Dear Carl:
Please accept the enclosed PSIQ for the Spady House for your consideration. I believe
this is a significant building both for its historical affiliations and its architectural
contributions. I regret that there are no known historic photos of the building taken
when Mr. Spady occupied the house. Relentless research both by the local historical
societies and the city has been unable to turn up any such photo documentation. I hope
that this will not impede your review.
In addition, please contact me if you require any additional information regarding a
National Register Workshop to be held in Delray in the fall or early next year. As I
said in our last correspondence, local interest is high and it will not be difficult in the
slightest to gather a nice size crowd.

Two-story,Mission-Revival style building has been fully restored to its original 1926 design. The building
is offrame construction with a textured stucco exterior. The interior displays wood floors,plaster walls,
and a wood stair case.
Why is the property significant?
The building was the home of S.D. Spady, a prominent African-American civic leader, business leader,
teacher and later principal in Defray Beach. The home was the cornerstone of the community and is today
the architectural highlight of the locally designated West Settlers Historic District.

III . Architectural Information
This building is a good example of the simplified Mission
Revival style which was popular throughout the City in both
commercial and residential buildings during the 1920s . The
Mission style is distinguished by its simplicity of design and
ornamentation. The prominent features of the style include the
following:
Roofs: Predominantly flat roofs concealed with a parapet.
If gables are combined with a flat roof the gables are
covered with terra cotta tiles . The parapets generally are
bell curved with curved elevations at the corners . Roof
scuppers (drain tiles) are set within the parapet walls .
Porches : A front porch is characteristic of the style,
often extending the full length of the facade. Open
balconies are commonly found above the porch on a two story
structure.
Walls : Construction is either hollow clay tile or frame,
finished with rough or smooth stucco.
Windows : Either casement or sash or a combination, usually
multi-paned.
Chimney: Usually project from the wall. Chimney tops
often have bell tower shape.
The Spady House incorporates many of the classic features of the
Mission Revival style. It was constructed about 1925 and was
completed prior to July 1926 as it is included on the July 1926
Sanborn map which is attached. Built as a single family
residence, it is a two story rectangular building of stucco
over frame construction set on a stone foundation. It has a
flat roof concealed by a decorative parapet. Constructed as an 8
room house, it had 4 rooms on each floor and an 8 ' by 18 ' porch
across the front facade. The roof of the porch is flat and is
also concealed by a parapet which matches that on the primary
roof. The original window openings remain, though some have been
altered in size to accommodate standard factory built windows.
All of the original sash or casement wood windows have been
replaced with aluminum awning windows . The openings of the
original screen porch have been enclosed with aluminum windows .
The chimney projects from the south facade wall and is capped
with a bell tower covering. Drain tile sucppers are set into
the parapet walls .
A 12 ' x 18 ' garage was constructed in conjunction with the
house. It was free-standing, probably stucco over frame
construction with a flat roof and Mission parapet. It has been
demolished and replaced with the existing garage.

IV. Historical Information
The street address of the property is 170 N.W. 5th Avenue,
formerly N. Blackmer Street. The property is legally described
as Lots 5, 6 and the N. 26 . 25 feet of Lot 7, Melvin S. Burd
Subdivision of the North Half of Block 19 , Delray Beach,
formerly Town of Linton, Palm Beach County, Florida.
Block 19 was not subdivided into lots when the Town of Linton
was platted in 1895. In September of 1915 Melvin S. Burd, of
Burd's Produce Co. , shipper of fruit and vegetables, subdivided
and platted lots on the north half of Block 19 but the
subdivision was not recorded in the Palm Beach County Plat Book
until April, 1925. This would indicate that construction on the
north half of the block did not occur prior to 1925 . The Spady
House is located on the west side of N.W. 5th Avenue, a block
and a half from W. Atlantic Avenue.
Solomon David Spady's activities as an educator and black
community leader were of major importance and influence to the
City. Mr. Spady was born in Virginia 1890 and graduated from
Hampton Institute, now Hampton University, in Hampton Virginia.
He was a student of George Washington Carver who became his
mentor and counselor at the Institute. George Washington Carver
was a botanist and a pioneer in the field of agricultural
chemistry who fostered in Spady a lifelong interest in the
subject. Spady was one of the founders of the New Farmers of
America, a national organization which encouraged black people
to become independent farmers .
After graduating from Hampton Institute, Solomon Spady taught
school in Cape Charles Virginia and in 1923 he moved to Delray
to take a teaching position which also carried the
responsibility of principal. He remained in that position for
33 years . The school that Spady became principal of was located
• on the east side of N.Blackmer Street (N.W.5th Avenue) between
W. Atlantic Avenue and N.W. 1st Street. This was the site of the
first school in the settlement which was established in 1895 by
the Dade County Board of Instruction and known as Delray Colored
NO. 4 . The Town of Delray was part of Dade county until 1909
when Palm Beach County was established. The first school was
little more than a thatched hut, but then so were most of the
early buildings in town, the thatching and dirt floor soon gave
way to a wood roof and floor as the little school grew. In
1916 , on the same site, the Palm Beach County Board of
Instruction "constructed a colored school building in the town
of Delray at a cost approximating thirty-five hundred dollars .
This school is in charge of Professor Clarence E . Walker and has
done such a remarkable work that it has attracted the attention
of the trustees of the Slater fund, who very generously have

