Swinton Avenue, based upon positive findings with respect to LDR Sections 4.6.7.(G)(1)(b), (G)(2)(b), (G)(3)(d), (G)(7)(c), and (H)(2)(a-c), the Delray Beach Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. C. Blue Anchor, 802 East Atlantic Avenue, Marina Historic District, American Awning, Authorized Agent . At this time, no representatives were present for Item III.C., the Blue Anchor. Ms. Shay requested that an announcement be made at the Site Plan Review and Appearance Board (SPRAB) to inquire if the representative was in attendance at the wrong meeting. Ms. Jamison inquired if the Board is to review proposed fencing in the districts. Ms. Shay stated that fencing was an administrative review. Mr. Keavney inquired about temporary lawn signs such as the sandwich board sign found at 275 N. Swinton Avenue. Ms. Shay stated that these signs are not permitted and that she would have code enforcement look into the matter. D. Staff Comments: Ms. Shay informed the Board that the next two meetings would coincide with the SPRAB meetings, due to the holidays. Ms. Shay is applying for a State grant to re-survey the Old School Square Historic District as the previous survey was completed in 1988. She further stated that the poster contest, the 2004 Florida Trust Meeting, and the HPB Awards will take place in May to coincide with National Historic Preservation week. After much discussion, it was moved by Ms. Jamison, seconded by Ms. Sexton, and passed 4-0 to continue the COA request with the following direction: 1) That the applicant submit alternate awning sample materials and colors; 2) That a cross gable awning be introduced over the door; 3) That the awning be attached to the building above the transom windows; and, 4) That the awning height be extended to a minimum of 8'. V. PUBLIC PRESENTATION A. Cultural Loop Signage in the Historic Districts Glenn Weiss, Cultural Loop, made a presentation with respect to the impact of new public art in historic districts. It was moved by Ms. Jamison, seconded by Mr. Miller, and passed 4-0 to recommend approval of the proposed Cultural Loop public art for a period of six months (until May 16, 2004). Mr. Weiss inquired about designating the La France Hotel on the National Register of Historic Places. Ms. Shay stated that the Board could recommend but not mandate listing. VI. BACKGROUND The property consists of the north 87.5' of the east 155.6' of the south half of Block 120 (less the east 20' of the SE 7th Avenue right-of-way). The 1,785 sq. ft., one-story, single- family residence was constructed in 1956 and is considered a "non-contributing" dwelling based on its age and construction after the period of significance established for the Marina Historic District. The property is zoned R-1-AA (Single Family Residential). During its meeting of April 4, 2001, the Board reviewed and approved a COA request to change the exterior paint color from white to mint green and to install a Chattahoochee driveway to replace the deteriorated asphalt drive. These improvements were undertaken. On October 17, 2001, the Historic Preservation Board reviewed a COA request for an 800 sq. ft. addition containing a master bedroom, master bath, dressing area, and walk- in closet which included the extension of the living room. An exterior paint change was also requested. The COA was approved with the exception of the proposed beige paint color for the body. However, an alternative peach color was approved. These improvements were completed. During its meeting of November 20, 2002, the Board considered an application for the installation of four black canvas awnings; three shed awnings on the front (east) elevation and one over the patio o.n rear (west) elevation. The Board approved the project and the awnings have been installed. On January 15, 2003, the Board reviewed and approved the installation of an awning at the rear of the property. The awning was subsequently installed. PROJECT DESCRIPTION I ANALYSIS :' Project Description The project involves the installation of 22 removable, galvanized steel, storm panels which will be installed on each elevation of the one-story building (see attached plan). The panels consist of imbricated, corrugated galvanized steel panels that will slide into a track or channel upon the approach of a storm. Only the tracks will be permanently affixed to the building. The panels will be stored when not in use. The storm panels have already been installed by the contractor, however, upon direction from the Delray Beach Chief Building Official, the panels were removed pending HPB review and approval. Design Elements LDR Section 4.5.1(E)(8)(g) "Development Standards" provides guidelines in evaluating Certificates of Appropriateness for the alteration or addition of exterior