ROLL CALL: The meeting was called to order by the Chairman at 6:00 P.M. Upon roll call it was determined that a quorum was present. MEMBERS PRESENT: Chairman Keller, Mary Lou Jamison, Gail-Lee McDermott, Shane Ames, Dave Bodker, Donnamarie Sloan, Rhonda Sexton STAFF PRESENT: Ron Hoggard, Diana Mund Ms. Mund asked the Board to amend the agenda to add Items 111.A. & B. The Board was of the consensus to do so. As the applicants for Items II.A. & B. had not yet arrived the Board heard Item I11.A. first. III. CERTIFICATES OF APPROPRIATENESS: A. COA 439: Old School Square, 51 N Swinton Avenue, Old School Square Historic District. Jose Aguila, Authorized Agent. Item Before the Board: The action requested of the Board is that of considering the light design for the elevations. It was moved by Mr. Ames, seconded by Ms. McDermott and passed 7-0 to approve COA 439 for the exterior Loggia lights as follows: 1. That the lights be a 12"x12" back lit stucco panel with a recessed box painted to match the columns; 2. That the placement of the lights be as presented on the elevations on the west and east elevations for Building 3 (Loggia); and, 3. That the placement of the lights be as revised on the elevations for the south and east elevations for Building 2 (Concession Stand). II. DISCUSSION AND ACTION ITEMS: A. Recommendation to the Planning & Zoning Board Regarding a Conditional Use Approval for the Atlantic Grove Mixed-use Project to Allow the Density to Exceed 12 Units per Acre. The Board made the following comments on the proposed plan: 1. The Plane of the residential building facades should be varied and that additional measures should be taken to emphasize individual units; 2. The distance between the buildings in the interior of the project should be increased to make room for more landscaping, particularly vertical elements adjacent to the buildings; 3. Pedestrian linkages between the interior units and the exterior sidewalk system should also be improved; and, 4. Suggested a commercial building with residential above facing NW 5th Avenue. It was moved by Ms. Jamison, seconded by Mr. Ames and passed 4-3 (Sloan, McDermott & Bodker dissenting) to recommend to the Planning & Zoning Board approval of the Conditional Use to allow the density of 12.33 units per acre. B. Recommendation to the Planning & Zoning Board for the Abandonment of the East/West Alleyway and a Portion of the North/South Alleyway in Block 28 (North 400 Block of West Atlantic Avenue) Associated with the Atlantic Grove Project. It was moved by Ms. Jamison, seconded by Ms. McDermott and passed 7-0 to recommend to- the Planning & Zoning Board approval of the abandonment of the east/west alleyway and a portion of the north/south alleyway in Block 28, subject to the provision of replacement easements if warranted. At this point on the agenda Ms. Sloan stepped down from the Board. III. CERTIFICATES OF APPROPRIATENESS: A. Preapplication: Kitay Residence, 603 SE 4th Street, Marina Historic District. Micki Kitay, Owner; Dan Sloan, Architect/Authorized Agent. Item Before the Board: The action requested of the Board is that of providing comments and direction on proposed plans for the demolition of an existing single family home, construction of a new single family home and a new freestanding garage with residential above, no formal action is required. The Board had the following.comments: 1. The two-story window on the south elevation was too massive; 2. The cypress rail as opposed to the aluminum was preferred; 3. Shutters should be added to the two windows under the porch on the south and east elevations; -2- HPB Minutes 5/16/01 4. Re-space the columns on the gazebo; 5. Enlarge the motor court; and, 6. The garage doors would look better if they were 9' in width. At this point on the agenda Ms. Sloan returned to the Board. IV. REPORTS AND COMMENTS: A. Reports from Historic District Representatives None B. Board Members Ms. Jamison expressed concern with a real estate ad for a single family home on NE 7th Street in the Del-Ida Park Historic District that stated the house could be turned into a duplex. Ms. Mund stated that she would check into it. C. Staff Ms. Mund gave the Board a copy of a fax from William Andrews opposing the removal of 70 year old Mahogany tress for the NE 4th Street widening project. The Board was of the consensus that the Mahogany trees should not be removed and asked that they be able to review the NE 4th Street widening plans to see what could be done to save the trees. V. ADJOURNMENT: There being no further business before the Board, the meeting