been donating five hundred dollars per annum towards the support
of the school . " 1 It is believed that Clarence Walker remained
at the school until his retirement in 1923, when Spady became
its head. Given the excellent reputation of the school, it is
easy to understand why the Palm Beach County school
superintendent was anxious to find an outstanding replacement,
and sheds light on why such a well educated and well connected
teacher would consider a post in a pioneer town with a
population of approximately 2,000 souls.
By 1939 the enrollment had outgrown the "standard frame
schoolhouse" and the out-building classrooms which had been
added. With insufficient property to expand and construct a
larger school, the School Board purchased land at N.W. 4th
Street and N.W. 8th Avenue and built a new school which served
grades 1 through 12 . At Mr. Spady's suggestion, this school was
named Carver School in honor of his former mentor. In 1951 the
Board again addressed the need for more class rooms and the 1939
school was largely demolished and replaced with a new school .
In 1957 black high school students moved to a new building south
of W. Atlantic Avenue and took the name Carver with them. In
1958 the School Board in recognition of one its most illustrious
principals named the school on N.W. 4th Avenue in his honor.
Solomon Spady' s wife, Jessie, was also a teacher, she was born
in Florida in 1894 . It is believed that the Spadys built the
house at 170 N.W. 5th Avenue, however it may have been built on
speculation in 1925 during the land boom and purchased by them
in 1928.
All of Mr. Spady's energy was dedicated to improving the
educational standards of the segregated school system in which
he taught. He often inspired his students by telling them of
personal encounters with Booker T. Washington and George
Washington Carver. Mr. Spady, with persistence, broad intellect
and a passion to educate had a great influence in setting the
goals and increasing the quality of the schooling available to
blacks, not only in Delray but in the State and County, in the
decades preceding desegregation. The Spady house was a meeting
place for intellectuals and community leaders, and his students
and their parents were always welcome. The fact that he chose
to live only a block from his first school and four blocks from
his second tells us of his total commitment to be identified
with his work and with the involvement of the community he
served.
Solomon David Spady retired in 1956. and returned to live in his
native Virginia.

V. Statement of Significance and Criteria for Designation
Statement of Significance
170 N.w. 5th Avenue is a good example of the Mission Revival
style of architecture as built in Delray Beach in the 1920s . It
embodies most of the major features representative of the style
and has not been altered to a major degree.
Most importantly the Spady House has a high threshold of
cultural significance. It is associated with the 33 year career
of Delray's most prominent black educator and community leader
from 1923 to 1956 . It is important to the identity of the
neighborhood to recognize this site and to make the community
aware of its existence. It is appropriate that this building be
listed on the Local Register of Historic Places for it is worthy
of the protection and special consideration afforded by that
designation.
Criteria for Designation
Section 4.5 . 1(B) of the Land Development Regulations of the City
of Delray Beach outlines the criteria for designating properties
or sites to the Local Register of Historic Places . It suggests
that at least one criteria from paragraphs (2) or (3) must be
met to justify designation. Listed below are the criteria which
relate to this property and justification for designation.
(2) "A building, structure, site, interior, or district will be
deemed to have historical or cultural significance if it meets
one or more of the following criteria:
(a) "Is associated in a significant way with the life or
activities of a major person important in the city, state,
or national history (for example, the homestead of a local
founding family) . "
170 N.W. 5th Avenue was the home of Solomon David Spady and
his wife Jessie for more than 30 years . Mr. Spady was the
most respected educator in the community during his tenure
as teacher/principal of the only school for black students
in the City. The house served as focal point for those
interested in in education and community affairs during his
ownership.

architectural or aesthetic significance . if it fulfills one or
more of the following criteria. "

(a) "Portrays the environment in an era of history
characterized by one or more distinctive architectural
styles . "
This house is characteristic of the many Mission Revival
style structures built in the community during the 1920s .
It is appropriate to offer recognition and some protection
to this structure because many of Mission Revival buildings
have been demolished, or have been altered in such a way
that the original style cannot be identified.
(b) "Embodies those distinguishing characteristics of an
architectural style period, or method of construction. "
The Spady House contains most of the distinguishing
characteristics of the Mission Revival style. It is simple
in design and ornamentation, and has a traditional flat
roof with decorative parapets . The original openings are
intact and the front porch has undergone little change.
The bell shaped chimney cap and parapet sucppers are
existing as is the rough stucco finish of the exterior
walls .
170 N.W. 5th Avenue is worthy of being designated to the Local
Register of Historic Places . It more than fulfills the criteria
for designation as set forth in Section 4 . 5 . 1(B) , which requires
that only one criteria be met.

