City Cemetery - FMSF MEMORANDUM DATE: NOVEMBER 15, 1993 TO: CHERYL LEVERETT tri'5 FROM: PAT CAYCE SUBJECT: PARTIAL HISTORY OF THE CITY CEMETERY In November 1902 Mr. Dewey of the Florida East Coast railroad donated five acres of land to the Ladies Improvement Association be used as a town cemetery. A committee of three members was elected to hold the cemetery property in trust for the Association. In January 1903 two and one half acres adjacent to the donated land were purchased by the Ladies Association for an addition to the cemetery. In September of 1903 the cemetery was incorporated and named Pine Ridge. The money secured from the sale of lots in the cemetery was used to maintain it. A family lot cost $5.00 and a single lot was $1.00. In January 1914 the Ladies Association voted to deed the cemetery over to the town of Delray and the paper work was completed. In 1926 the City Clerk brought to the attention of the Association the fact that no deed had ever been given. The City Attorney was prevailed upon to draw up the suitable papers to legally turn the property over to the City. However, references to the cemetery appear in the City's budget prior to 1926, so its upkeep and maintenance must have been the City's responsibility, legally or not, as of 1914 . A motion by Mr. Scott, seconded by Mr. Malone, - ?r to that the Treasurer pay to the American Legion the sum of the $42.15 for cleaning up .the cemetery, the same to be 3 up tery. paid from the special "Cemetery Fund" was adopted n--- ---- ---- roll call by unanimous vote . Mr. Scott, Chairman of the Ordinance Com- mittee , submitted an ordinance entitled : " AN ORDINANCE PROHIBITING THE CONSTRUCTION OP CESS POOLS WITHIN THE LIMITS OF THE CITY OF DELRAY, REQUIRING THE INSTALLATION OF SEPTIC TANKS IN CONNEC- TION WITH ALL NEW CONSTRUCTION IN SUCH SECTIONS OF THE CITY AS ARE SUPPLIED WITH WATER, AND REQUIRING THE OWNERS OR OCCUPANTS OF PREMISES HAVING WATER SUPPLY TO SUPERCEDE THE OPEN TOILET WITH SEPTIC TAIXS ITHIN A1`St(1 vvine urn nn-ATTTn't i .:144Am '- rr Awm c arrmmn rat ,wm) m - Council Rooms January 28 1918 The regular meeting of the Town Council was called to order by Mayor Sco.kt at 8 O 'Clock P .P with the following members present. T.M.Oneal A.H .Burk S .H .Allen Absent T.J.Williamson L.L .Barwick Minutes of the previous meeting read and approved. A Committee from the Ladies Improvement Aspen, composed of Madams Lot Smoth -Copeland and Repp -were present to eonfur with the Council in refferance to the needed repairs and attention to our somewhat neglected Cemetary. Me Smith as chairmen of the Committee spoke at length __ takeing up in detai3.,the needed repairs,and conditions of the Lots, and urgeing among 'other things the need of a rock road from Swinton Ave direct the Cemetary. Mrs Smith also refered to the proposition and advisability of estslaishitteaptorentonvenient Cemetary on the Dixie- Highway North of the Town,where prpoperty had been offered for the purpose at a reasonable price . The matter was refered to the Committee on Oemetary. Mr M.R.Barney was present and addressed the Council in regards to Tax Sale Certificated due on his property. Motion by S .H.Allen and supported by A. ).Burk that the 62 COUNCIL CHAMBER March 31st ,1926 The council met at the call of the Mayor. Councilmen, Barwick, Evans, Jelks , Sundy and O'Neal were present. Mr. Troup presented a plat of the cemetery and requested its approval. The plat met with the approval of the council, and it was moves} by Mr.. Barwick, seconded by Mr, Jelks that the. City- Engineers be instructed to set the grade stakes for required paving in the cemetery, and that the best 'bid for curbing and paving be accepted.. The motion was carried on roll call. It was moved, seconded, and carried that the Street Committee and Engineers be instructed to proceed with the paving in the north west section of town requested by Mr. J.C.Ilitchell. Special arrangements were to be made whereby Mr. Mi.t oh ell would include this amount of paving in the program of his subdivision and that the city would assess this paving in its first paving program. The motion was carried. The meter of fUrnishing power to Delray -- -- ---- Ocean Estates was referred to the Light and Water Committee. Mr. Barnett of the City Engineers was present and addressed the .:council in regard to different types: of street paving. Mr. Barnett was requested to obtain certain other information on receipt of which the council would continue the discussion of the 'pining program.