adjourned at 8:00 P.M. They will become so after review and approval, which may involve some changes. -3- HPB Minutes 5/16/01 HISTORIC PRESERVATION BOARD STAFF MEMORANDUM SUBJECT:SUBJECT: RECOMMENDATION TO THE PLANNING & ZONING BOARD REGARDING CONDITIONAL USE APPROVAL FOR THE ATLANTIC GROVE MIXED-USE PROJECT. ITEM BEFORE THE BOARD The item before the Board is that of making a recommendation to the Planning & Zoning Board regarding approval of a Conditional Use request to allow the density of the residential component of the project to exceed twelve (12) units per acre. The proposed density is 12.39 units per acre. Since the majority of the site is located within the West Settlers Historic District, action on the Site Plan will be by the Historic Preservation Board in June. Prior to action on the site plan, the Planning and Zoning Board will take action on the Conditional Use request. The Historic Preservation Board is being asked at this time to make a recommendation to the Planning and Zoning Board. BACKGROUND /ANALYSIS The 4.76 acre site is located on the north side of West Atlantic Avenue, between NW 3rd Avenue and NW 5th Avenue. The site is zoned GC (General Commercial) and is located within the West Atlantic Avenue Overlay District. The development proposal involves a mixed-use project consisting of fifty-nine (59) 2 and 3-story townhomes with 2-car garages, 23,948 square feet of retail space and 47,896 square feet of office space. The development proposal will be phased. Phase I involves the development of that portion of the project located within Block 36 (i.e. between NW 3rd Avenue and NW 4th Avenue) and includes the following: • Construction of the 59 townhomes containing 46 two bedroom units and 13 three bedroom units; • Construction of a pool cabana; • Construction of a 35,922 square foot three story building, with retail on the first floor and offices on the second and third floors; and, • Construction of associated parking (including on-street spaces) and installation of landscaping. Phase Two of the development involves the construction of a 35,922 square foot three story retail/office building located within Block 28 (i.e. between NW 4th Avenue and NW 5th Avenue); the construction of associated parking; and, the installation of attendant landscaping. Meeting Date: May 16, 2001 Agenda Item: II. A. 4 Pursuant to LDR Section 4.4.9(G)(1)(h), density may exceed 12 units per acre only after the approving body (Planning & Zoning Board) makes a finding that the project has substantially complied with the listed performance standards, the West Atlantic Avenue Redevelopment Plan, required findings of Section 2.4.5(E), and applicable standards of the Comprehensive Plan and Land Development Regulations. The applicant's statement indicating how the performance standards have been achieved is attached. There are a number of technical deficiencies with the site plan which the applicant is currently addressing. Additionally, one of the performance standards deals with diversity of the building elevations. The applicant has been advised that the building elevations as submitted do not adequately achieve this objective and should be revised to emphasize individual units. Suggested improvements include moving the dormers to the center of the units and varying unit colors, front entrances, balcony railings, porthole windows, shutters and garage doors. A revised site plan and building elevations will be available at the meeting. RECOMMENDED ACTION Recommend approval of the Conditional Use to allow the density to exceed 12 units per acre. The development offers variation in design to add interest to the elevations and relief from the building mass in a number of ways: • Both 2 and three story units are offered • Balconies are offered. • Architectural shutters are provided. • Varying window sizes and styles by floor. 2. Garage elevations provide unified design elements with the main building thorough the use of the same building materials, colors, vertical and horizontal elements and architectural style. Important to note is that all the garages are rear loaded off alleys, so that no garage doors are visible from public rights of ways. 3. Different unit types and floor plans are provided. Two and three bedroom units are provided. All units have two car garages, as required by the CRA Board. 