Thank you for the Preliminary Site Information on the above referenced property. Based on the
information you have provided, it is our opinion that this property should be considered for listing in
the National Register of Historic Places.
I have enclosed a Florida National Register Proposal form and instructions for its preparation. I have
also enclosed the nomination proposals for the Browne-King House in Oviedo and the James House
in Pensacola that you may use as guides to formatting your proposal and a 3.5 inch floppy disk that
contains the template for the proposal form, a continuation sheet and instructions for using the
template.
You should study both the form and the instructions carefully before you attempt to fill out any
information. It is essential that you understand what kind of information is required and how it is
recorded in order to avoid wasted time and effort. There are several points that must be emphasized.
First is the need for complete and accurate documentation. This applies to the physical description as
well as the statement of significance. We need as much specific information as you can provide
regarding original construction, alterations, and uses of the property, as well as the historical events,
developments, and persons with whom it has been associated.

Second, graphics can be extremely helpful. Current photographs, including overall views and
close up shots of important details are required. Historic photographs should be included
whenever they are available. Sketch plans or diagrams of sites, interior floor plans, etc., should be
carefully and accurately drawn, although not necessarily to scale.
Third, site location and boundary information must be precise and accurate. Where street
addresses are not applicable, location should be indicated by specific references to identifiable
landmarks. Site boundaries should encompass only the site or property specifically identified and
described in the nomination proposal.
Finally, the eligibility of the property for National Register listing depends on two essential points:
1)its "site integrity" or the extent to which the property retains the physical character and
appearance of its period of significance, and 2)its association with significant historic events,
developments, or personalities as reflected in its present condition and appearance.
Obviously, preparation of the nomination proposal will require detailed investigation of both the
physical development of the property itself and the broader historic context in which that
development occurred. The information obtained must then be incorporated into narrative texts
in the physical description and significance statement sections of the proposal form. While this is
not a simple task, I am sure that the instruction booklet will provide ample guidance in most
cases. However, should you need additional information or clarification, please do not hesitate to
call me. I will be happy to help in any way I can.
A single copy of the proposal should be submitted to us as soon as you have it completed in draft
form. Footnotes, photographs, and site and floor plans should accompany the draft proposal.
This will enable us to give you our comments and to suggest any revisions that we feel may be
necessary before you prepare the final document and make the copies of the proposal necessary
for distribution to the Review Board. At that point, we should also be able to schedule the
proposal for presentation to the Review Board.

GUIDELINES FOR THE PREPARATION OF THE
FLORIDA NATIONAL
REGISTER NOMINATION PROPOSAL
BEFORE YOU START TO FILL OUT THE PROPOSAL,there are several steps that will help
you avoid unnecessary time, energy, effort, confusion and frustration.
FIRST: Remember, as you follow these guidelines and instructions, that the nomination proposal
must document the two basic requirements for National Register listing:
1. that the resource itself possesses significant historic associations that satisfy the National
Register Criteria for Listing, and
2. that it retains the physical integrity of location, setting, design, materials and workmanship
that reflect its historic significance.
SECOND: READ ALL INSTRUCTIONS and all sections of the nomination proposal so that you
understand what information is required. This will enable you to properly identify the
significant resources to be included in the proposed nomination, and to plan your
research.
1. IF YOU ARE PREPARING A DISTRICT OR ARCHAEOLOGICAL SITE PROPOSAL,
request supplemental guidelines and instructions.
2. IF YOU HAVE ANY QUESTIONS, CALL US AT(850) 487-2333.
THIRD: Contact the owner(s) of the property if you are not the sole owner.
1. Advise them of your intention to prepare a nomination proposal.
2. Provide information on the National Register program and, if the property is privately
owned, advise them of their right to object to its listing in the National Register. Note:
We will be happy to contact the owner(s)directly to answer any questions.
3. Arrange for access to the grounds and significant interior spaces of the property. (Living
rooms, dining rooms, entry halls, kitchen, bedrooms, etc.)
FOURTH: Make a preliminary visual survey of the site. This will provide an initial framework for
further investigation and research, which will in turn provide the basis for the final boundary
determination.
1. Make a sketch of the preliminary boundaries that you think will include everything on the
property that reflects its historic significance.
2. Make a list of all man-made features within and immediately adjacent to the preliminary
boundaries. Identify both those which you feel reflect the historic significance of the
property, and those which do not contribute to its significance.
FIFTH: Gather background information on the history of the property and how it fits into the
historic development of the community. Look for documentation that will help you determine:

1. what historically significant events, activities or developments are directly associated with
the property,
2. when such events, activities or developments occurred,
3. who was responsible for the historically significant development or use of the property,
and
4. how the present physical appearance and character of the property reflect its historically
significant associations. The Suggestions for Background Research that follow may be
helpful.
SIXTH: WHEN ALL THAT IS DONE, you will be ready to complete the proposal.
1. Follow the instructions for each item. If you have any questions, call us at(850)487-

