Schneider Residence, 10 NE 5th Street, Del-Ida Park Historic District, Maurice Schneider, Owner—Continued from January 7, 2004 Item Before the Board: Consider a Certificate of Appropriateness for elevation changes to a non-contributing dwelling at 10 NE 5th Street, based upon positive findings with respect to LDR Sections 4.5.1(E)(4), (E)(7), (E)(8)(b), (c), and (g) and the Delray Beach Design Guidelines. Vice Chairman Keavney asked if there was any ex-parte communication. There were none. Historical Preservation Board Meeting January 7,2004 Ms. Shay entered the project file and a copy of her resume into the record. Ms. Shay advised the Board reviewed this property on January 7, 2004 and had several issues with the elevations changes being proposed. The 1,510 sq. ft., masonry vernacular residence was constructed in 1964 and is considered a non- contributing dwelling; however, there are several versions of this house on 5th Street. The house has a brick veneer and smooth stucco exterior, clam shell awning, and aluminum windows. The applicant is requesting to stucco over the brick veneer on the front facade to match the composition of the stucco on the side and rear elevations. He has also proposed removal of the aluminum frame awning windows and the installation of aluminum frame single hung sash windows. The applicant is also proposing an exterior color change. The applicant is also proposing a color scheme of"Early Light," a creamy yellow for the body of the building and white for the trim. Ms. Shay passed around a sample of the color. The applicant is here and the Board has several questions. There have been no changes since the previous application, and the applicant would like you to consider his request again. Vice Chairman Keavney inquired if there were any questions from the public. There were none. Vice Chairman Keavney inquired if there were any question from staff. Mr. Silberstein stated that the windows and awnings presently on the house are indicative of the period, and they should not be changed. Mr. Schneider advised they had to be replaced and that the aluminum frame single hung sash windows went with the style of the house and the awnings impeded light from entering the house. After a lengthy discussion by the Board it was determined if all these changes were made it would eliminate the architectural elements associated with the period of this house. It was moved by Rhonda Sexton, seconded by John Miller, Jr. and passed 4 to 1 to approve the Certificate of Appropriateness for: for elevation changes to a non- contributing dwelling at 10 NE 5th Street, based upon positive findings with respect to LDR Sections 4.5.1(E)(4), (E)(7), (E)(8)(b), (c), and (g) and the Delray Beach Design Guidelines. B. Sol Kitchen, 4 East Atlantic Avenue, Old School Square Historic District, Ferrin Signs, Authorized Agent Consider a Certificate of Appropriateness for the installation of a wall sign on a contributing property, pursuant to LDR Section 2.4.6(J). Vice Chairman Keavney asked if there was any ex-parte communication. There were none. Ms. Shay entered the project file into the record. Ms. Shay stated that the Board took a look at the elevation changes a month ago and the applicant is now back to get approval for a wall sign. The configuration of the property does not provide Historic Preservation Board Meeting 2 January 21, 2004 for any other signage. The applicant proposes the installation of a wall sign to be installed on the front facade, to the left (east) of the entry doors. The rectangular shaped sign is constructed of brushed aluminum, clear plexiglas, and neon. The copy will be displayed on the plexiglas in orange vinyl and will be highlighted with orange neon, which will illuminate the aluminum frame from behind creating a halo effect around the perimeter of the sign. Staff is in support of the project. The Delray Beach Sign Review Committee reviewed the sign during its meeting on January 9, 2004 and recommended approval as proposed. Ms. Shay advised that the applicant was present. Mr. Steve Wilson, Ferrin Sign Company advised the Board that this sign would not be any brighter than any other sign on Atlantic Avenue. There will be a soft neon halo effect and it is tastefully done. Vice Chairman Keavney inquired if there were any question from the public. There were none. Vice Chairman Keavney closed the Public Hearing, and asked if there were any comments from the Board. Ms. Sexton inquired if the sides of the sign were open. Mr. Wilson advised that it was constructed like a cabinet. Ms. Jamison