08-23-26 RegularAugust 23rd, 1926. COUNCIL CHAMBER 1( The Council met in regular session with the Mayor pre - iding. Councilmen Barwick, Evans, Jelks, O'Neal and Sundy ere present. Minutes of the previous meeting were read and approved th corrections. The Council went into session as a Board of Equalize - ion to hear any and all complaints in the 1926 tax assessment. A RESOIIUTION ORDERING THE CITY ENGINEER TO PREPARE LANS AND SPECIFICATIONS WITH ESTIMATE OF THE COST OF CERTAIN TREET IMPROVEMENTS was offered by Mr. Jelks, who moved its s doption. The motion was seconded by Mr. Barwick and the re- olution unanimously adopted on roll call. It was moved by Mr. Jelks and seconded by M. Evans hat the work of Mr. Frank Besselieu in the cemetery be accepts- is recommended by the City Engineer and that final payment be de. The motion was carried on roll call. a AN ORDINANCE PROVIDING FOR THE ISSUANCE OF I1V1PROVI1:ENT 0IMS FOR THE CITY OF DELRAY, FLORIDA, AGAINST LIENS DUE SAID ITY ON ACCOUNT OF CERTAIN STREET PAVING IMPROVEMENTS was laid efore the Council by the City Attorney, who asked that it be laced on its first reading. The Ordinance was then read'for he first time in full and was unanimously passed on its first eading. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DELRAY, LORIDA, ASSESSING THE COSTS OF CERTAIN CONSTRUCTION OF SEWERS GAINST THE ABUTTII'G PROPERTY AND DECLARING A LIEN L'PON SAID BUTTING PROP ERTY AND FIXING THE DATES OF_PAYYENT OF SAID LIENS was laid before the Oouncil by the Oity Attorney and placed `- on its first reading. It was then read for the first time in� js a, full and passed unanimously on its first reading. It was moved, seconded and carried on roll call that + the City Yanager be instructed to lay the water main on Avenue ;Swinton according to the engineers specifications from North Fourth Street to IucGinley Avenue and from South Third Street to South-Fourth Street. AN ORDINAN AY ENDING AN ORDINANCE ADOPTED MARCH 23RD, 1925, ESTABLISHING A FIRE ZONE, INDUSTRIAL ZONE AND A RESI- •DENTIAL ZONE IN THE CITY OF DELRAY, PRESCRIBING THE LIMITS OF EACH; AND THE CHARACT:R OF CONSTRUCTION TO BE PERMITTED WITHIN SUCH ZONES, PRESCRIBING THE I:IANNER OF OBTAINII•;G A PERMIT TO BUILD AND TIC, PURPOSES FOR WHICH BUILDINGS L-:AY BE EREBTED OR USED THEREIN, ESTABLISHING A FEE SCHEDULE FOR PERMITS, AND PROVIDING PENALTIES FOR VIOLATIONS OF THE ORDINANCE was placed on its first reading. Having been read for the first time in full the Ordinance was passed unanimously on UNim Ill its first reading. « Current bills referred to the Finance Committee by the Council were audited and ordered paid as indicated by the Committee. It was moved by Mr. O'Neal and seconded by Mr. Barwick that the advertisement of the paoposal presented to the City by the Florida Power and Light Company be ad- vertised in both the Delray News and wonderland Developer. The motion was carried on roll call. It was moved by Mr. Jelks, seconded and carried on roll call that the Mayor be authorized to appoint a committee to recommend the appointment of an auditor. The Mayor appointed the committee as follows: Mr. Jelks, chairman, Mr. O'Neal and Mr. Evans. On motion of Mr. Jelks and on second the Tax Assessing Board composed of Mr. J. C. Keen and Mr. John D. Sundy were given a vote of thanks for their excellent work on the 1926 assessment roll. The motion was carried. A request for a building permit by Wilford McFee for addition on a frame house in Block Twenty -eight was refused. Certain bills presented by Butler, Barnett & Taylor were referred to the Finance Committee. Council adjourned to eight P. M. Friday, August 27th, 1926. �4 Mayor. ATTEST: i y Clerk