2. Be sure to complete each item. Please type all entries.
FINALLY: Assemble the completed proposal and required supplementary documents, and
forward the material to the Bureau of Historic Preservation. See Check List and Special
Instructions for Submission below.
SUGGESTIONS FOR BACKGROUND RESEARCH
Often, conducting historic research can be agonizing and frustrating for those undertaking it for
the first time. Essential documents can be difficult to locate, and the terms used to describe the
style and physical elements of a building or structure are highly specialized. The following
suggestions include a few of the sources where you may find some of the information you require.
1. The owner of the property: Often the owner has deeds, property abstracts,wills, letters,
historic photographs, and family or other records or mementos relating to the history of
the property, especially if it has remained in the family for several generations.
2. Libraries: Even small local libraries will usually have copies of the standard histories of
Florida, such as A History of Florida by Charlton W.Tebeau and Florida: Historic,
Dramatic, Contemporary by Junius E. Dovell, as well as any published histories of the
county or community, which may provide useful background information on the property
or its developers. More specific information may be available in the special collections
often found in local libraries, which may contain a variety of promotional publications or
other material of local historical interest. University or community college libraries in your
area should be consulted.
3. Local or County Historical Societies or Historians: Consult any collections maintained
by historical groups, and discuss your proposal with local historians for information
regarding the site or the activities of persons associated with it. Faculties of high school
and college history/social studies departments may be helpful.
4. County Courthouse:tax rolls, probate records, plat books, deeds and other official
records are found here. All are good potential sources of information.
5. City Hall: The city hall may have building permits, building plans, minutes of city council
meetings, and Sanborn maps (maps that were used by fire insurance companies to
determine which properties were insurable)on file. Long time or retired city and county
employees may also be helpful.

6. Newspapers: These often have a"morgue", a collection of past issues going back many
years. These are often found at libraries also, often on microfilm.

INSTRUCTIONS FOR COMPLETING THE FLORIDA
NATIONAL REGISTER NOMINATION PROPOSAL
Please type all entries and narrative statements.
The following instructions discuss each section of the National Register Registration Form, item
by item.
1. Name of Property
Historic Name: Enter name by which the property was known originally or during the
period of its historic significance. (This is often the name of the person who originally
owned or developed the property.)
Other Names: Enter any common names by which it has been or is currently known.
2. Location
If the property is in a rural area, indicate state or county road number and distance from
the nearest highway junction, town, or prominent landmark. Check the box"not for
publication"only if there is reason to protect the properties from vandalism. If there is no
reason to keep the location confidential, put N/A. Check"vicinity" if the property is located
outside the limits of the nearest city or town; otherwise, put N/A.
3. Awareness Statement
Ask the owner(or appropriate official if the property is publicly owned)to complete and
sign the statement when the preliminary draft is ready for submission.
4. Legal Description of Property
Provide the legal description of the property as it is officially recorded in the county
Property Appraiser's Office. This may be very short, merely listing the subdivision, block,
and lot numbers, or quite lengthy. If necessary, continue the legal description on a
separate sheet. Copy it exactly as it is recorded.
5. Classification
a. Check the appropriate box under Ownership of Property.
b. Check only one box under Category of Property.
Building: anything constructed to shelter human activity, such as a house, barn,
church, hotel, etc.
District: a concentrated group of buildings, sites or objects united historically or
aesthetically by plan or physical development.
Site: location of significant prehistoric or historic archaeological remains, or of a
significant historic event, e.g.: Olustee Battlefield.
Structure: a utilitarian construction such as a wind mill, canal, vessel,fortification,
etc. which differs from a building in that it was not designed primarily to provide
shelter.
Object: a construction primarily artistic in character, and usually associated with its
location, such as a sculpture,fountain, marker, monument, etc.

Indicate the number of contributing and non-contributing resources (man-made
features)within the proposed property boundary.
6. Function or Use
Indicate major historic and current use first; list other uses in order of importance.
7. Description
Architectural Classification: Enter the architectural style, if applicable.
Materials: Enter major materials used in each structural element listed.
Narrative Description: Use separate sheets as necessary. Provide footnotes as
appropriate.
Begin with a brief summary paragraph that describes the property and its surroundings.
Describe its present condition and note its major physical characteristics. Assess the
integrity of the property as it now exists, as compared with its original location, design,
setting, materials, workmanship,feeling, and association.
Your supporting paragraphs should then provide a detailed description including the
following kinds of information:
a. Setting: Describe the physical environment surrounding the property when it was
originally developed. Describe the-changes that have occurred over the years, and
the surrounding environment as it exists today.
b. Contributing Resources: Describe in detail each of the buildings, structures, or
other resources that contribute to the significance of the property in order of their
prominence or importance.
1) Describe exterior features first, including:
a) size, type, general configuration, and basic structural elements,
b) architectural characteristics and design features, including distinctive
decorative elements,
c) structural and finish materials, and any significant or distinctive manner in
which they are applied,
d) alterations that have changed the original appearance of the resource, when
they were made, and why.
2) Describe the interior of contributing buildings and structures, including the
arrangement and use of various spaces and any significant structural or
architectural features. Explain any major alterations that have been made to the
interior configuration or appearance.
3) Describe ancillary resources, such as outbuildings, masonry walls, formal
gardens, etc. that were a part of and contribute to the historic significance of the
property.
4) For buildings or structures that have been moved, provide the date of the move
and explain the reasons for and effect of the move on the historic character and
appearance of the property and its setting.