asked if the orange was a true color as noted and not fluorescent. Mr. Wilson advised it was not a neon color. It was moved by Jeffrey Silberstein, seconded by Mary Lou Jamison, and passed 5 to 0 to approve the Certificate of Appropriateness for the installation of a wall sign for Sol Kitchen, 4.E. Atlantic Avenue, based upon positive finings with respect to LDR Sections 4.6.7(G)(1)(a), (G)(2)(b), and (H)(2)(a-c), the Delray Beach Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. IV. REPORTS AND COMMENTS A. Public Comments: None. B. Report from Historic District Representatives: There were none. C. Board Members: Ms. Jamison inquired if the LDR's would be updated since the Code Ordinance is being updated. We previously discussed attempting to make it more difficult to demolish a building. Ms. Shay advised she spoke with Mr. Dorling and Ms. Butler to try to impose an impediment. Ms. Shay will revisit this issue with them. Ms. Shay advised it would be helpful if Board members would send a letter reiterating their feelings about this issue. Ms. Jamison advised the Board that West Palm Beach has an Ordinance that states they cannot demolish a building still they start pulling permits for all buildings in the historic district. This will become an expensive proposition. Historic Preservation Board Meeting 3 January 21, 2004 Discussion by the Board ensued relative to saving as many buildings as possible in the Historic District. Ms. Jamison mentioned that the developers should have to obtain permits prior to demolition of any building. The Board discussed the area of NE 5th Street where the fences are. Ms. Shay advised she wrote a letter to Engineering and has not received a response as yet. Ms. Shay advised Ms. Jamison to contact Ms. Butler in Community Improvement relative to this issue. The Board discussed if an agenda item could be tabled if the applicant was not present. Ms. Shay advised as long as the applicants are notified they are not obligated to attend the meeting. Ms. Shay also spoke with Terrill Pyburn relative to this issue. Mr. Silberstein inquired how a building is determined to be contributing or non- contributing. Ms. Shay advised that if you could not determine what it the original architectural period was it is more than likely non-contributing. When the Old School Square District is resurveyed, and all goes well with funding, we will attempt to incorporate that into a new Designation Report. Our designation states that the building must be 50 years or older to be considered historic. Ms. Shay advised the CRA would like to conduct a joint meeting with SPRAB and P & Z on March 1, 2004 at 6:00 p.m. Although the Board Members are not required to present, if they want their input into these Design Guidelines they should attend. Ms. Thuy Shutt is going to be present to review what is being proposed, specifically relative to the Historic District. Ms. Shay distributed collateral material as well as volunteer sheets relative to the Statewide Preservation Conference being held May 13 — 15, 2004 at Old School Square. D. Staff Comments: None V. Downtown Master Plan Marketing Update Ms. Shutt presented an update regarding the Downtown Master Plan. As Mr. Endres, owner of 137 NW 1st Avenue, was not present, the Board moved the agenda up to provide time for Mr. Endres to arrive. Agenda item III.B. was then heard in front of Item III.A. A. Atlantic Grove, North 300 & 400 Blocks of West Atlantic, West Settler's Historic District, Tim Hernandez, New Urban Communities, Authorized Agent. I Item Before the Board: Consider a Certificate of Appropriateness for elevation changes. Mr. Perez asked if there was any ex-parte communication. There was none. Mr. Hoggard presented the project to the Board and entered the project file into record. Tim Hernandez, Authorized Agent, was present to represent the project. Mr. Hernandez described in detail the need for the elevation changes. No one from the public was present to discuss the issue. It was moved by Ms. Jamison, seconded by Ms. Sexton and passed 5-0 to approve the Certificate of Appropriateness associated with a Class I Site Plan Modification for Atlantic Grove, based on positive findings with respect to LDR Sections 4.5.1(E)(7) and (E)(8), regarding compatibility of the proposed development with surrounding properties and LDR Section 4.6.18(B)(14), Architectural Elevations and Aesthetics - Criteria for Board Action. B. Endres Office, 137 NW 1st Avenue, Old School Square Historic District, Jude Endres, Owner. Item Before the Board: Consider a Certificate