ITEM BEFORE THE BOARD The action requested of the Board is that of granting approval to allow the installation of a 14 ' x 17 ' aluminum carport to the west of the residence. BACKGROUND This building was constructed in 1938 as a winter cottage. Over the years its exterior has been extensively altered so that only the roof line is original. For purposes of built inventory the structure is not considered contributing to the Marina District due to its lack of original elements . ANALYSIS OF THE PROJECT The proposed carport will be attached to the west wall of the residence and will be located over the existing concrete pad. It will be 14 ' wide and 17 ' deep with a flat roof. Aluminum structures are not appropriate in historic districts and a more suitable carport would be one of pipe and canvas or wood construction. Adding an aluminum structure to the front facade of the building is not consistent with Section 4 .5 . 1(E) (9) which refers to the Design Guidelines. The Guidelines state that new construction with artificial or manufactured material is inappropriate and obtrusive in historic districts . However, this house has a large aluminum porch attached to the east wall which is visible from the street, and it is possible that the proposed aluminum carport will provide balance as viewed from S.E. 4th Street. Additionally, a decorative canvas or wood carport might visually overpower and draw attention to the plain front facade. Therefore, positive findings to Section 4 . 5 . 1 (E) Visual Compatibility, might be feasible. It could be argued that the compatibility of the street facade as a whole takes priority over the concern for aluminum structures, and that taken on a case by case basis does not set precedence in other situations . ALTERNATIVE ACTION 1 . Approve COA S-049 based on positive findings with respect to Section 4.5. 1(E) Visible Compatibility, with the following condition: That the aluminum carport be the same color as the aluminum screened porch. 2 . Deny COA S-049 based on a failure to make positive findings to Section 4 .5. 1(E) (9) Visible Compatibility with respect to the Design Guidelines. I wrote a letter to the applicant explaining that the item could not be heard without a representative and also reiterated my opinion that the Board would not approve the aluminum carport. The applicant has been out of town and I have not spoken with her directly. However the contractor phoned me and was surprised that aluminum structures were not permitted as he had gotten a permit in December, 1993 to install the screened porch. I checked with the Building Department and indeed the permit was issued. It was one of the few which slipped passed the COA approval process . The contractor will present the case that as he was issued the permit for the porch he should be allowed to have a permit for the carport. I explained to him that adding the carport would be expanding the inappropriate situation and I didn't feel the Board could support his claim. The cement slab which he poured for the aluminum carport could be utilized for a pipe and canvas carport. Because the applicant is out of town, the contractor asked to be heard at this meeting. The owners stated that there are structural problems with the foundation of the house and that the weight of the cement tile roof is a contributing factor to the failing foundation. The Board determined that the design and materials of the proposed shed was appropriate as an accessory structure in the Marina Historic District. There appears to be a discrepancy between the survey and what is existing on the lot, e.g. the paving which extends to the west property line is not shown on the survey; and, the distance between the north property line and the residence is not provided. Therefore, there may be sufficient room to construct the shed as presented without requesting a variance. The applicant will have the survey updated or redrawn. When the new survey is submitted, staff has been granted the authority to approve the 14' x 10' shed providing it can be located inside the required setbacks. The roof will be finished in brown blend asphalt shingles; the shed will be painted to match the house, off-white main color with brown trim. Due to the location on the lot and the fact that a carport is located to the south, the shed will have little, if any, visibility from the street. The style and material of the proposed shed are appropriate for the Marina Historic District, however, the proposed location will not accommodate a 10' X 14' shed. The property is located in the R1-AA zoning district where the rear and side interior setback requirement is 10'. There is only 19.05' between the house and the side property line and 22.40' between the house and the rear property line. The best and most appropriate solution is to reduce the size of the shed to 8' X 12' which will fit nicely into the space. Another option is to locate the shed on the east side of the house and design the shed and its landscaping in a manner that will be aesthetically pleasing to the streetscape. The only other recourse is to request a variance to reduce the side setback from 10' to 5'. Based on the Historic Preservation Board's criteria for granting variances, it is difficult to find the justification to allow a shed to be constructed. Therefore, I suggested a pre-application review by the HPB to obtain direction. It has a saltbox type gable roof, with double entry doors and 2 windows. The roof will be finished in brown blend asphalt shingles; the shed will be painted to match the house, off-white main color with brown trim. Due to the location on the lot and the fact that a carport is located to the south, the shed will have little, if any, visibility from the street. The style and material of the proposed shed are appropriate for the Marina Historic District, however, the proposed location will not accommodate a 10' X 14' shed. The property is located in the R1-AA zoning district where the rear and side interior setback requirement is 10'. There is only 19.05' between the house and the side property line and 22.40' between the house and the rear property line. The best and most appropriate solution is to reduce the size of the shed to 8' X 12' which will fit nicely into the space. Another option is to locate the shed on the east side of the house and design the shed and its landscaping in a manner that will be aesthetically pleasing to the streetscape. The only other recourse is to request a variance to reduce the side setback from 10' to 5'. Based on the Historic Preservation Board's criteria for granting variances, it is difficult to find the justification to allow a shed to be constructed. Extensive research of City records was preformed to provide this analysis. Your patience in waiting for this response is greatly appreciated. Please consider the following: In 1988, the Marina Historic District was designated a Local Historic District, with a period of significance spanning the years 1922 - 1943. At that time, the subject property, which was originally constructed in 1938, was labeled as a contributor on the district map which illustrates all contributing and non-contributing structures within the Marina Historic District. The designation, however, appears to have been labeled in error for several reasons: 1) the classification is only evident on the aforementioned map, 2) significant alterations took place after 1943 (the end of the period of significance for the district), and 3) there is no site file form for the property in the Florida Master Site File at the Bureau of Historic Preservation in Tallahassee. City records indicate that a 20' x 20' (400 square feet) structure was erected on the property in 1938. The original tax card for that property notes that the wood frame structure consisted of a concrete foundation, wood siding, and a metal roof. A 10' x 18' garage existed on the property at one point, but its date of. demolition is not noted and building records do not contain any additional information regarding the one-car garage. An addition was constructed in 1947 which increased the size of the structure to 30' x 36' (1,080 square feet). At this point, the roof size and shape was altered and expanded, and the metal roof was removed and replaced with a composition shingle. In 1955, a permit was requested for the installation of asbestos siding. In 1985, vinyl siding, and an aluminum soffit and fascia were also installed on the structure. An aluminum framed screen porch addition with insulated roof was added to the east elevation in 1993. In addition to the aforementioned alterations, textured stucco has been applied to the exterior, and the original windows have been replaced. A Master Site File Historical Survey Form is typically completed when a property is surveyed for its historical importance and/or the structure is deemed to be a contributor to a historic district. No such form has been located by either City Staff or the State office which maintains the file. Therefore, when the Marina Historic District was being researched for its historical importance, a form was most likely not completed on the subject property, indicating that it was probably deemed to be a non-contributing structure to the district and, if so, its designation as a contributing structure on the map was made in error. The classification of contributing, as indicated on the original Marina Historic District Map, remains as such until resurvey of the historic district or submittal of a Florida Master Site File Survey Form. Meanwhile, this letter should serve as support for the reclassification to non- contributing. Regardless of the historic classification, if you are looking to demolish the existing structure and redevelop your property, the following information pertaining to zoning district R-1-AA within which your property is located should also be taken into consideration: Required/Allowed Provided/Existing Minimum Developable Lot Area 9,500 sq. ft. 10,017 sq. ft.