architectural features. The guidelines are as follows: The Board Shall Consider: (E)(8)(g) All improvement to buildings, structures, and appurtenances within a designated historic district shall be visually compatible. Visual compatibility can include but is not limited to: consistency in relation to materials, texture, and color of the façade of a building in association with the predominant material used in surrounding historic sites and structures within the historic district. Delray Beach Design Guidelines The following is a list of recommended treatments with respect to hurricane protection: Window shutters that are removable are preferred. If the tracks are to be installed year-round, they should be painted to match the exterior surface. Accordion or roll-down shutters should only be considered when they are in locations not visible from the public right-of-way. Analysis Storm panels are considered one of the least obtrusive forms of storm protection based on their visual impact. While the residence is considered a non-contributing building 330 SE 7th Avenue,Storm panel installation Marina Historic District Page 3 within the district, installation of storm protection is still visible from the right-of-way. As the proposed storm protection requires some type of tracks or channels for installation, the tracks should be painted to match the exterior of the house in order to aid in concealing their location when the panels are not in use. This has been added as a condition of approval. Based on the analysis above, positive findings with respect to LDR 4.5.1(E)(8)(g) and the Delray Beach Design Guidelines can be made for the installation of the proposed storm protection once the condition, as stated above, is addressed. RECOMMENDATION Approve the Certificate of Appropriateness for the installation of removable storm panels on a non-contributing building located at 330 SE 7th Avenue, based upon positive findings with respect to LDR Section 4.5.1(E)(8)(g) and the Delray Beach Design Guidelines, subject to the following condition: 1) That the tracks or channels for the storm panels are painted to match the exterior of the building. Located on an interior lot on the east side of North Swinton Avenue, the property is currently situated between a single family home and an office. In November 2002, a Certificate of Appropriateness was administratively approved for the in-kind repair of rotted and deteriorated wood. On April 16, 2003, the HPB reviewed and approved a Class V Site Plan, Landscape Plan, Design Elements and a related waiver to reduce the drive aisle in association with the conversion of a single family residence to an office building. The improvements have been completed. The applicant is now before the Board for review and approval of a free-standing sign. PROJECT,DESCRIPTION The applicant proposes the installation of a free-standing, two-sided, curvilinear shaped sign constructed of carved sign foam. The face sign will be painted hunter green with a white border and support post and gold leaf copy. The rectangular shaped sign face and decorative post (with round cap) displays the building's address at the top and "Power Mortgage Corp." along with the company's web address and "Established 1989" below. Centered on the west side of the property, approximately 4' from the west property line, the sign will be oriented perpendicularly to the existing building permitting viewing from Meeting Date:November 19,2003 Agenda Item:III.B. r • Power Mortgage 2004-038-COA i 131 N. Swinton Avenue Page 2 both north and south bound vehicular and pedestrian traffic on North Swinton Avenue. The free-standing sign measures 36"wide (3') [48" (4')wide including the 6" square sign posts] with a 24" (2') high sign body and 84" (7') overall height. The area of the sign body measures 6 sq. ft. The sign will be located approximately 10' to the south of the existing driveway and will not interfere with any of the existing landscaping or internal walkways. No exterior lighting is proposed at this time. • REVIEW BY OTHERS The Delray Beach Sign Review Board reviewed and approved the location and sign design and dimensions as proposed during its meeting on November 7, 2003. ` ANALYSIS k The Board shall consider: SIGN REGULATIONS AND DESIGN GUIDELINES LDR Section 4.6.7 (G)(1)(b) addresses Sign Design Standards for "Free-standing signs" A free-standing sign is not affixed to any other structure. It may be either a pole sign or a monument sign. Neither the pole nor the base of the monument shall be considered in calculation of the area of the sign face. A free-standing sign may not have more than two faces. LDR Section 4.6.7 (G)(2)(b) addresses "Conformity with Surroundings" and states: The scale of the sign, in terms of area, shall be consistent