c. Non-Contributing Resources: Provide a brief description of each non-contributing
resource within the boundary of the property proposed for nomination, and a
statement as to why it is not considered significant.
d. Archaeological Resources: Contact the Bureau staff for supplemental instructions
regarding prehistoric or historic archaeological sites.
8. Statement of Significance
Applicable National Register Criteria and Criteria Consideration: Check the boxes
you consider appropriate.
Areas of Significance: Check the boxes which you think are applicable. Remember,
each area claimed must be justified in the narrative statement of significance.
Period of Significance: Enter the period of time in which the property achieved the
significance for which it meets the National Register criteria. In each blank enter the
years for the continuous period of time during which the property had significance, for
example, 1875-1888.
Significant Dates: Enter the year of construction as closely as possible. If there are
other significant dates, enter them in order of importance.
Cultural Affiliation: For archaeological sites only.
Architect/Builder: Enter the names of persons or firms responsible for design and
construction. If they cannot be identified, enter"unknown". Enter"N/A"for a district or
site.
Narrative Statement of Significance: Use separate sheets; plain,white paper is fine.
Be sure to justify each of the areas and periods of significance noted above.
The purpose of the Statement of Significance is to place the property within its
historical context, and to document its significance in the areas of significance checked
above. Therefore, the sources of information must be identified by standard footnote
practice.
Begin the statement with a brief summary paragraph which states why the property is
significant under the Criteria and areas of significance checked.
Supporting paragraphs should then provide detailed information as to:
a. Historic Context: Describe and discuss the general historical economic, social,
political or other circumstances prevailing in the community at the time the property
was originally developed or became historically significant. What specific events or
developments led to the construction or historic use of the property?
b. Historic Significance: Discuss in detail:
1) the significant role that the resource played in the historic development of the
community or region in each of the areas of significance checked above,
2) its association with specific historic events and developments during the period of
significance indicated, and

3) the relationship of the resource to the activities of significant persons named
above. Provide a brief biographical sketch of the persons named.
Remember that it is the resource that you are proposing for nomination, on the basis of its
direct association with significant events or developments, and not the events themselves or
the persons involved.
c. Architectural Significance: Discuss the manner in which the building or structure
reflects:
1) significant characteristics of structural, architectural, or engineering design and
construction, and how they relate to contemporary trends and developments in
architectural style and engineering technology.
2) the application of contemporary materials, methods of construction, and
workmanship, and,
3) if applicable, the involvement of or association with prominent architects,
engineers, planners, or developers in relation to their other achievements.
d. Archaeological Significance: Contact the Bureau staff for supplemental instructions
regarding prehistoric or historic archaeological resources.
9. Major Bibliographical References: On a separate sheet, list the major primary and
secondary sources used in your research, using a standard bibliographical style such as:
The Chicago Manual of Style or A Manual For Writers by Kate Turabian. For
unpublished manuscripts, be sure to indicate where they are available. For interviews,
include the date of the interview, name, title, and location of person interviewed. Cite any
previous studies of the property. For newspaper articles, provide a full citation (title of
article, date), not just the name of the newspaper.
10. Geographical Data
Acreage of Property: Give to the nearest acre, such as less than 1 acre, or 47 acres.
Verbal Boundary Description:
a. If the proposal includes all of the area defined by the Legal Description, enter"See
Legal Description, Item 4"
b. If the proposal includes only a part of the parcel defined by the Legal Description,
enter"See Attached Site Plan,: and make sure that the boundaries are clearly drawn
on the site plan as required under Additional Items below. The boundary can also be
described in terms of feet and directions from a beginning point.
Boundary Justification: Briefly explain rationale behind your selection of the
boundary.
11. Form Prepared By: Please provide complete information. Be sure to include the
telephone number at which you can be reached during normal working hours.
ADDITIONAL DOCUMENTATION
Continuation Sheets: Identify each sheet by subject and page number.

