEACH, FLORIDA, AMENDING CHAPTER FOUR, "ZONING
REGULATIONS", ARTICLE 4.5, "OVERLAY AND ENVIRONMENTAL
MANAGEMENT DISTRICTS", SECTION 4.5.1, "HISTORIC
PRESERVATION SITES AND DISTRICTS", SUBSECTION
4.5.1(K) , "DESIGNATION OF HISTORIC SITES", OF THE LAND
DEVELOPMENT REGULATIONS OF THE CODE OF ORDINANCES OF
THE CITY OF DELRAY BEACH, FLORIDA, BY ADDING THE
COLONY HOTEL AND THE COLONY HOTEL NORTH ANNEX TO THE
LISTING OF HISTORIC SITES AS ITEM (11) ; PROVIDING A
GENERAL REPEALER CLAUSE; PROVIDING A SAVING CLAUSE;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Historic Preservation Board, at the meeting held
January 16, 1991, unanimously recommended the designation of the Colony
Hotel and the Colony Hotel North Annex as Historic Buildings,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That Chapter Four, "Zoning Regulations", Article
4.5, "Overlay and Environmental Management Districts", Section 4.5.1,
"Historic Preservation Sites and Districts", Subsection 4.5.1(K) ,
"Designation of Historic Sites", of the Land Development Regulations of
the Code of Ordinances of the City of Delray Beach, Florida, is hereby
amended by adding Item 11 to read as follows:
(11) THE COLONY HOTEL AND THE COLONY HOTEL NORTH
ANNEX, located on the South 12 feet of Lot 18, Alley
South of Lot 18, East 25 feet of Lot 21 and Lots 22,
23, 24 and 25, Inclusive, Block 108. And Lots 5, 6
and 7, Less 5 foot Road R/W, Block 108, Town of
Delray, with the designation pertaining to the
buildings only and not the grounds.
Section 2. That all ordinances or parts of ordinances in
conflict herewith be, and the same are hereby repealed.
Section 3. That should any section or provision of this
ordinance or any portion thereof, any paragraph, sentence or word be
declared by a court of competent jurisdiction to be invalid, such
decision shall not affect the validity of the remainder hereof as a
whole or part thereof other than the part declared to be invalid.
Section 4. That this ordinance shall become effective
immediately upon passage on second and final reading.

Yesterday' s Preservation Board Meeting was interesting and
I 'm glad that the Boughtons have agreed to support the
proposal .
As I had mentioned to you, there are changes , corrections ,
additions and deletions that we would like to have
incorporated into the Designation Report and I 'm sending
along a list of these changes.
Thank you for all your help. I 'm learning so much about
the town so quickly - I feel as if I 've been here much
longer than two months ! .
If you have any questions , please call me . I will try to
get the additional information we want included to you as
quickly as I can.

GENERAL INFORMATION - LEGAL DESCRIPTION
Third line - "Lots 5,6,7, less 5' Rd R/W, Block 108, Town
of Delray" should be deleted . Only The Colony Hotel
buildings are to be included in the Designation. No
open spaces, parking areas or the putting green area
is to be included . We have a long range Master Plan for the
future which would rearrange the landscape .

M. Boughton. (We will find the exact year. ) Text should
be changed.
Additional -

Also, the rest of that sentence is confusing and
should be rewritten. The waiting room, ladies parlor ,

1990 the Flagler National Bank in West Palm was the Arcade

Dear Ms . Boughton,
With the completion of the restoration of the 1913 building at
Old School Square Cultural Arts Center and the progress that is
daily evident at the two 1926 buildings in the complex,
preservation is truly happening along Atlantic Avenue. Two
buildings directly across Atlantic Avenue from Old School
Square, have been purchased and restored and house an antique
store and auction gallery. The Art Moderne Boyd Building at 840
East Atlantic Avenue has had a complete facade renovation,
including restoration of original plaster details, painting and
awnings .
The Historic Preservation Board felt that it was timely to
propose the Colony Hotel, the Arcade Building and the Flamingo
Service Station for listing on the Local Register of Historic
Places . Designation Reports have been completed for the three
properties . I am enclosing all three for your information.
A public hearing will be held on Wednesday, January 16, 1991 for
the purpose of gaining public comment on the designations . The
Historic Preservation Board will then vote to recommend the
nomination to the City Commission. And as you know, only the
City Commission has the authority to place a property on the
Local Register.
It is not necessary for you to be present at the public hearing
and any comment you wish to make in writing will be read into the
record. The Colony, of course, is the crown jewel of Atlantic
Avenue and it is hoped that you will support this preservation
effort along the avenue.

ARCHITECT
Martin L. Hampton
The Miami architectural firm(Mampton & Ehmann)is credited with
the Miami Post Office and Municipal Court Building( National
Register of Historic Places) , additions to Flagler ' s Whitehall
and the Breakers Hotel in Palm Beach . Martin Luther Hampton
was a principal architect and planner for the City of Coral
Gables . Associated with Addison Mizner , Hampton was the architect
of the 1925 Delray Beach City Hall(demolished) . He is also
attributed the 400-500-600 blocks of Lincoln Road and the Miami
Beach Congregational Church .

