09-27-26 RegularSeptember 27th, 1926. COUNCIL CHA I:BER The Council met in regular session with the Vice -mayor residing. Councilmen Barwick, Evans, Jelks and O'Neal were resent. Tdinutes of the previous meetings were read and ved. 11r. LeRoy Diggans, president of the Chamber of ommerce, addressed the Council in regard to an appropriation or the Chamber of Commerce in the next budget. It was moved y Ir. Jelks, seconded by Mr. Barwick and carried on roll call hat this matter be referred to the Finance Committee for urther discussion and recommendation. It was regularly moved, seconded and carried on roll all that the Clerk be authorized to refund the property diners on the Dixie Highway at the rate of fifteen cents per oot for the construction of the whiteway since the actual onstruction amounted to eighty -five cents per foot and the mount paid was one dollaro per foot. Jelks and carried unanimously on roll call. SAID ORDIIIAIICE TO BE AI 21DED WAS PASSED BY TIL' CITY COUNCIL ON THE 28TH DAY OF SEPTIrBER, 1925, was brought up for its second reading. It was moved, seconded and carried un- 3"7 September 27th, 1926. Cont. animously on roll call that the rules be suspended and the ordinance read for the second time by caption only. The ordinance was then read for the third time and in full. On its final passage those voting in the affirmative were 1,r. Barwick, D;r. Evans, Mr. Jelks and Mr. O'Neal. Negative none. The ordinance was declared adopted. A request for a building permit by Mr. S. E. Bunkley on Lot 16 Block 101 was referred back for further information. It was regularly moved, seconded, and carried unani- mously on roll call that sufficient funds for interest on the $900,000 bond issue due October 1st, 1926, be borrowed from the General Fund and charged to the Bond Trustees. Bills for supplies sent to the storm suffers in Iiollywood were laid before the Council as follows: Temple Grocery Atlantic Grocery Central Iarket Electric Baia Bakery Clarence Saunders Piggly Wiggly X19.80 42.40 7.20 35.00 3/,73 114.10 It was moved, seconded and carried on roll call that duplicat( bills be obtained made out to the Red Cross, the City agree- ing to guarantee payment. It was regularly moved, seconded and carried on roll call that the City Clerk be instructed to request Fairbanks, Morse & Company to send bill of sale on the three hundred horse power engine to the Ocean City Bank on the receipt of which the Clerk was instructed to make payment for the engine in full. Mr. Jelks was placed on the Finance Committee in place of %;r. Sundy, who was presiding. Current bills having been referred to the Finance Committee by the Council were audited and ordered paid as indicated by the Committee. It was moved, seconded and carried of roll call that LIr. W. P. Brown be allowed an extension of one week on the septic tank. It was moved by E:r. Barwick and seconded by I.`r. Jelks that tiie City Engineer be instructed to change the numbers on the houses so that the numbers start with one instead of one hundred. The motion was carried on roll call. The Finance Committee authorized the payment of $652.89 to Butler, Barnett & Taylor for the purchase of engineering equipment. On motion and second the Council con- firmed this action. ;Gentleman: The City Council has authorized the purchase of one Hundred'Thtlusand Dollars worth of bonds from your aanpany. It is possible, that we may purehase more of our bonds L the near future I shall appreciate your cooperation in helping us'to locate these bonds. Will you kindly let me know if there are any more available at the present -time, we are particularly anxious to 'locate the 1914 Issue and the 1920 Issue for $20,000.00 .and $62,500500 respectively. Prudden in regard to the purchasing of $100,000.00 in bonds, payment for which is to be made from funds received fro: -: the Florida Power and Light Company and that the City Clerk be instructed to de- posit the additional amount received from tiie Florida Power aria Light Company with the Ocean City Bank. This amount to be fully covered by security,, namely, bond with colla{erat. The motion was seconded and carried on roll call. It was moved by 1:1r. Jelks that the City buy tie bonds from the East Coast- Cons°uruction Co *pany amo'mting to approximately $25,000.00 at ten per cent discount, the bonds to be issued and validated and to remain in the possession of the City. The motion was seconded and carried unanimously on roll call. The following petitions for candidates at the Annual City Election to be held on October 5th, 1926 were received by the Council. Baker be asked for'. a report on the water pumping contr .et wit, . the Florida Power and Light Company as to the most eeonibmical way for the City to pump water and to ma: {e a recommendation to the City Council. The motion was carried on roll call. `4:lur. W. L. Croft, Chief of Police, _ reported verbally iii regard to the removal of a colored prisoner from jail by forceable entry into the jail on the tight of September 26th or the early morning of September 27th. The Chief reported that the prisioner had been placed in the local jail about A r J. September 27th, 1926. Cont. three P. M. Sunday, September 26th, that - he had refused to turn said prisoner over to a man who purported to be from. Miami, that the prisoner to his knowledge was in the jail at midnight September 26th. It was regularly moved, seconded and carried unanimously on roll call that the police de- partment of the City of Delray should be exonerated and be declared free of any blame or neglect in regard to the above mentioned jail delivery.