Maps:
a. An original, unmarked United States Geological Survey(USGS) quad sheet for the
area in which the property is located. (A photocopy of the quad sheet is not accepted
by the National Register Office in Washington.) These maps are usually available
from engineering supply firms or map dealers. Check with your local planning
agency for sources and identification of the appropriate quad sheet for your
nomination proposal. If you cannot purchase such maps in your area, you can order
them from The Map Shoppe in Tallahassee and have them sent to us. The telephone
number for The Map Shoppe is (850)385-8869. We will put the necessary
information on the map. It will help us immensely, though, if you would also send us a
photocopy of the part of the quad sheet that includes the location of the nominated
property and indicate as closely as possible the location on the photocopy. Do not
mark the original map. See Special Instructions for Submission.
b. A sketch map clearly showing the location of the property in the community or in
relation to readily identifiable rural landmarks.
Photographs: Must be unmounted, black and white, glossy prints, 4x6 inches or larger. Two
copies of each print will be required. See Special Instructions for Submission.
a. Photos should include:
1. an overall view of the property, showing all or as many resources on the property as
possible,
2. each elevation (front, sides, rear)or each contributing resource,
3. major interior spaces of each contributing building or structure,
4. close-up shots of significant or unusual decorative or structural details on the exterior
or interior of the property,
5. one exterior view of each non-contributing resource within the boundaries. The
photograph should show as much of the resource as possible (usually the front and
one side.)
b. Photo Identification: Do not write on or attach permanent labels to the front or
back of photos. Removable labels such as Post-It-Notes may be attached to the back.
The following information is required for each photo.
1. Name of property and street address
2. City and County where located
3. Name of photographer
4. Date of photograph
5. Location of original negative (or print from which historic photo has been copied)
6. Description of view(direction in which camera is facing, e.g.: camera facing
southeast)
7. Number of photograph in sequence (1 of 10, etc.)
Slides:
Color slides showing at least the main elevation (front), rear, and sides, major interior
spaces, and any special features must be provided. Please label each slide on
its framing, providing the historic name of the property, and the city and county
in which it is located.

Additional Items:
a. A site plan indicating the boundaries of the property proposed for nomination and the
location of all contributing and non-contributing resources on the site. This plan should
show the proper shape and physical relationship of all resources to one another, and
include an approximate scale and north directional arrow.
b. Sketch plans of each contributing building or structure showing current floor plans or
plans of the major interior divisions for each floor. Label each room or division according
to function (living room, kitchen, verandah, etc.). Indicate alterations if appropriate.
Include an approximate scale and north arrow.
c. Footnotes for the description and statement of significance.
d. Photocopy, photostat, or transcript copies of the most important documents and sources
used in preparing your statements. Transcripts from original documents should be
typewritten. Note: Be sure to photocopy the title page or take careful bibliographical
notes on the sources you used.
e. If your proposal has been written on a computer, send a floppy disk copy of it to our
office. We use Microsoft Word, but any DOS program is compatible with our system.

CHECKLIST AND SPECIAL INSTRUCTIONS FOR SUBMISSION
1. Preliminary Submission
Use the following check list in assembling the proposal package to assure that all the
required information is entered on the form and that all necessary supporting
documentation is included.
When everything is in order, submit one complete copy, including one set of
photographic prints, for preliminary review by the Bureau staff. Retain the original for
any necessary corrections or revisions, and for later submission with the copies required
for distribution to the members of the Florida National Register Review Board.
The Bureau Staff will review your initial submission and advise you of any changes,
clarification or additional information we may need in order to schedule the proposal for
consideration at a public meeting of the Review Board. If major revision is required,we
may return the entire package for proper completion.
2. Formal Submission
When the proposal has been scheduled for Review Board consideration,we will advise
you of the date and place of the Board meeting, and request the formal submission of
the proposal.
The formal submission will include:
a. the complete proposal package, including the original of the form; the second set of
photographic prints; slides; all other supporting documents; the clean, original USGS
map; and
b. ten photocopies of the proposal for distribution to the Review Board members prior to
the meeting date. Please note that some items of supporting documentation (identified
by asterisk(*) in the following check list)are not required in the Board member copies.
We will advise you which photographs you should photocopy for inclusion in the Board
members'copies.
Review Board meetings are normally held in the R.A. Gray Building in Tallahassee. All
meetings are public. If possible, you should plan to attend in order to respond to any
questions that may arise during the consideration of your proposal.

SUMMARY
The James House is located at 1606 North Martin Luther King Boulevard, Pensacola, Escambia County,
Florida. The small, frame, one-story house has a front gable metal roof. Built on brick piers,the exterior fabric
is asbestos shingles, and has 6/6 double-hung sash wooden windows. The main elevation has a porch with a hip
roof. The house was built in 1901.
SETTING
The James House is located on a small lot near downtown Pensacola, approximately one mile to the
northeast from the Palafox Street commercial center. The house is within a large platted residential
development laid out on a orthogonal grid. Alcaniz Street, a north/south thoroughfare, runs two blocks east,
and parallel to the Louisville and Nashville Railroad tracks that bisect the city.
PHYSICAL DESCRIPTION
The narrow house has a front gable metal roof. The house is built on brick piers, and its exterior is
surfaced with asbestos shingles. Windows are filled with 6/6 double-hung wooden sashes.
The main. west façade is a front gable of a one story house, and fronts onto Alcaniz Street(recently
renamed Martin Luther King Jr.,Boulevard). A porch with a hip roof spans the narrow (20 foot) elevation. The
porch roof is supported by square,wooden columns. A grouping of three columns is on the two corners, and a
pair is beside the front step landing. On the northern half, four concrete steps flanked by simple wood handrails
and stepped brick cheeks with concrete caps,rise to the porch. Wooden railings and square balusters line the
• porch. A single main door is in the north half of the west wall, and a pair of tall windows is in the south half of
the wall. The south and north elevations are identical with three windows. The east, rear elevation of the house
has a gable end, and contains a single door, offset to the north. A square, louvered vent is in the center of the
gable end.
The interior of the house has wooden floors covered in carpet. Non-historic paneling has been applied
over the walls, and acoustic tile covers the ceilings. Original doors,windows and window trim, and floor
boards remain. The house is divided into five rooms. Within the front door and composing the north half of the
building, is the large living room where Mrs. James taught students. At the eastern end of the room is a
bathroom. The southern half of the building has two large bedrooms and a kitchen in the southeast corner. The
kitchen has the rear door in the east wall.