of Appropriateness and associated Class V Site Plan, Landscape Plan, Design Elements, and a demolition request of a contributing cottage/garage for the conversion of a contributing, single family home to an office. Mr. Endres was sworn in at this time. Mr. Perez asked if there was any ex-parte communication. There was none. Ms. Shay entered the project file and a copy of her resume into the record. Jude Endres, owner, was present to represent the project. Mr. Endres expressed his concern regarding the retention of the wood windows and was supportive of the installation of a copper colored roof. There was much discussion concerning the retention of the original windows on the front façade and the use of copper colored metal on the roof. -2- HPB Minutes 11/5/03 Ms. Shay supported the retention of the windows, where appropriate and feasible. The Board determined that retaining the windows on the front facade was not feasible due to the new design of the addition. However, staff and the Board did not support the use of copper colored metal on the building as it does not represent a historically appropriate material. After a lengthy discussion, it was determined that the windows throughout the building should be retained where feasible if they are in operable condition. If they are determined inoperable, they may be replaced with a similar light pattern and preferably the same materials and specified as such on the plans. The Board further determined that any original architectural details should be retained and noted as such on the elevations. Demolition It was moved by Ms. Jamison, seconded by Ms. Schatz and passed 5-0 to approve a Certificate of Appropriateness for the demolition of the contributing structure at 137 NW 1st Avenue, based upon positive findings with respect to LDR Section 4.5.1(F). Site Plan It was moved by Ms. Jamison, seconded by Ms. Schatz and passed 5-0 to approve the COA for the Class V Site Plan at 137 NW 1st Avenue, Endres Office, based on positive findings with respect to Chapter 3 (Performance Standards), Section 2.4.5(F)(5), Section 2.4.6(COA Findings) of the Land Development Regulations and policies of the Comprehensive Plan, subject to the following conditions: 1) That revised plans be submitted addressing the technical items and conditions of approval as noted in the staff report. 2) That a 5' sidewalk easement be accepted by the City Commission and recorded prior to Site Plan certification. Landscape Plan It was moved by Ms. Jamison, seconded by Ms. Schatz and passed 5-0 to approve the COA for the landscape plan for 137 NW 1st Avenue, Endres Office, based upon positive findings with respect to LDR Section 4.6.16. -3- HPB Minutes 11/5/03 Design Elements It was moved by Ms. Schatz, seconded by Ms. Sexton and passed 5-0 to approve the COA for the design elements for 137 NW 1st Avenue, Endres Office, based upon positive findings with respect to LDR Section 4.5.1(E)(4), (E)(8)(a-c),(g), (h), and (j), and the Secretary of the Interior's Standards for Rehabilitation, subject to the following conditions: 1) That original architectural components as follows: exposed rafter tails, consistent rectangular gable vents, the brick fireplace, and the shingle siding be retained and indicated on the elevations.and that the new walls shall be smooth stucco. 2) That the finish of the proposed standing seam roof be changed from copper to a mill finish. 3) That the canvas awning specifications be submitted including dimensions. 4) That all windows will be 2/2 wood core, vinyl or aluminum clad with matching muntin profiles with the specifications indicated on the plans. Mr. Endres stated that a change to mill finish instead of the copper could institute an exterior color change as the proposed colors were based on the color of the roof. He inquired if that would necessitate a return to the Board for approval. Ms. Shay stated that a color change can be approved administratively. Mr. Endres asked if the change in roof material from standing seam metal to shingles would require a new Board review. Ms. Shay stated that it would not have to be brought to the Board if the roof material and color stay the same. At this time, a short break was given to allow the Board to read the staff report memorandum submitted at the beginning of the meeting for the following item. C. Fleet Mortgage, 75 NW 1st Avenue, Old School Square Office Building, Old School Square Historic District, McNeill Sign, Inc., Authorized Agent. Item Before the Board: Consider a Certificate of Appropriateness for the installation of an under