We are waiting for a survey of the property and understand the City of Delray Beach has this under contract at the moment and we can anticipate receiving soon. This will , of course, be essential to completing our submittal for site plan review. • The elimination of on-site parking is an item that has been discussed throughout the schematic phase and was a directive from the Committee requesting that parking alternatives be considered. The Committee felt that on-site parking would be detrimental to the overall project and requested that we look at other locations for parking. We realize that a variance will be required to eliminate this on-site parking and will proceed towards that variance . The drop-off area in front of Building 2 is being reconsidered especially in light of the revised Sasaki plan . We have spoken with Sasaki regarding the coordination of the Atlantic Avenue design and will be meeting with them soon to coordinate . We will look at 1st Avenue in light of the comments from Mr . Kovacs and speak with both the traffic and planning department in regards to any decisions regarding 1st Avenue . Mr . Robert A. We have considered phasing this project in all of our conversations . The possibility of providing on-site parking initially could be considered during phasing. However , we would propose that during development of the first phase parking could be satisfied on the city property to the north of this site. In response to your guidance following that memo, Jan Abell provided a schematic plan for the site along with a brief narrative. That material was reviewed at the T.R.C. meeting of March 16th (I was not present as I had to provide testimony at the FP&L case) . The schematic plan is much too general for constructive comment. Continuing to operate at this conceptual level while soliciting funds and making commitments may not be the most appropriate way for the project to proceed. Please consider the following: - A survey of the property, fixing property boundaries, location of right-of-way, location of above and below ground improvements and utilities, and condition of sidewalks and other improvements is essential (the lack of such an effort in the Atlantic Avenue project lead to a greater expenditure which became necessary to meet the expectations which were created by the schematic) . - There is a great lack of on-site parking; unless the City Commission passes an ordinance exempting this project from meeting any land use development requirements, such parking must be provided. The approach taken in the narrative is to have the City provide it on adjacent parcels. The purchase and improvement of those potential parking areas is not a part of the $4,300, 000 project but is a City expense -- which is not budgeted nor programmed. Consideration should be given to directing all drop-off traffic to 1st Avenue. - Alterations to 1st Avenue are shown at Atlantic. These must be assessed with respect to impact on traffic flow. - Need to provide substantially built (base) for use of emergency vehicles to access onto the site. - The pedestrian circulation concept to the off-site areas west of Swinton is not good i.e. conflict with mid-block crossing of an arterial. - Need to assess hydrant locations and impact of additional hydrants upon the water main system. Basically, I believe it is appropriate to approach the project through a formal site planning procedure. (She was unaware of your recent correspondence to Jan Abel. ) We strongly emphasized that the TRC could not formally comment on or endorse a schematic concept and that more specific data is necessary. However, we did point out areas of concern with the schematic which she did have for us to look at. During our discussion, Martin O' Shea brought up the idea that it would be more appropriate to direct CRA and OSS thinking towards providing parking to the east as opposed to the west. We pointed out that: 1) there are present demands on the City Hall parking and the City Hall "expansion" program does not address expansion of parking areas; 2) the situation of pedestrian traffic crossing Swinton, between parking areas west and OSS east, is not good; 3) the primary access tc the "theater" being off of Swinton is poor with respect to traffic, congestion, and safety; and a reorientation to the east may be more appropriate; 4) the eastern area is definitely in need of redevelopment. Acquisition by the CRA for parking which will serve the CED and the OSS project may be a good solution to two problems. ' Delray Beach The 3 .9 acre site on which the development for the Old School Square is taking place is at the intersection of Atlantic Avenue and Swinton Avenue . We worked with the Old School Square Foundation and a representative of the City of Delray Beacn establishing a site plan that would meet the criteria they felt were essential for this project . Keeping the Atlantic Avenue side focused on pedestrian traffic between the new courthouse and the downtown, open play area and a simple orderly foreground to the historic project. A tree shaded path leads from Atlantic Avenue