ROLL CALL: The meeting was called to order by the Chairperson at 6:00 P.M. Upon roll call it was determined that a quorum was present. MEMBERS PRESENT: Chairperson Turner, Tony Keller, Shane Ames, Mary Lou Jamison MEMBERS ABSENT: John Johnson, Susan Hurlburt, William Griffin STAFF PRESENT: Pat Cayce, Diana Mund II. APPROVAL OF MINUTES: The Minutes for the Regular Meeting of June 16, 1999 were before the Board for consideration. Mr. Ames moved to approve the Minutes as presented. The motion was seconded by Ms. Jamison and passed 4-0. Mrs. Cayce requested the agenda be amended to add III.D. & IV.A. The Board was of the consensus to do so. III. CERTIFICATES OF APPROPRIATENESS: A. COA 9-377-Continuation: Rhoden Building, 2 E. Atlantic Avenue, Contributing Commercial Building, Old School Square Historic District. Item Before the Board: The action requested of the Board is that of considering a modification to the approved plans to eliminate a horizontal stucco band which runs above the store windows. It was moved by Mr. Ames, seconded by Mr. Keller and passed 4-0 to approve COA 9-377-Continuation based upon positive findings with respect to LDR Section 4.5.1(E) for the elimination of the applied horizontal stucco band, which runs horizontally above the first floor store windows, with the following condition: • That the horizontal concrete tie beam which was uncovered during the renovation be left visible and be continued along the two story portion of the east elevation. B. COA 9-351: 150 N. Swinton Avenue, Lloyd Hasner Building, New Construction, Old School Square Historic District; and, COA 9-364: 151 N. Swinton Avenue, Dittman/Federspeil Building, New Construction, Old School Square Historic District. Item Before the Board: The action requested of the Board is that of considering a modification to the approved plans to change the material of the porch railings from wood to aluminum and to revise the design of the bicycle racks. It was moved by Mr. Ames, seconded by Mr. Keller and passed 4-0 to approve COAs 9-351 and 9-364 based upon positive findings with respect to LDR Section 4.5.1(E), for the modification to the approved elevations and allow the aluminum railings and bicycle racks to be installed with the following conditions: 1. The railing and bicycle rack posts are to be of wood with a chamfered cap. 2. The aluminum balusters are to be 1" square. Mr. Hasner then asked the Board for a revision to the approved wood picket fence to 3' high throughout its length. It was moved by Mr. Ames, seconded by Ms. Jamison and passed 4-0 to approve COAs 9-351 and 9-364 based upon positive findings with respect to LDR Section 4.5.1(E), for the revision to the wood picket fence, to allow the fence to be 3' high throughout its length. The approved plan had a scalloped height from post to post. The fence posts are to be 4" x 4" with a chamfered top and will be elevated above the height of the pickets. C. Pre-application: 125 N. Swinton Avenue, Old School Square Historic District. Item Before the Board: The action requested of the Board is that of providing comments and direction with respect to the design of a proposed addition to a contributing structure which has been converted from residential to commercial. The applicant presented two proposals: Scheme A was a revised addition to the existing structure; Scheme B was to demolish the existing structure and construct a new building. As the Board was not receptive to a proposal to demolish the historic cottage, the discussion centered on Scheme A. The details of Scheme A are as follows: The ground floor office, including existing cottage 2,400 s.f. The second floor will contain one residential unit 800 s.f. Total s.f. 3,572 s.f. -2- 07/21/99 The setback requirements of the OSSHAD Zoning District have been met. The lot coverage is 24%. • The Board felt that the massing and scale of the revised plan was generally consistent with LDR Section 4.5.1(E) and the Design Guidelines, and recommended that the applicant proceed with the project. Additionally, the Board felt that they could support a waiver to reduce the required 5' landscape strip to 3' on either side of the parking area (6'9" was indicated on the site plan) if an additional parking space could be located on site. Staff explained that the site plan had not been reviewed by Planning staff. D. COA 9-373-Continuation/Pre-Application: 10 S.E. 1st Avenue, Old School Square Historic District. Item Before the Board: The action requested of the Board is that of providing comments and direction with respect to the porch enclosure for the existing contributing residence and for the proposed trellis/arbor for the associated parking lot. It was the consensus of the Board that the front porch enclosure should be removed altogether and the porch should be left as an historically correct open porch. The 227 square foot lost by opening the porch can be replaced by constructing an addition to the southeast corner of the building. The Board recommended that the trellis be located adjacent to the sidewalk. They felt that this is necessary to lend a more pedestrian atmosphere to the streetscape and to mitigate the look of the parking lot on S. Swinton Avenue. The Board recommended that the applicant apply for a variance to allow the trellis to be located adjacent to the sidewalk. IV. DISCUSSION AND ACTION ITEMS: A. Recommendation to the Site Plan Review and Appearance Board (SPRAB) on the proposed addition to the Cathcart building (Something Sweet & More .../Accents & Decor). It was the consensus of the Board to recommend to SPRAB that the addition be approved as presented. -3- 07/21/99 V. REPORTS AND COMMENTS: A. Reports from Historic District Representatives Ms. Jamison informed the Board that the City Commission had delayed the improvements portion of the Seacrest/Del-Ida Park Neighborhood Plan until such time as a survey could be done. B. Board Members Ms. Jamison stated that the City was looking at installing a roundabout at Swinton and Atlantic Avenues and she did not feel it was appropriate. Ms. Jamison inquired about the status of designating the Atlantic Avenue Intracoastal Waterway Bridge