canopy sign, pursuant to LDR Section 2.4.6(J). -4- HPB Minutes 11/5/03 fi Mr. Perez asked if there was any ex-parte communication. After a lengthy discussion, the Board concurred that the applicant should re-design the sign to be consistent with the existing free-standing sign including some additional detailing and that the owner should be notified that a Master Sign Plan would be required upon any additional submittals of sign applications for this property. The Board collectively was not pleased that there was no representation present for the applicant and agreed that the item should be tabled until such time as the applicant could re-design the sign per their direction. After much discussion, it was moved by Ms. Schatz, seconded by Ms. Jamison and passed 5-0 to table the item until the next meeting. IV. DISCUSSION ITEM A. Public Comments: None B. BACKGROUNB The property is described as Lot 22, Block 6, Del-Ida Park and is zoned R-1-AA (Single Family Residential). The 1,510 sq. ft., masonry vernacular residence was constructed in 1964 and is considered a non-contributing dwelling based on its age and construction after the period of significance established for the Del-Ida Park Historic District. During its meeting of January 7, 2004, the Historic Preservation Board reviewed a proposal for elevation changes that included: stuccoing over the brick veneer on the front façade, installation of new single hung sash windows, installation of removable storm panels, and an exterior color change. During their review, the Board had concerns regarding the appropriateness of altering the brick veneer, changing the window style, and removing the clamshell awning with respect to its compatibility with the adjacent properties in the district. As the applicant was not present to address the Board's concerns over the alterations, the item was tabled. The applicant is now before the Board for consideration of the previously proposed elevation changes. PROJECT DESCRIPTION I ANALYSIS Project Description The concrete block dwelling, constructed in 1964, displays a brick veneer and smooth stucco exterior. The applicant is requesting to stucco over the brick veneer on the front façade to match the composition of the stucco on the side and rear elevations. The proposed project will also involve the removal of the aluminum frame awning windows and the installation of aluminum frame single hung sash windows. The panels consist of imbricated, corrugated galvanized steel panels that will be bolted directly to the building upon the approach of a storm. The panels will be stored when not in use. The existing clamshell awnings will be removed prior to installation of the windows. The applicant is also proposing an exterior color change. The proposed color scheme consists of "Early Light," a creamy yellow for the body of the building and white for the trim. LDR Section 4.5.1(E)- Design Elements Pursuant to LDR Section 4.5.1(E)(4), (E)(7), (E)(8)(b), (c), and (g), "Development Standards" provides guidelines in evaluating alterations or additions of exterior architectural features. The guidelines are as follows: (E)(4) A historic site, or building, structure, site, improvement, or appurtenance within a historic district shall be altered, restored, preserved, repaired, relocated, demolished, or otherwise changed in accordance with the Secretary of the Interior's Standards for Rehabilitation, as amended from time to time. (E)(7) The construction of new buildings or structures, or the relocation, alteration, reconstruction, or major repair or maintenance of a non-contributing building or structure within a designated historic district shall meet the same compatibility standards as any material change in the exterior appearance of an existing non-contributing building. Any material change in the exterior appearance if any existing non-contributing building, structure, or appurtenance in a designated historic district shall be generally compatible with the form, proportion, mass, configuration, building material, texture, color, and location of historic buildings, structures, or sites adjoining or reasonably approximate to the non-contributing building, structure, or site. (E)(8)(b) The front façade of each building or structure shall be visually compatible with and in direct relationship to the width of the building and to the height of the front elevation of other adjacent or adjoining buildings within a historic district. (E)(8)(c) The openings of any building within a historic district shall be visually compatible with the opening exemplified by the prevailing historic architectural styles within the district. The relationship of the width of windows and doors to the height of windows and doors among buildings within the district shall be visually compatible. (E)(8)(g) All improvement to buildings, structures, and appurtenances within a designated historic district shall be visually compatible. Visual compatibility can include but is not limited to: consistency in relation to materials, texture, and color of the facade of a building in association with the predominant material used in surrounding historic sites and structures within the historic district. 