to a fouhntain at the edge of the passive area and serves as an introduction to the more active portion of the site. An automobile drop-off area in front of Building 1 is provided while the corners are retained as areas for palm tree plantings as per the Sasaki downtown landscape plan. The major vehicular drop-off is at the Theatre Building on the Swinton Avenue side . Service for Building 1 & 2 is brought onto the site off of Swinton Avenue . Service for Building 3 is brought off 2nd Avenue to a handicapped and staff parking lot for 12 cars . Offsite parking has been anticipated throughout this project on adjacent properties and existing street parking . The property directly north of the site will accommodate 36 automobiles . Property to the west of the site has been considered for parking since the early discussions of this redevelopment with members of City staff, Old School Square Foundation and Community Redevelopment Agency. This site, developed as shown, will accommodate 62 cars and has been oriented to align with the Theatre Building. A sidewalk on the north side parallels the lot and connects the Old School Square with the City Hall property in the event of overflow crowds A palm arboretum is shown on the north third of the site as well as a clock tower approximately 70 feet in height and serving as a symbol to the Old School Square and the City of Delray Beach. The grounds of this project have the interest and support of the local garden clubs; the arboretum will be developed with the community garden clubs . The area between the Theatre Building and Visual Arts Building (1 ) is developed as an outdoor courtyard and loggia . The courtyard will serve as an exhibition and performance space, but also as a meeting and dining space. Florida 336(Xi311S S13 2513652 MEETING NOTES - 2 June 1988 - 2: 00 p.m. DELRAY OLD SCHOOL SQUARE Those in attendance: Ken Simback Walter Barry Frances Bourque Vivian Salaga Jan Abell Items Discussed: We reviewed the status of the job to date and • introduced the project to Walter Barry, the new City Manager . He had not been made fully aware of the process and progress that has been made on the Old School Square site to date . We reviewed with him the overall schematic site plan and related our concerns regarding any required variance that would be necessary to eliminate parking from this site. In earlier presentations during the development of the schematic plan, there has been some parking on site but the overall feeling of the representatives to those meetings, which included Downtown Development, Old School Square, Historical Society and the City of Delray Beach, is that having parking on the site was not in the best interest of the project. The plan proposes that there be service drives to the Visual Arts building and Theatre building and that 16 parking places, which would include handicapped spaces, would be at the north end of the property. At today's meeting we discussed whether any additional parking should be included closer to the Visual Arts building scheduled for completion during Phase 1 and the directive given to the Architects was to leave the parking only at the north end of the site. Although the variance has not been granted at this point, the architects were told to proceed with Design Development for the j v site plan including 16 spaces only on site. We will indicate the number of spaces that can be provided on the property north of our subject site and will review with OSSF the plan that has been suggested on the property with the "cottage" . We also discussed whether it would be necessary to seek a variance for the clock tower . Since this is not a habitable structure, but a sculptural element,the feeling was that the height requirement is likely to be waived or adjusted. We reviewed the users for Building A and determined since there is not a definitive user at this time, that the ground floor should be developed as presented in the Schematic Plan. The ground floor shall include one public meeting room with a small kitchen area used for catering purpose, not actual food preparation, two gallery rooms and the remaining room to be renovated with no specific user identified. The four rooms on the 2nd floor should be renovated as a basic space without a specific user . The question of an elevator was presented. The schematic plans anticipated an elevator being installed in the theatre building. Building A has located the public meeting room on the ground floor to accommodate any handicapped access . It was mentioned that the elevator requirement as per the City's code is for building three stories or more and no elevator would be required in Building A. We are anxious to try and remove the sprayed concrete material from the cast masonry units from Building A, but will require permission from the School Board and/or current owner . Mr . Barry will speak with School Board representative to gain access to building. It was determined that it would be appropriate and timely to make a presentation to the City Council this month at a. workshop for their input-and for their information