as an historic structure. Mrs. Cayce explained that she had provided Assistant City Manager Bob Barcinski with an estimate from Janus Research to compile a designation report for the bridge. She stated that the Board had previously agreed to recommend its nomination to the Local Register of Historic Places, once the designation report was prepared. The Board was favorable impressed with the Historic Sites Survey which has been completed by Janus Research for 393 structures in the City. Copies of the report will be made available to all Board members at a later date. C. Staff Mrs. Cayce informed the Board that Robert Currie & Partners had received the Florida AIA award for the Sudy Inn. VI. ADJOURNMENT: There being no further business before the Board, Mr. Ames moved to adjourn the meeting at 7:30 P.M., seconded by Ms. Jamison and passed 4-0. PR_OJ E�C.T A NA L YS I S The applicant has requested that the narrow stucco band be eliminated from the approved plans. When the plans were approved the Board also approved awnings for the first floor windows. The contractor has stated that the band will be covered by the awnings. Additionally, if wall signs are used above the awnings, the signs will need to be placed above the stucco bands. ALTERNATIVE ACTIONS 1. Continue, with direction. 2. Approve, as requested. 3. ITEM BEFORE.,THE BOARD The action requested of the Board is that of approving modifications to previously approved plans to allow a change of material for the porch railings from wood to aluminum; and to revise the design of the bicycle racks. PROJECT. ANALYSIS The proposal is to replace the approved wood balcony railings with aluminum railings. The approved wood railings have turned balusters and the proposed balusters are straight sided. The top railing, posts and caps are similar to the approved. As the development is new construction and the windows are aluminum, the aluminum railings are not inappropriate. The redesigned bicycle rack is much more appropriate than the approved and will be an addition to the parking lot. ALTERNATIVE ACTIONS 1. Approve as presented. 2. Deny with reasons stated. RECOMMENDATION Based on positive findings to Section 4.5.1(E), approve the modification to the approved elevations and allow the aluminum railings and bicycle racks to be installed. Swinton Avenue, Old School Square Historic District. ITEM BEFORE .T HE . BO'A.R,a This proposal came before the Board as a pre-application at the meeting of June 16, 1999, the findings are as follows: The item before the Board was that of giving comments and direction with respect to the construction of a 2,600 s.f 2 story addition to the rear of a 1,000 s.f. contributing structure. No formal action was required. The subject property is located on the east side of N. Swinton Avenue between NE 1st Street and NE 2nd Street. The proposal will require 12 parking spaces, only 6 can be accommodated on site. The parking access is provided from an improved alley to the east. DIRECTION FROM THE BOARD I stated that I recommended that the applicant come for a pre-application review as soon as possible and before additional work was done on the plans. This was prompted by the Planing Department comments at the staff meeting of June 14, 1999, and by my concern that the size and massing of the addition did not conform to the criteria that guides the Board's decisions with respect to compatibility and appropriateness, pursuant to LDR Section 4.5.1(E)(8)(a)(j) and (k) Development Standards, and the Design guidelines. After discussion, the comments from the Board were as follows: The Board appreciated the fact that the addition was appropriately sited to the rear of the historic structure, and that the parking was provided from the alley access. Additionally, the Board was aware that the lot coverage and percentage of open space conforms to the requirements of the OSSHAD zoning district. However, the Board felt that the addition is too large in proportion to the existing small cottage. The size and massing of the addition is inappropriate to the height and scale of the neighboring buildings. The façade of the addition appears to be one large block. The massing of the 1st floor may be appropriate, but the massing of the 2nd floor is overpowering. It was suggested that the 2nd floor could broken into smaller sections, with perhaps a porch added to alleviate the block-like appearance. Swinton Avenue Page 2 • The Board felt a reduction of square footage is necessary, not only for the aesthetics of the structure, but to reduce the number of parking spaces required. It is doubtful that the Board will support 6 of the required 12 parking spaces being located off site. It was also pointed out that the City parking lot at Cason Cottage was surfaced with stabilized sod and is used solely for special events. The Board's position is not to encourage additional parking lots along Swinton Avenue. Board member, Shane Ames, suggested that by constructing an apartment on the 2nd floor of the addition the applicant would not be required to install an elevator. And pursuant to LDR Section 4.4.24(G)(a) by combining residential and commercial use in the same structure, the parking requirement may be reduced from 1 space per 300 s.f. to 1 space per 400 s.f. STAFF ".COMMEN,TS The revised plans were not submitted in time for inclusion in the Board packet or for review by the planning staff with respect to the site plan. Therefore, the Board's comments should relate to the design, size, proportion and massing of the structure and with its conformity to LDR Section 4.5.1(E) Development Standards and the criteria set forth in the Design Guidelines. We choose the placement of the trellis based on our impressions on what Shane was trying to accomplish (i.e.-he thought the site needed an element or structure closer to the street to engage the street more) and trying to mimic the placement of the trellis over at Sundy House. If we move the trellis to within the setback it will not engage the pedestrian and street as much, and we not only place it in a retention area behind the landscaping, but place it directly in the site line of the house.