with the scale of the building on which it is to be painted and the neighborhood and streetscape where it is to be located; but in no case shall it exceed the height limitations set forth in Subsection (7). LDR Section 4.6.7 (H)(2)(a)-(c) addresses "Aesthetic Qualifications and Standards" The aesthetic quality of a building, or indeed of an entire neighborhood, is materially affected by achieving visual harmony of the sign on or about a structure as it relates to the architecture or the building or the adjacent surroundings. In addition to the mechanical limitations on signs imposed in Subsections (G) and (I), the following aesthetic conditions must be met. Scale: The scale of the sign must be consistent with the scale of the building on which it is located or painted and the neighborhood in which it is located. Scale Power Mortgage 2004-038-COA 131 N.Swinton Avenue Page 3 shall also be considered in terms of Subsection (E) with respect to height and area. Garishness: The overall effect of the configuration of color of a sign shall not be garish. "Garish" signs are those that are too bright or gaudy, showy, glaring, and/or cheaply brilliant or involving excessive ornamentation. Conflict: The colors of a sign shall not conflict with other signs already on the building or in the immediate vicinity. Design Guidelines The Delray Beach Design Guidelines state the following pertaining to signage: Sign design and placement in an historic district or a historic site is an important element. While preservationists believe the building façade is the best sign an owner may have, the need for design guidelines refines the existing regulations adapting them to the particular character of the specific location and site. The district's character is maintained when signage does not cause visual disruption. The sign should not obscure any architectural feature or detail, or interface with the views and appreciation of the building. Signage should compliment and not overwhelm or compete with the architecture. The Secretary of the Interior's Standards for Rehabilitation No direct reference is made to signage affecting historic structures, sites, or districts, however, there is specific intent to project the importance of preserving "character- defining"and distinctive features, and discussing scale and compatibility with respect to new construction for historic structures and districts. One such standard states: New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. Conclusion The proposed signage is appropriate in relation to style, dimensions, color scheme, and design of the contributing building and the surrounding neighborhood. Pursuant to LDR Section 4.6.7(G)(3)(h), no sign shall be located in such a manner that it will become a hazard to automotive or pedestrian traffic nor shall any sign or lighting be placed as to obstruct the vision of the driver or any motor vehicle where vision is necessary for safety. The proposed sign location will not interfere with the sight visibility of vehicular or • Power Mortgage 2004-038-COA 131 N.Swinton Avenue Page 4 pedestrian traffic as the development only provides a one-way entrance on North Swinton Avenue and the sign area does not obstruct the view to the internal walkways, sidewalk, or North Swinton Avenue. Pursuant to LDR Section 4.6.7(G), since the building is located within the Old School Square Historic Arts District zoning district (OSSHAD), the sign, when located within the required 10' setback, may not exceed 7' in height and the sign area must measure less than 20 sq. ft. As proposed, the sign height measures 84" (7') and the sign is 6 sq. ft. in area. Based on these measurements, the sign meets the requirements as stated in 4.6.7(G), therefore, positive findings with respect to LDR Section 4.6.7(G)(3)(d) and 4.6.7(G)(7)(c), the Delray Beach Design Guidelines, and the Secretary of the Interior's Standards can be made. The action before the Board is a Certificate of Appropriateness associated with a Class I Site Plan Modification for the installation of an awning on a non-contributing property, pursuant to LDR Section 2.4.6(J). BACK-GROUND The subject property contains three buildings (802-840 East Atlantic Avenue) that include among other retail and office uses, the Blue Anchor and Busch's Restaurant and related parking areas. The building is located on Unrecorded Lots 47 and 48, Block 133, Palm Square (less the north 7' of the Atlantic Avenue right-of-way) and is zoned CBD (Central Business District). Located in the Marina Historic District, the building lies at the southeast corner of East Atlantic Avenue and Palm Square. Constructed in c. 1957, the building is considered non-contributing due to its age and recent alterations to the facade. The subject property has an extensive