Replace existing front door with French door and sidelights. ANALYSIS This is a contributing house and guest house in the Marina Historic District The applicant is proposing an interesting and appropriate treatment for the property. The trellis across the front porch will enhance the north/south wing of the house without obscuring the front windows and door. It will also provide architectural detailing and trim which is currently lacking from the transitional colonial cottage facade. The driveway trellis visually enlarges and balances the house; the arched walkway entrance which leads to the rear of the property is typical of colonial revival garden architecture. The trellis will be constructed of wood and will be painted white. The French door is appropriate to the facade. POSSIBLE ACTION Deny with reasons stated. Approve with modification. ITEM BEFORE THE BOARD The action requested of the Board is that of granting approval for COA 8-225 to allow construction of a second story addition to the existing residence. ANALYSIS This is an appropriate and attractive addition to a very small contributing single family residence. The existing free - standing guest house to the rear of the principal residence will remain and will be connected to the to the main house by the second floor addition. The front gable of the second floor addition repeats the original first floor gable and the trellis pavilion on the roof is set back 32 ' from the front facade of the original house. Elevations, floor plans and finishing schedule are attached and fully explain the proposed addition. The Chief Building Official has reviewed the plans and has approved the second floor addition to the nonconforming setback of the south wall as it does not add to the footprint of the nonconformity. BACKGROUND • This residence is proposed- for Lot 13 which is a vacant lot to the north of the Echols residence, 160 Marine Way. The lot is 50 ' x 143 ' with a total of 7, 150 s. f. It is located in the RM zoning district which requires a minimum lot size of 8,000 s . f. • The lot is currently a lot of record which means that it was platted before these development requirements were adopted and is therefor a buildable lot. However, new construction can not occur on lots of record which are adjacent and are under common ownership until the text amendment to Section 4 . 1.4, which is described in the attached. memorandum, is approved or denied. If the amendment is approved this lot will require a variance from Section 4 .3.4 (K) Development Standards, with respect to minimum lot size before building permits can be issued. Consider a Certificate of Appropriateness for the enclosure of a loggia on a single- family home. Chairman Perez stepped down. Mr. Tefft presented the items to the Board and entered a copy of the project file into the record. The property consists of Lot 14, Block 126, and is located on the west side of Marine Way. The property is zoned Medium Density Residential and includes a 2,510 sq. ft. contributing dwelling constructed in 1940 (including a 1,795 sq. ft. second story addition constructed in 1955 which utilized the existing guest cottage). The dwelling is considered contributing within the Marina Historic District. The applicant is now before the Board for the enclosure of the existing 186 sq. ft. loggia on the contemporary portion of the dwelling. The applicant is proposing the enclosure of the 188 sq. ft. loggia located on the first floor of the dwelling between the living area and the previous guest cottage (presently a garage). The enclosure consists of the installation of two paired divided light French doors with stucco relief arches above. 6 Historic Preservation Board Minutes August 18, 2004 Decorative wood knee braces support proposed wood trellises that extend three (3) feet beyond the footprint of the building into the side setbacks. Existing wood supports are to be removed. Staff is recommending approval subject to the condition that an updated survey depicting existing site conditions is provided prior to issuance of building permit. Francisco Perez, Architect, for the project, inquired if the present survey could be used as it was done after the construction. Ms. Shay advised that Mr. Phil Etchison, Chief Building Inspector, is requiring a current survey as the property is under different ownership. Mr. Perez inquired If the motion could read "to provide the survey if required by staff and the Building Department". Ms. Shay advised they could contact the Building Department. However, as this is a very old survey and it does not show all the improvements that were done some time ago. I have spoken to the Building Department on several occasions and they are requiring an updated survey. Ms. Schatz advised the cost of a new survey is approximately $250.00. Vice Chairman Silberstein asked if there was any one from the public who wished to address the Board. There were none. Vice Chairman Silberstein asked if the Board had any comments. There were none.