STRUCTURE
176 ' Length x 135 ' Width (Main Building)
46 , 310 square feet of Building Space with and additional 6 , 000
square feet of Kitchen/Storage area, and 2 , 500 square feet of
Porches/Loggias/ and Patio decks .
SERVICE BUILDING 1
3 Story , attached , Spanish Style building situated North of
the Main Hotel featuring first floor garages , and second/third
floor sleeping areas . Designed by architect Sam Ogren, Sr .
following the 1928 hurricane . The building features Stucco
with barrel tile trim, plastered walls , wooden floors , and the
town ' s only pedestrian flyover overpass above the street level .
ADDITIONAL.
Construction began in early May , 1925 . Freight embargos and
scarcity of materials delayed the opening .
Equipped with automatic sprinklers , the hotel was totally
fireproofed during construction.Planned to contain nearly 100
guest rooms with private and connecting baths . The structure
featured sun porches and colonnades . The Main Street openings
were designed to have five storefronts along Atlantic Avenue
with a barber shop , newstand , large waiting room, ladies parlor,
and writing rooms . The Dining Room was fitted to seat 200
comfortably . The attached servant ' s quarters and garage building
were added later in the similiar Spanish Style . The kitchen ,
lobby , and dining room were constructed with the anticipation
of an additional wing along the East Facade
The total building cost was $500 , 000 , and all the furnishings
were from John Wanamaker of Philadelphia , America ' s most
prestigious furniture design firm.
February 1929
Alterep Hotel spends $31 , 000 in repairs from late fall hurricane.
Structure entirely replastered , all new floors due to extensive
water damage , exterior repainted , and redecoration
December 1939
Showers were added to the every Colony bathroom and tropical
doors were installed throughout. A Second Floor Sun deck was
added and roofing materials were removed . Four New Baths were
added , and fluorescent lighting was introduced in the Dining
Room.
IV HISTORICAL INFORMATION
Albert T. Repp , a Delray businessman since 1914 , owned the
present Colony Hotel site , and formed the Delray Hotel
Corporation with J. C. Keen , Vice-President , H.E. Evans ,
Secretary , and Dr. L. Love and Jack Bird as Board of Directors .
Facing South, the Alterep Hotel was located 500 yards from
the Atlantic Ocean between NE 5th Avenue & NE 6th Avenue .
The Hotel opened to the public January 29, 1926 with an evening
reception between 8-10pm, featuring Miss Ida Greenwood ' s Chicago
three piece female orchestra . There were 94 guest rooms , parlors
and piazzas , a sophisticated kitchen plant with bakeries and
refrigeration . The formal opening was a $5 . 00 , 7 : 30pm Dinner
on March 1 , 1926 . The Hotel introduced Sunday Night Musical
programs for the public in its lobby . It closed on April 12 , 1926
for its first season.
HISTORICAL, continal
December 1926
Alterep foreclosed due to construction bond financing . Court
appointed Manager- Operators were Associated Hotels of Florida,
based in Richmond Va. which also owned a chain of twenty other
hotels .
January 1927
Alterep opens tea Room adjacent to the Chamber of Commerce
office in the Hotel .
February 1927
Alterep advertises "ocean view rooms" in Booster edition of
Delray News .
August 1935
After ten years of litigation, due to the foreclosure of
construction bonds , George W. Boughton , 241 28th Street , Miami
Beach, purchased The Colony Hotel from the Trust Company of
Florida for $50 , 000. Appraised for $62 , 000 , Mr . Boughton paid
$12 , 000 down, $6 , 000 annually for three years , and the remaining
$20 , 000 payable at 6% interest . Capable of accomodating 1000
hotel/dining/and public guests and staff , the Hotel contained
94 rooms and 67 baths.
The Boughton ' s formerly owned The Admiral , Cape May , NJ, and
The President , Atlantic City , NJ. In November, 1936 , the
Boughtons circled the hotel in coconut palms .
November 1939
Boughton Hotels , Inc . (Charles D. & George M. ) purchased Lots
5 , 6 , 7 , Block 108 which were originally servant ' s quarters . . Thirty
rooms , eighteen garages for $10 , 000 from the Jay Holding
Company(Miami)
1939-1990
Boughton Hotels, Inc . retains ownership of the Colony Hotel
as a seasonal resort .
V. SIGNIFICANCE & CRITERIA FOR DESIGNATION
The Alterep/Colony Hotel was designed by a National Register
of Historic Places architect , Martin Luther Hampton.
The Spanish Colonial Mission Revival architectural style
exemplifies one of Florida ' s most prominent examples .
The Hotel represents an irreplacable structure which reflects
the extensive social and cultural history of the Town .
The Colony Hotel has been a Main Street Landmark for over
65 years . It is the last original remaining Hotel on Atlantic
Avenue . Eight other Hotels have been demolished .