10 NE 5th Street Elevation Changes Page 3 :?.• Delray Beach Design Guidelines The following is a list of recommended treatments with respect to hurricane protection: Window shutters that are removable are preferred. If the tracks are to be installed year-round, they should be painted to match the exterior surface. Accordion or roll-down shutters should only be considered when they are in locations not visible from the public right-of-way. Analysis Though the awning style windows are appropriate to this style and period of construction, the building is considered non-contributing and single hung sash windows can be found on buildings throughout the surrounding district. The existing awning windows are no longer operable and lack thermal efficiency. As the proposed windows are not impact resistant, the applicant must provide some form of storm protection which has been accomplished with the installation of removable storm panels. Storm panels are considered one of the least obtrusive forms of storm protection based on their visual impact as well as the most economically feasible. Use of such panels can therefore be supported. Further, since the majority of the 1960's homes on the south side of NE 5th Street have been altered, it is reasonable to support the smooth stucco application over the existing brick veneer. The proposed color scheme is also deemed appropriate based on its masonry vernacular style and that similar shades can be seen throughout the district. Based on this analysis, positive findings with respect to LDR Sections 4.5.1(E)(4), (E)(7), (E)(8)(b), (c), and (g) and the Delray Beach Design Guidelines can be made. A,L.TERNATIVE _ ACTIONS .. A. Continue with direction. B. BACKGROUND The subject property consists of Lot 6, Block 69, Town of Delray. The site is zoned Old School Square Historic Arts District (OSSHAD) and contains a masonry vernacular style building which is considered a contributing building within the Old School Square Historic District. Constructed in 1910 by the Rhoden family, early Delray pioneers, the building served as a general store and grocery store while the family lived in the apartment above. It is the oldest remaining, contributing building on Atlantic Avenue. Over the years there have been numerous modifications to the building including rehabilitation of the structure to comply with the Delray Beach and the Secretary of the Interior's Standards for Rehabilitation. The current proposal relates to the portion of the building formerly occupied by the Safari Steakhouse. The most recent Historic Preservation Board action relating to this portion of the building occurred during the meeting of September 3, 2003 where the Board reviewed and approved elevation changes that included the installation of bi-fold windows and a pair of French doors, installation of an awning, alteration of the existing landscaping in the right-of-way and an exterior paint change for the body of the building to accommodate use of the building as a new restaurant. The improvements are currently being completed. The applicant is now before the Board for consideration of a COA for the installation of a wall sign at the Sol Kitchen (4 East Atlantic Avenue). PROJECT ©ESCRIPTION The applicant proposes the installation of a wall sign to be installed on the front façade, to the left (east) of the entry doors. The rectangular shaped sign is constructed of Meeting Date:January 21,2004 Agenda Item:1II.B. Sol Kitchen 2004-105-COA 4 E.Atlantic Avenue Page 2 brushed aluminum, clear plexiglas, and neon which will vertically display the "Sol Kitchen" copy. The copy will be displayed on the plexiglas in orange vinyl and will be highlighted with orange neon which will illuminate the aluminum frame from behind creating a halo effect around the perimeter of the sign. The wall sign measures 85.5" (7' 1.5") long by 21.5" wide (1'9.5") and measures 12.77 sq. ft in area. The sign will project 5" from the wall plane. No additional lighting, other than the use of the neon, is proposed at this time. REVIEW BY OTHERS . The Delray Beach Sign Review Committee reviewed the proposed wall sign during its meeting on January 9, 2004. The Committee recommended approval as proposed. ANALYSIS..