land use history. The following are the most recent actions by the Board regarding the property: On March 6, 1996, the Board reviewed a request for an exterior alteration of the façade (COA 276). The proposal included the installation of an English pub façade which was relocated from London. The proposal also included the installation of a bay window and construction of a west entrance, installation of a sign, and several alterations to the existing fenestration and walkways. The Board approved the façade alterations with conditions. The project was initiated and completed as proposed. During its meeting of January 22, 1997, the Historic Preservation Board reviewed and approved a COA and associated site plan modification for the installation of a refuse area to the rear of the building and creation of additional storage via the enclosure of a breezeway between the Blue Anchor and the adjacent building. The modification also included alterations to the adjacent (east) store. The improvements were initiated and completed upon approval. Meeting Date: November 19,2003 Agenda Item:III.C. 4 , Blue Anchor 2003-307 804 East Atlantic Avenue Page 2 The applicant is now before the Board to review the installation of a vinyl awning. PROJECT DESCRIPTION The proposed project consists of the installation of a navy blue, vinyl, shed style awning on the side (west) façade. The awning measures 36'8" long by 7'6" high and will project 10' from the building. The awning will be supported by navy blue, metal poles which will be placed approximately 6' from the building. The awning will be anchored to the building and is non-retractable. The awning will project over the current outdoor seating (benches) on the property and the city's paver sidewalk and will encroach into the Palm Square right-of-way approximately 5.03' as proposed. The support posts will also be located in the right-of-way. An analysis of the request follows. ANALYSIS Design Elements Analysis LDR Section 4.5.1(E)(8)(g) "Development Standards" provides guidelines in evaluating Certificates of Appropriateness for the alteration or addition of exterior architectural features. The guidelines are as follows: The Board Shall Consider: (E)(4) A historic site, or building, structure, site, improvement, or appurtenance within a historic district shall be altered, restored, preserved, repaired, relocated, demolished, or otherwise changed in accordance with the Secretary of the Interior's Standards for Rehabilitation, as amended from time to time. (E)(8)(g) All improvement to buildings, structures, and appurtenances within a designated historic district shall be visually compatible. Visual compatibility can include but is not limited to: consistency in relation to materials, texture, and color of the façade of a building in association with the predominant material used in surrounding historic sites and structures within the historic district. The proposed shed awning is typical of those found throughout the district and is appropriate in material, color and location, however, the design and dimensions do not compliment the side elevation, particularly the decorative door surround. It is recommended that the applicant design the awning to compliment the gable design on the door surround by creating a cross gable at the entrance. Further, while there are vinyl awnings within the district, a canvas texture may be more appropriate for such a visible intersection as it will be viewed from both Atlantic Avenue and Palm Square. While the treatment is reversible and will not cause irreparable damage to the building, the proposed awning dimensions are overwhelming to the façade and the 5 � Blue Anchor 2003-307 804 East Atlantic Avenue Page 3 encroachment into the right-of-way may not be necessary based on the applicant's use. Positive findings can therefore be made with respect to Section 4.5.1(E)(4) and (E)(8)(g), once the issue of the material, design, and dimensions are resolved. OTHER ITEMS LDR Section 6.3.4 (Canopies): The proposed awning extends five feet (5.03') into the Palm Square right-of-way. Awnings may extend into the public right-of-way when approved by the Chief Building Official through approval of an applicable agreement with the City. The Chief Building Official has approved the canopy provided an Agreement with the City is executed and that the awning will not project more than 6' from the building in order to provide an adequate area for run-off which will not interfere with pedestrian traffic and that the height to the bottom of the awning measures at least 9'. While the awning would provide protection from the elements, it is not necessary to extend beyond the property line in order to accommodate the outdoor seating/smoking area and protection from the elements.
