Replace window on second floor, east end of building. Repair or replace sign on south east corner of building. Originally the upstairs porch was enclosed only by the roof and railing. Some years ago, in order to afford more living space for the second story apartments, the porch was enclosed with plate glass and aluminum tracks. Due to age and weathering this enclosure is in danger of collapsing. The plate glass is heavy and cumbersome to slide on the tracks. The applicant is requesting approval to install clear vinyl sliding panels to be supported by white enameled aluminum frames. This vinyl is similar to that used on ' boats and on the rear windows of convertibles. Mr. Nagel has told me that you cannot tell the difference between the vinyl and glass until you touch it. He will bring a sample to the meeting. I spoke with the contractor, Mr. Van of. Delray Windows, he told me that the vinyl panels will be screened and that the finished appearance is that of a screened porch. Unfortunately there is nowhere in the area, according to Mr. Van, that we could view the finished product. I am totally unfamiliar with this window treatment and have never seen it used. I hope that some of you have seen it in place and can make informed comments. The east window on the second floor is rotted and leaking. The applicant requests permission to install a similar window. In the application Mr. Nagel states "repair/replace the window and surrounding frame to cure- the leaking. Our intention is to save what we can of the original parts and replace and/or replicate what we can' t" . However, the spec sheet included with the COA clearly shows an aluminum window. The sign is to be repaired or replaced in the same style and size. • 3 . COA 8-108 234 S. Ocean Blvd. , Harold Kurlan, Owner. Presented by Mark Little, Bright Image Signs, Authorized Agent. Sign is to be located at the corner of AlA and Nassau Street. 4 . COA 8-058A Continuation. 503 N.E. 2nd Avenue, Gerald Kunze, Owner. Mr. Kunze came before the HPB in June, 1989 for COA approval. He is proposing some changes to the approved plans. I am enclosing both the old and the new plans so that you can compare. On the west elevation he plans to close the front door with a semicircular wall of glass block and a slightly elevated roof line . He proposes to glass block the window to the left of the door . On the East elevation he originally planned to construct a ramp in front of the double doors (entrance to office) . He is now planning to add a covered porch with substantial pillars and an elevated roof line over the ramp. The decorative horizontal bands above the windows are to be cement with a faux marble finish. Some of what looks to be glass block on the drawings is actually tile . I have indicated this on the drawings. The tile to be used is gold metallic finish and the glass block would be tinted. gold. I have asked Mr. Kunze to bring samples of both tile and glass block. I suggested to the . applicant that he use colorless glass block and substitute the tile for a painted, boarder type panel, beneath the windows and on the columns or else leave them alone. The original COA gave approval for a 6 ' tall fence on the north and east property lines. However, no approval was given for the short fence that has been erected on the west (N.E. 2nd Ave. ) side of the lot. ✓ • 5 . COA 8-088 Continuation. 798 N.E. 2nd Avenue. Dr. William Domeyer, Owner. Consider and make a recommendation the the City Commission regarding the applicant' s request for a waiver of hedge and curbing requirements. I spoke with Jerry Sanzone and found that the City cannot require the applicant to put doors on the garage. The applicant does not know this and I didn' t tell him. I feel that the door replacement will have a positive effect on the appearance of the N.E. 4th St facade of the building. 7. Michael Weiner then addressed the Board, representing the owner, explaining the reasoning behind the changes to the building. The Board then continued with extensive discussion of the proposal. A. - Meeting of June 19, 2002 Consideration of a Certificate of Appropriateness for the addition of awnings on the on the Anchorage Condo Building. Location: 60 Marine Way ITEM BEFORE THE BOARD The item before the Board is approval of a Certificate of Appropriateness for the design elements associated with a Class I site plan modification for the addition of awnings on the front façade of the Anchorage Condo Building, pursuant to LDR Section 2.4.6(J). BACKGROUND - The two-story multi-family structure is located on the west side of Marine Way, between Atlantic Avenue and SE 1st Street, in the Marina historic district and RM (Medium Density Residential) zoning district. Designed as a Monterey style structure, the contributing building was constructed in 1941 and expresses detailed architectural elements related to the style including a cantilevered second story balcony with detailed railings and low-pitched roof. There have been no recent Board actions in relation to this property. PROJECT DESCRIPTION /"ANALYSIS Project Description: • The project proposal is to install two yellow shed style fabric awnings on the second- story front façade (east and south sides) of the structure. The awnings will project 2' from the structure and will measure 2' in height. The awning on the south façade will measure approximately 8' in length while the corner awning on the east and south façades will measure 7' (east) and 5' (south) in length respectively for a total of 12'. A scalloped border will decorate the bottom of each awning intended to match the existing awning on the east elevation of the first floor. The awning will serve to shade and provide some measure of privacy for the building from views from the Intracoastal Waterway and the adjacent street. Design Elements Analysis: LDR Section 4.5.1(E)(8)(g) "Development Standards" provides guidelines in evaluating Certificates of Appropriateness for the alteration or addition of exterior architectural features. The awnings are designed for pragmatic as well