= ' ._. The Board shall consider: SIGN REGULATIONS AND DESIGN GUIDELINES LDR Section 4.6.7(G)(1)(a) addresses Sign Design Standards for "Wall Signs" A flush mounted sign. There is one sign face for a wall sign. A wall sign shall not project more than eight inches from the wall upon which it is mounted. Types of wall signs are canopy signs, mansard signs, and painted signs. LDR Section 4.6.7(G)(2)(b) addresses "Conformity with Surroundings"and states: The scale of the sign, in terms of area, shall be consistent with the scale of the building on which it is to be painted and the neighborhood and streetscape where it is to be located; but in no case shall it exceed the height limitations set forth in Subsection (7). LDR Section 4.6.7(G)(7) addresses "Signs Requirements in the Old School Historic Arts Zoning District" Wall signs may be illuminated and must not exceed 30 sq. ft. in area. Not more than any one type of sign, nor more than two types of signs may be installed per lot, parcel, or development. LDR Section 4.6.7(H)(2)(a)-(c) addresses "Aesthetic Qualifications and Standards" The aesthetic quality of a building, or indeed of an entire neighborhood, is materially affected by achieving visual harmony of the sign on or about a structure as it relates to the architecture or the building or the adjacent surroundings. In addition to the Sol Kitchen 2004-105-COA 4 E.Atlantic Avenue Page 3 mechanical limitations on signs imposed in Subsections (G) and (I), the following aesthetic conditions must be met. a) Scale: The scale of the sign must be consistent with the scale of the building on which it is located or painted and the neighborhood in which it is located. Scale shall also be considered in terms of Subsection (E) with respect to height and area. b) Garishness: The overall effect of the configuration of color of a sign shall not be garish. "Garish" signs are those that are too bright or gaudy, showy, glaring, and/or cheaply brilliant or involving excessive ornamentation. c) Conflict: The colors of a sign shall not conflict with other signs already on the building or in the immediate vicinity. Design Guidelines The Delray Beach Design Guidelines state the following pertaining to signage: • Place signage so significant architectural detail is not obscured. • Use Indirect lighting when illuminating the sign. ■ The scale of the signage should relate to the scale and detail of the historic building and not overwhelm or call attention to the sign. ■ The material of the sign need not be identical, but should be compatible with the construction materials of the building. The Secretary of the Interior's Standards for Rehabilitation No direct reference is made to signage affecting historic structures, sites, or districts, however, there is specific intent to project the importance of preserving "character- defining"and distinctive features, and discussing scale and compatibility with respect to new construction for historic structures and districts. One such standard states: New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. Sol Kitchen 2004-105-COA 4 E.Atlantic Avenue Page 4 Conclusion The proposed signage is appropriate in relation to the style, materials, dimensions and design with respect to the surrounding properties. The wall sign is necessary since the design of the building prohibits use of projecting or awning signage. The proposed materials and colors compliment the minimal detailing of the building and the proposed building color (avocado green). Though use of neon is typically discouraged, the design utilizes the neon as an illumination tool rather than using it for the actually copy or border. Further, the neon compliments the color of the proposed copy. The sign meets the required wall sign standards as stated in LDR Section 4.6.7(G)(1)(a) and 4.6.7(G)(7) as it will not project more than 8" from the wall and will measure less than 30 sq. ft. Positive findings with respect to LDR Sections 4.6.7(G)(1)(a), (G)(2)(b), (G)(7), and (H)(2)(a-c), the Delray Beach Design Guidelines, and the Secretary of the Interior's Standards can therefore be made based on the proposed wall sign. ALTERNATI;VE. ..ACTIONS A. Continue with direction. B. Approve the COA for the installation of a wall sign for the Sol Kitchen, 4 E.