SUMMARY
The James House is proposed for nomination to the National Register for local significance under
Criterion A in the areas of Ethnic Heritage: Black and Education, and under Criterion B for association with
Lillie A. James. James was an outstanding local teacher of Black children,who used her.home and adjacent
buildings as a community school. She emphasized education as a means of personal and social advancement,
and members of her family and former students became prominent public leaders. Mrs. James taught from
1901 until her death in 1957.
HISTORIC CONTEXT
Pensacola in the late 19th century and very early 20th century was a progressive city for the times in
regard to race relations. The Black population was as large as the white, and there was an established
familiarity between the races, with integration of some neighborhoods and many streets. Palafox Street was the
main north/south thoroughfare and place of business. Some Blacks owned businesses on Palafox, and others
were only one block away. Society was segregated,but opportunities were available to Blacks on the basis of
ability and civility. There was no racial ghetto. There was one Black newspaper editor, several physicians,
twenty teachers, one builder, five dressmakers,three owners of meat markets, thirteen grocers,ten restaurants,
and one undertaker. Booker T. Washington visited Pensacola in 1900 for a public speech. Many whites
attended, and Washington spoke optimistically of Blacks' possible advancement in such a"healthy" city
(McGovern 1985:7).
Within a few years economic conditions began to restrict the opportunities for Blacks. The prosperity of
the port city drew many.uneducated Blacks and racially intolerant whites from Alabama seeking laboring jobs.
At the same time the timber industry that provided an abundance of labor jobs was depleting the regions' forests
(Parks 1986:86). Resentment for all but the most successful Blacks was expressed in Jim Crow laws passed in
1905 to segregate restaurants, the railroad station, street cars, public amusements, and the jail. The Democratic
Party began holding all-white primary elections. In 1911 a new Englewood Heights sub-division had a no
"Negros"restriction(McGovern 1985:9). Lynchings in 1908 and 1909,marked the low in an increasingly
racially stratified city (McGovern 1976:67).
Educational opportunities for Blacks in Pensacola at the turn of the twentieth-century were not
encouraging. State legislation had provided for public education that was implemented in Escambia County in
1870. Public schooling meant that school was available,but attendance was voluntary. Five public schools for
Blacks existed in Pensacola in 1902. A three-room building was constructed that year(Narrative Reports 1900-
1902:19). Most public schools were rented single rooms or one-room buildings,with one teacher. Most built
schools were constructed with community assistance (Education 1982:8). Since public education was supporte
by local taxes,poor Black neighborhoods that paid few taxes had poor schools. Most Blacks performed jobs
that required little formal training, and administrators considered educational opportunities a low priority
(Williams 1962:7). Few Black teachers had a high school education, and few planned or prepared lessons

(Williams 1962:16). In 1912 Washington High School for Blacks was being built(Narrative 1912:88),but by
1917 the state office claimed only two high schools existed for Blacks in Florida; one was irrTallahassee, and
the other was in Jacksonville (Education 1982:162). By 1920 high school subjects were being taught at
Washington High, one of only seven Black high schools in the state. In 1926,however, the state office reported
only one accredited"negro school" (Central Academy,NR1998) in Palatka because "no attention has been paid
to them in this matter" (Biennial Report 1926:220).
"Public education for Negros was so retarded that it was necessary to employ a person in the State
Department of Education for the sole purpose of promoting improvement of educational opportunities for
Negros" (Williams 1965:5). This statement was written by the State Agent whose position was created in 1920.
One good opportunity for Black education did exist in Pensacola for those that could afford it. The
private Catholic St. Joseph's School was the largest of the seven Catholic schools for"Negros"in the state. The
school had four teachers (Negro Education 1916:180).
SIGNIFICANCE
Lillie Ann (Brown) James (?-1957)
Lillie Ann James was born in Pensacola according to her tombstone,but several accounts give New
Orleans as her birthplace. She grew up in Pensacola with parents well situated within the Black community.
Her father was a mail carrier, a rare position of public trust, and her mother was a domestic helper to an
established white family. She received the equivalency of a high school education from St. Joseph's Catholic
School (Phelps 1991:8). In 1893 she married Daniel James who was working as a migrant worker when he
moved from Alabama. His first job in Pensacola was as a lamp lighter. Later he worked in the city gas plant,
where he managed other workers and regulated the combustion of coal. It was a job of responsibility and skill.
• He believed in personal advancement through hard work and industriousness (McGovern 1985:10). Lillie
James believed that education was the key to personal advancement, and these two strong willed and loving
parents made a lasting impression on their children. Lillie James made a lasting contribution to the community
by becoming a teacher.
James was of medium height and heavy build. She was energetic, decisive, and charismatic. She was a
perfectionist who wanted individuals to strive for excellence. Lillie James felt that with a good education,
Blacks who wished to succeed could obtain what they needed in society. She was nurturing, often sitting up
with a sick child, listening to problems, and being patient with simple mistakes. She loved to cook and spent
hours baking breads,biscuits, sauces, and gumbos. Bananas and grapes were kept for her children, and every
Saturday night a bag of oysters was delivered for her family to the back steps for Sunday's oysters and biscuits
(Phelps 1991:12).
Mrs. James was critical of the typical public education available to Black children, for she thought low
expectations and lax discipline would not produce excellent results. By the turn of the century it became knows
within her community that she was tutoring her children at home. Neighbors asked her to tutor their children,
which she agreed to do. At one time she had seventy students in her school (West 1983).