as aesthetic purposes and are compatible with the surrounding historic structures and the existing appurtenances of the building. The addition of awnings will neither alter nor destroy any of the extant historic fabric. Considered a reversible treatment, the design elements for the awning do not inhibit eligibility of the building for listing in the National Register of Historic Places or the local register for the City of Delray Beach. The color is appropriate in its contextual relationship with the surrounding district and the location and style of the awning will not detract from the style of the historic structure. RECOMMENDATION Approve the Certificate of Appropriateness request to install new awnings on the south and east façades of the contributing structure, Anchorage Condo Building, 60 Marine Way, based upon positive findings with respect to LDR Section 4.5.1(E)(8)(g). The action requested of the Board is that of.approval of COA-S-56 to allow the design of the south second floor porch railing.to remain as built. • KIIIIIIIIIIMEME.E811111110KOMMISINEMBISMEIBINEINII - The Anchorage was constructed in 1941 and designed by architects Gustav Maass and .Sam Ogren. The original south second floor porch railing had rotted and needed to be replaced. The.original railing was approximately 3' high with wider spaces between the horizontal members than the 4" currently allowed. The new railing was required by code to be 42" high. The Chief Building Official determined that, because of the historic nature of the structure, the original design could.remain if screening were installed behind the spaces and if the • railing were raised.to the required 42". Architect, Ralph Cantin devised several designs for the new railing and the Anchorage Condominium approved "Option 2", which closely replicated the original. On December 13, 1996 a building permit and a staff approved COA were issued - to contractor, John Dority, to construct the new railing using the Option 2 design. - After the railing was constructed it was apparent that.the lower horizontal rail was not constructed as approved by the COA. A request for final inspection was• received on June 23, 1997 and the project was inspected on June 24: 1997. The building inspector found the structure to be sound, however the lower portion of the railing does not conform to the design approved with the COA. Thus, in order for the porch railing to remain as constructed the design change must be approved by the Board. The lower horizontal rail is solid and extends from the balustrade to the porch floor. The approved design provided a space between the porch floor and the lower rail with the balustrade uprights continuing from the rail to the porch floor. ROLL CALL: The meeting was called to order by the Chairman at 6:00 P.M. Upon roll call it was determined that a quorum was present. MEMBERS PRESENT: Chairman Vaughan, John Johnson (arrived 6:05), Debora Turner, Betty Diggans, Anthony Damiano MEMBERS ABSENT: Vera Farrington, Susan Hurlburt STAFF PRESENT: Pat Cayce, Diana Mund II. APPROVAL OF MINUTES: The Minutes for the Regular Meeting of August 6, 1997 were before the Board for consideration. Mr. Damiano moved to approve the Minutes as presented. The motion was seconded by Ms. Diggans and passed 4-0. At this point on the agenda Mr. Johnson arrived at the meeting. III. CERTIFICATES OF APPROPRIATENESS: A. COA S-56: Anchorage Condominium; 60 Marine Way; Contributing Multi- Family Building; Marina Historic District; Anne Mock, President Anchorage Condominium. Item Before the Board: The action requested of the Board is that of approving a COA to allow the design of the south second floor porch to remain as built. After a brief discussion the Board concluded that the porch railing as constructed was inappropriate to the historic facade. And, though the railing has been found to be sound by the City's building inspector, the contractor disregarded the approved plans and the resulting design adversely affects the historic facade of the building. It was moved by Mr. Johnson, seconded by Ms. Turner and passed 5-0 to deny COA S-56 for the railing as constructed and require that the railing be built to conform to the approved plans. Item Before the Board: The action requested of the Board was that of approval for demolition of a contributing building located at the southwest corner of the Sundy Inn property. The applicant is proposing to demolish the building, on the basis that the structure is too deteriorated to be rehabilitated. An evaluation of its structural condition has been provided by the project architect; John Szerdi. The proposal is to reconstruct the structure from the foundation up, while salvaging flooring, siding, etc. as much as is possible. The design will replicate the renovation plans, which the Board approved at its meeting of March 18, 1998. However, in order to reconstruct the building on the same footprint a variance must be obtained. After discussion, especially with respect to the Board's receptiveness to the variance, it was moved by Mr. Ames and seconded by Mr. Johnson and passed 6-0 to approve the demolition when the variance is granted and the COA is approved. The variance will allow the building to be reconstructed on its original footprint. B. COA-371-Pre-Application: 115 SW 1st Avenue, Old School Square Historic District, associated with the Sundy Inn. John Szerdi or Rodney Romano, Authorized Agents. Item Before the Board: Give comments and direction with respect to constructing a new`structure on the footprint of a demolished building (see above comments for COA-356). No formal action was required. The Board suggested that the applicant prepare elevations for the new construction and formally submit the plans with the variance request at a later date. C. COA-9-372: The anchorage, 60 marine Way, contributing building, Marina Historic District. Jack DeNiro, owner, or Don Day, agent. Item Before the Board: The action requested of the Board is that of approval to allow an awning to be installed on the second floor east terrace.