4. The interiors of the homes have unique features such as The two story unit has 9'6" ceilings on the first floor and 9'0" ceilings on the second floor. Tile will be standard in foyers and kitchens and the master bath. Built in cabinetry will be provided in the Kitchen and baths. An arched opening is provided between the kitchen and great room. A second floor laundry is provided. Interior unit ceilings are vaulted. Walk in closets are provided in two of the three bedrooms. The three story unit has 9'6"ceilings on the first floor and 9'0" ceilings on the second and third floors. Tile will be standard in foyers and kitchens and the master bath. Built in cabinetry will be provided in the Kitchen and baths. An arched opening is provided between the kitchen and great room. A third floor laundry is provided. Interior unit ceilings are vaulted. A Walk in closet is provided in the master bedroom. A downstairs library is offered. A covered balcony is offered on the second floor,off the great room. A 9' 8" coffered ceiling is offered in the master suite. 5. The common area includes a pool and cabana, and an entry gate coming into the development. A courtyard area is also provided between two facing three story buildings. 6. An extensive interior and exterior sidewalk system is provided connecting residents to the surrounding streets. Pedestrian-vehicle conflicts are minimized by the use of rear loaded garages. The public streets around the site perimeter are being enhanced by the creation of new on-street parallel parking, sidewalks and landscaping. 7. 346 parking spaces are required for the overall development. A total of 389 parking spaces are being provided between on street, off street and garage parking,which will provide opportunities for the public to use some of the excess spaces at various points during the day. 8. ITEM BEFORE _THE, BOARD The item before the Board is that of making a recommendation to the Planning & Zoning Board regarding abandonment of the aforementioned alleyways. Since the majority of the Atlantic Grove site is located within the West Settlers Historic District, action on the Site Plan will be by the Historic Preservation Board in June. Prior to action on the site plan, the Planning and Zoning Board will take action on the request for Alleyway abandonment. The Historic Preservation Board is being asked at this time to make a recommendation to the Planning and Zoning Board. BACKGROUND/ANALYSIS The Atlantic Grove project includes an off-street parking lot on Block 28 (North 400 Block of W. Atlantic Avenue) which encroaches into the alleyways. The north/south alleyway was abandoned north of the project in 1997 at the request of the Greater Mount Olive Missionary Baptist Church. The church subsequently erected a fence at the north end of the Atlantic Grove property to restrict access to the abandoned portion of the alley. Letters have been sent to the utility companies in the area for comments on the proposed abandonment and to determine if replacement easements are required. If it is determined that replacement easements are needed, this requirement will be added as a conditional of approval. Given the abandonment and closure of the alleyway to the north, no problems with this abandonment are anticipated. RECOMMENDED ACTION Recommend approval of the abandonment of the alleys subject to the provision of replacement easements if warranted. I hope you will notice with great disgust, as I have, that the city widening of N.E. 4th Street, will require the removal of seventy year old mahogany trees planted by the original developer of the street in 1929. As only the second owner of this property I was given that information by Mrs. Manson, the previous owner. These trees are mostly in good shape. If you look at an aerial of the street you will find that lane widening should occur to the south side of the street which will line up perfectly with the lanes approaching Federal Highway from the west. Also there is room for the sidewalk on the south side to continue to Federal Highway. I hope you will agree with me that the trees on the north side are worth saving over a new sidewalk on the north side. There really is no need for two sidewalks. People coming from Del Ida and N.B. 3rd Street cross over at third to go shopping or to the post office. It's not like we need all the extra concrete. If the utility lines are also moved to the south side, the north side trees can be kept from the utility tree trimmers and continue to provide a beautiful canopy for the road, (at least on the north side.) I find it very disturbing that this city continues to lack the sensitivity to historic and beautiful landscaping when options exist. It also appears that a contract has already been let by the city. Please stop this insanity and preserve some of what we have now.