and discussion on the Old School Square project. The HP Board now takes the place of all other boards. ....,. This is the first "test" of the non-existant review process of the Historic Preservation Board. I told them that I thought that we would follow about the same schedule, but it would not take nearly as long, probably one month to get on the Commission agenda. Also, this is the first test of the non-existent design guidelines of the Historic Preservation Board. The vehicular access has been eliminated from the Atlantic Avenue side as well as on-site parking that had been proposed along Swinton Avenue . We felt that the site needed to be developed along the Atlantic Avenue side with more pedestrian access and not vehicular access. The consultants presented three alternative plans ; all would eliminate the parking. A water element was introduced on to the site at various locations as well as an additional pedestrian informal sitting area on the south side of the site . Another plan developed access to the proposed building on West Atlantic Avenue, particularly the Courthouse . A diagonal access is cut to encourage pedestrian traffic along Atlantic Avenue to enter the site . After some discussion about access to the site, it was determined that there needs to be a pedestrian access from Swinton Avenue to the courtyard or the square . This could also provide a service access to the Visual Arts Building. IFIRL t The building should not be covered with trees or built structures, however , planting on the south side away from the building might want to be considered . The streetscape plan indicates the property be surrounded with coconut palms . The consensus was that the entire site did not need to be surrounded with coconut palms . That portion of the Sasaki plan (particularly at the corners of Swinton and Atlantic) , should be adhered to but the consultants should reconsider the • use of palms surrounding the whole property. Perhaps palms used in particular areas as opposed to continuous can be investigated. It was recommended that the site have some informality on the Atlantic Avenue side simply as variation to the organizational grid which has been overlaid to the site. The front area would be envisioned as the more informal spaces such as for art shows, the Delray Affair and similar public events and shows . We discussed the existing trees on the site - particularly the Washingtonian Palms and the Poinciana was it important to locate those on the existing site plan. However, reading the total page, I am lead to believe that the following is the situation as it applies to the relationship between the purchase and the Villages of Barwick project which may occur on the "Fleming" property. - the City is to transfer any in lieu fees which are collected from the Villages of Barwick to the School District immediately upon their receipt; unless there is litigation involved; - notwithstanding the above, at the expiration of one year following the City' s acquisition of the elementary school site, the City must pay the school district $266,500 ( less any in lieu fees previously transferred) - if the $266,500 is not available iri the parks and recreation impact fee fund, the City will provide the money from another source. cm 362 THE EFFORT ALWAYS M ATTERS To: Robert A. Fees will not be received from the project prior to the time that the City must "make good" its acquisition payment obligation. Thus, this obligation would be made up from available parks impact fees and other sources as determined by the City Commission. Villages of Barwick will be treated just as any other development project. Such treatment options include: - obtaining a dedication for park land to be used in conjunction with the school site, - obtaining a dedication for other purposes, - exacting the in lieu fee at the time of issuance of individual occupancy fees (a few years hence) . The dedication requirement for Villages of Barwick (based upon the maximum unit count) would be 6.1 acres, more or less. Your review of this information and direction as to its validity is appreciated. History The Delray Beach Elementary School is a complex of three build- ings located on nearly four acres of land at the northeast corner of Atlantic Avenue and Swinton Avenue in the center of Delray Beach. The oldest of the structures, a 9,000 square foot, two story school building was constructed in 1913, just two years after the incorporation of the Town of Delray. This eight room school building housed both the lower grades and the high school for twelve years and is still in use as classrooms for the elementary grades today. A second building was constructed on the site in 1925 to serve the growing secondary school population. This 32,000 square foot building included a 300 seat auditorium that hosted many of the City's cultural and civic functions for many years. The high school continued in use until the construction of a new facility in the north section of town in the mid 1950's when it was converted for elementary school use. A full size gymnasium with wooden basketball floor