As a need for space grew,Mr. James built a wooden building behind their home and painted it red. The
enrollment continued to grow, so the James's bought a house next door, and removed its interior walls to create
an assembly space. Younger children studied in the red school building, and the older children were taught in
the converted house (Phelps 1991:7). James taught children through grade eight (McGovern 1985:13).
The desks were plain and there were few books. Students provided their paper and pencils. Upon
entering in the morning each student would place a nickel,the daily fee, in a box at Mrs. James' desk. Each
morning the children would gather and recite"Good morning dear teacher; Good morning to you! Good
morning dear teacher, and how do you do?" To which Mrs. James replied"Good morning dear children! Good
morning to you. I am glad as your teacher; I am glad to see you" (Phelps 1991:7,8). This was intended to teach
friendly, reciprocal relations with authority. They then recited the pledge of allegiance, and sang "My Country
`Tis of Thee," and sometimes "God Bless America." Mrs. James taught reading,writing, and arithmetic, as
well as manners, patriotism, religion, literature, and physical education. Rhythmic recitations were used to
learn Roman numerals and multiplication tables up to twelve times twelve (Phelps 1991:9). James was strict
and tolerated no tardiness or laziness. Those students who did not apply themselves were severely reprimanded.
In contrast, recess was unstructured time to relax and play,but without unruly behavior(Phelps 1991:10). To
foster student self-confidence and provide a community outreach the school hosted an annual theater production
(Phelps 1991:10). Mrs. James instilled a practical philosophy. Her son Daniel, Jr. recalled several of her
principles: be prepared with education,patriotism, and honor, so when a door of opportunity opens "you charge
in." She also taught that there was an 11th Commandement, "Thou shall not quit" (Phelps 1991:2).
During the last several years of her life rheumatism affected James' legs, so she used a wheel chair. A
wooden ramp was built from her house to the main school building to give her easier access. She died on
November 3, 1957, a Sunday morning, having taught school through Friday the week before. The school closed
with her death. Due to the uncertainty of her birth date,her age was unknown. Her daughter estimated she was
in her eighties, though her tombstone indicates she died in her mid seventies (West 1983).
Mrs. James' instruction prepared her students well to attend Washington High,the public high school
for Blacks, which was active by 1920. All of the James' children went to college, and one daughter Frances,
upon graduation from Florida A&M, assisted her mother in the instruction of pupils (West 1983). The most
prominent of her students though,was her son Daniel, Jr.,who became the first Black to become a four-star
general in the United States military, and Air Force commander of a base. General James said"there are a lot
of walking monuments to my mother's love, faith and skill. I would not try to count the number who found a
sense of purpose and direction and set of values that sustain them to this day" (McGovern 1985:15). Daniel
"Chappie"James was born 11 February 1920. Only seven of the James' seventeen children were then still
alive, and of those, three had left home (Phelps:1). After leaving her school in 1933, Chappie James attended
Washington High School. Upon graduation in 1937,he attended Tuskegee Institute from 1937 until 1942, and
he completed civilian pilot training. He remained at Tuskegee as a civilian instructor pilot in the Army Air
Corps Aviation Cadet Program until January 1943. He was commissioned as a second lieutenant in July 1943,
and had his bars pinned on by his mother (McGovern 1991:45). In 1975,he became a four-star general, and
while headquartered at Peterson Air Force Base in Colorado, was given command of the North American Air

Defense Command,with responsibility for all air defense of the United States and Canada. He died 25
February 1978, shortly after retirement. General James' achievements were based on the foundational training
and education he obtained from his mother at home and at the school she established in the James House.

The Escambia County Board County of Commissioners is extremely pleased to learn that
the Florida National Register Review Board is considering the nomination of the James House,
located at 1606 North Martin Luther King, Jr. Boulevard, for inclusion in the Nation Register of
Historic Places.
This was the home where the first black General of the United States Air Force was born
and raised. The house is located on one of Pensacola's historical streets.
A favorable vote by the Florida National Register Review Board would be a step in the
right direction to preserve and recognize this historical residence in our great city.
