Banker's Row - Pineapple Grove Streetscape.
Please read the proposal drafted by Clemmer Mayhew. Clemmer
has met with Frank Spence regarding this proposal as well as
the grant application. The Grant would be a State of
Florida grant and would not effect our CLG grant requests.
Clemmer will be at the meeting to present the case and I
hope Norman Radin• will be present as well.
The Pineapple Grove Redevelopment Proposal is on the CRA
agenda for tonight so there may be more to report by the
time of -our meeting.
8 . Timetable for dedication of Historic 5 Sites Marker and
Mini-Park.
The dedication of the 5 Sites Historic Marker and Mini-Park
will be February 25 , 1990 (February is National Black
History Month) , speakers and guests have been invited. The
marker will not be ready but the rendering will be on view
and a printed program will describe it more fully. The
easement agreement between the City and the Church will come
before the Commission on Tuesday, February 13, 1990. Please
read Spencer' s Dedication Alert #2. •
A work session for the park has been scheduled for Saturday,
February 17, 1990 at 9: 00 a.m. anyone wishing to donate time
for planting, weeding etc. should wear work clothes and come
directly to the park.

concern of property owners in the area. Two complaints have
come to my attention. The area needs to be cleaned up and
better screening for the dumpster and parking lot is
necessary. There have also been complaints regarding the
postal workers cars that are parked all day on the swale on
the west side of the street.

2 . COA 8-111 102 and 106 N. Swinton Avenue, Michael Weiner,
Owner. of
Demolition of 106 North Swinton. Preliminary approval
restoration and new construction, 102 N. Swinton, subject to
site plan approval from Planning & Zoning.
Michael Weiner has purchased .102 N. Swinton, the . 1898 Clark House,
which he plans to use as a law office. He has also purchased 106
N. Swinton which is the house just to the north. 106 is a
non-contribuiting building which was built in 1950 . In order to
enlarge the Clark House and provide parking for. the office Mr.
Weiner is asking for approval to demolish 106 N. Swinton.
Digby Bridges has drawn up the plans for the restoration and new
addition for 102 N. Swinton so you will be able to see what would
replace 106 N. Swinton. The Clark House will remain intact with
the exception of the carport to the west. The addition will have
wood siding to match original siding and the roof shingles will
match existing shingles . Paint color and landscaping have not been
addressed on the plans or COA.
The HPB will vote on demolition and vote on a recommendation to P&Z
regarding the use change from residence to office. The HPB can
also vote on the preliminary design subject to site plan approval
from P&Z . The applicant will have to return for final approval of
colors, landscaping, signs and any changes made to the initial
design as a result of P&Z recommendations .
In_ order to enhance the Clark House - and to make restoration
economically viable, staff recommends demolition, or if possible
relocation, of 106 N. Swinton.
3. COA 8-120 Ocean Lot at Fontaine Fox Estate, 610 N. Ocean Blvd.

The plans for the new construction are enclosed. The architect
will be present to answer any questions . The site plan conforms
to the setback variances which were granted to this lot by the HPB
on October 25, 1989 .

HPB approved the concept of the additions and basic design style.

1. 1 for details .