and balconies was also constructed in 1925 completing the school complex. Each of the buildings is representative of the Spanish Mediter- ranean architectural style as interpreted by the early settlers of the area. All three buildings were designed by Samual Ogren, a local architect, and most, if not all of the original plans have been locat- ed. Although the buildings have been "modernized" over the years, the basic elements of this vernacular style - the stucco exteriors, barrel tile and slate roofs, hardwood floors, etc. - remain intact. In testimony to their sturdy construction, the buildings have survived at least one major hurricane and have been in continuous use since their construction. Under an agreement presently being negotiated between the City of Delray Beach and the Palm Beach County Board of Education, the City will take possession of the school complex upon the completion of a replace- ment facility late in 1987. SntrA v Mayor and City Commissioners, -Subject: Old School Square Site February 26, 1987 Page Two In March 1986, a task force appointed by the Mayor was formally constituted as the Old School Square Foundation (OSSF) . The Foundation filed and became a not-for-profit Florida corporation. Business or businesses to be transacted by this corporation, together with, and in addition to the authority and powers conferred by the laws of the State of Florida, is to promote efforts to restore, rehabilitate, and use for public benefit, and to provide a legal entity for raising and expending funds for the renovation project. The membership of the committee is composed of three Directors. 1) Frances Bourque, Second Vice President of the Delray Beach Historical Society, and current Chair, 2) Roy Simon, local architect and member of the Board of the Delray Beach Historical Society, and 3) Ken Simback, Executive Director of the Community Redevelop- ment Agency. Other members are: Terry Pfeil, Past President of the Delray Beach Historical Society and past chairman of the Preservation Committee of the Historical Society. Matt Gracey, Jr. , local developer, member of the Board of the Delray Beach Historical Society and member of the Board of the Community Redevelopment Agency. Jeff Thistle, local attorney. Kathi Sumrall, Chairman of the Planning & Zoning Board. The membership of the committee may be expanded to include persons who have an interest in the general purpose of the corporation by appli- cation and approval of the Board of Directors. B. The Project Elements In order to plan the project of the Old School Square site, it was necessary to evaluate the program elements that might be included in the school and to assess the desirability of each element in terms of City objectives, agency objectives, interest group objectives, including art, music and theater groups and general public interest. The planning work program, first called for the committee to interview members of various art and cultural groups as a part of our background research, as well as calling for input from the community at large. The committee's research did not, however, include professional assessment of general public interest in OSS or of our conceptual potential program elements; the Foundation defined the elements to include the educational, artistic and cultural needs of the community. Mayor and City Commissioners, Subject: Old School Square Site February 26, 1987 Page Three The committee's research agrees in concept that the buildings on the school site are suited for a historical museum with office, archivist library, gift shop, community and civic educational programs, artistic studios and guilds, meeting halls for town and social gather- ings, open greenspace as a downtown park area, restaurants and shops. The theater lends itself well as a recitorial theater for forums, chamber music, poetic readings, Round table discussions, as well as Film Series, for both adult and children. While the committee has agreed with the concept of certain buildings being developed as particular parts of the above plan, it believes a professional architectural firm should be engated to designate the exact location of these elements. C. The Questions The Foundation has currently exhausted its efforts to provide the general public and the elected officials with sufficient information to fairly assess the developmental possibilities without engaging profes- sional consultants. These are some of the questions both the Foundation and the Com- mission must entertain: 1. How can the above program elements be integrated into the City Comprehensive Plan updated as mandated by the State's Growth Management regulation of 1985, which specifies that preservation elements be included in such elements as future land use (i.e. , the school site) , coastal, and housing, etc. , as outlined in Chapter 163.3117. It further advises such land use projects should have measurable historical objectives for and scenic presevation elements. 2. How will the project be operated? Our conceptual recom- mendations need professional determination. 3. How much will it cost? General estimates have been deter- mined, however, an architectural plan of conceptual/ schematics is required to properly access the costs. 4. What role does the City expect to play? 5. How is the Project to be funded? Information regarding county and state grants has been compiled. Available monies have been located. 6. Should the project be phased? The committee currently recommends a Phase I, II, III, redevelopment plan. These Phases could be merged into one or two, if the monies are available. Proposal The Foundation, with the direction of the Department of State, the recommendation of the Wallace, Roberts, and Todd report, in the interest of the City of Delray Beach and under the guidance of the City Com- mission, who have shown recognition of the economic value of the school site, proposes to: 1. Seek the official recognition of the Old School Square Foundation, Inc. as the coordinating agent for the project. 2. Arrive at a concensus for a proposed function for the pro- ject. Ideally this fuction should be self-supporting. If it is not, a funding mechanism should be formulated. 3. Seek funds to defray architectural fees for a conceptual/ schematic design to meet the City's June 1987 deadline for same. These designs are required to seek State grants. 4+. Solicit project proposals from interested preservation architects in accordance with the RFP guidelines and select the architect for the project based on the merits of the proposals and each architect's preservation experience. 5. Based on the conceptual/schematic design prepare an ap- plication for both a "regular" and "special" category State of Florida Grant-in-Aid. Applications for these grants are accepted each year from July 15 to September 15. 6. Seek official approval of the conceptual plan of the site to be used as an arts and cultural/civic center. 7. Coordinate the grant writing process for funding with Kathy Daley, Supervisor, Special Projects and Legislative Affairs once approval of the conceptual plan is given. 8. Employ the Florida Atlantic University/Florida Inter- national University Joint Center for Environmental and Urban Problems to conduct a Citizen's Preference Study in regard to potential program elements for the site. The research could be conducted from FAU's Social Science Re- search Laboratory at a total cost of approximately $2,000 to the Foundation with the possibility of the balance of the expenses to be contributed as a public service by the FAU/FIU Joint Center, as an applied research program in the State University system. Daley, Supervisor of Projects`) ) and Legislative Affairs Date: November 25, 1986 Subject: Legislative Action for the School Square The procedure for applying for a state grant from the Bureau of Historical Preservation is as follows: 1. Each year the State Legislature allocates a certain amount of money to this agency. They then distribute grants-in-aid based on the recommendations of the Historical Preservation Advisory Council. This Council, appointed by the Secretary of State, evaluates all proposals and in a priority ranking submits their re- commedations to the division. 2. The time to apply for a grant is from July 15 through September 15. 3. There is a Federal Grant Program in which applications may be submitted from September 15 through December 15. However, this does not apply to our project because the criteria for a proposal does not include renovation or studies there of. I am, presently, looking into the possibility of going directly to the Legislature to request the amount of $30,000 to begin an architectural study. I have discussed this with George Percy, Director of the Bureau of Historic Preservation. • He agreed that our project is of value, however, we did discuss the possible complications of going to the legis- lature directly. Apparently, last year there was some floor discussion on the importance of applying through the process. They have not set a policy to deny direct requests but it is discouraged. He anticipates they will do so this year. In the event this occurs we may have no choice but to wait until July 15 of next year. Most importantly, he does not believe that further delay is warranted , and he wants the Foundation and the City to move forward quickly when the school is transferred to the city before September , 1987. He believes the planning should be completed by that time , and firm action plans should be in place before that time . He said that he wants a two- or three-phase development, including : Phase I 1. Downstairs in the oldest building : a museum and a cafe 2. One school room to be redone in 1912 style . 3. Upstairs , Historical Society and CRA offices Phase II 1. Cultural Center/Theatre for the annex building . 2. Use other offices for city government , renovate or tear down . Phase II-III Gym to be turned into a multi-purpose meeting hall for a capacity for several hundred people Kathy Daley should be involved , he added , because of the need to obtain state grants . So , we need to discuss today how to move forward as quickly as possible . I will report back to the Mayor this afternoon .
