The meeting was called to order by the Chairperson at 6:05 P.M. Upon roll call it
was determined that a quorum was present.

Action Before the Board: The action before the Board is to approve
elevation changes for a non-contributing townhouse development in
the West Settler's Historic District, pursuant to LDR Section 2.4.6
- (J).
Mr. Hoggard presented the proposed elevation changes which
include: raised sills on the second floor, larger headers over the
garage doors, shutters on the third floors, and balconets on the end
units, in addition to the previously proposed lighting and other
exterior modifications based upon prior review and direction by the
Board.
Mr. Yaxley was present to represent the project.
It was moved by Mr. Branning, seconded by Ms. McDermott and
passed 6-0 to approve the proposed elevation changes for the non-
contributing townhouse development, based upon positive findings
with respect to LDR Sections 4.5.1 (E)(7) & (8) and Section
4.6.18(B)(14).
B. Colony Hotel, 525 East Atlantic Avenue, Individually Listed
Historic Property, Jestena Boughton, Owner.
Action Before the Board: The action before the Board is to approve
a Certificate of Appropriateness for an exterior color change for an
individually listed, contributing property, pursuant to LDR Section
4.5.1(E)(8)(g).
Ms. Shay entered the project file into record and presented the
item. The applicant is requesting approval for an existing exterior
color change from pale peach/pink to golden yellow intended to
match the gold stripe in the building's awnings.
Ms. Boughton was present to represent the project.
The Board noted that any exterior color change to the front
entrance doors of the retail shops must be taken an approved
charted color or must any new color proposed must return to the
Board for review and approval.
It was moved by Mr. Branning, seconded by Ms. Elliott and passed
6-0 to approve a Certificate of Appropriateness for the exterior color
change at 525 East Atlantic Avenue, based upon positive findings
with respect to LDR Section 4.5.1(E)(8)(g).
C. Popper/Barnett Residence, 330 SE 7th Avenue, Marina Historic
District, Robert Simpson, Authorized Agent.
Action Before the Board: The action before the Board is to approve
a Certificate of Appropriateness for the installation of four black
canvas awnings on a non-contributing single family home in the
Marina Historic District, pursuant to LDR Section 4.5.1(E)(8)(g).
Ms. Shay entered; the file into record and presented the item. The
proposed project consists of the installation of four awnings; three
on the east elevation and one over the back patio on the west
elevation.
It was moved by Ms. McDermott, seconded by Ms. Sexton and
passed 6-0 to approve a Certificate of Appropriateness for the
installation of awnings at 330 SE 7th Avenue, based upon positive
findings with respect to LDR Section 4.5.1(E)(8)(g).

Ms. Jamison requested a workshop with the City Commission in
April or May 2003 regarding the authority of the Board and
demolitions and a possible update of the Preservation Ordinance.
Ms. Shay will look into scheduling of the meeting.
Mr. Keavney request information regarding boarded windows at
303 N. Swinton Avenue. Ms. Shay stated that any such issues
pertaining to historic resources should be submitted to and
addressed by Code Enforcement.
An update was provided by Ms. Shay regarding the status of the
Fischer Properties and Sundy Harvest. The applicants are moving
forward with meeting their conditions of approval.
Mr. Branning requested information regarding approval of
townhouses such as Neal's Market in the Old School Square
Historic District. (OSSHAD). Ms. Shay will review the approval and
report back to the Board at the next meeting
Ms. Elliott recommended that a workshop be held for local Realtors.
Ms. Shay stated her support for such a project but confirmed that
no funding or time.was available to hold such a workshop however,
future funding sources may support such a project.
Ms. Jamison requested a link to county records in order to update
the Property Appraiser's site to include all historically designated
properties within Delray Beach. Ms. Shay will contact Michael
Howe with the County to inquire about implementing such a
system.
Ms. Jamison asked for the Board's recommendation to write a
support letter on behalf of the Trinity Lutheran Chapel/Library. The
Board concurred.
Ms. McDermott stated that she is currently working on a State
Grant application for the Milton-Myers Legion Post.

Ms. Jamison stated that some sort of repercussions should be
implemented for those who come before the Board once the work
has begun or after it is completed. Ms. Shay will research
alternatives such as doubling or tripling application fees.
D. Staff:
Ms. Shay stated (for those who could not attend) that the SE O'Neal
plat and waiver requests (910 NE 2nd Avenue) were passed at last
night's City Commission meeting in addition to the denial of the
appeal for the accessory structure at 610 N. Ocean Boulevard. Ms.
Shay clarified that the request by City Commissioner Alberta
McCarthy to review alternatives for the property on Swinton Avenue
was actually on South Swinton Avenue and SW 10th Street rather
than North Swinton Avenue and NE 10t Street. The Board was
familiar with the property and will inform those parties who may be
interested in relocating the dwelling. The property is not historically
designated and will therefore not come before the Board prior to
demolition or redevelopment of the site.

There being no further business before the Board, the meeting adjourned at 8:00
P.M.

ITEM BEFORE THE BOARD
The item before the Board is consideration of a COA request for an exterior color
change pursuant to LDR Sections 4.5.1(E)(8)(g).
BACKGROUND
The subject property consists of the south 12' of Lot 18, the alleys, the East 25' of Lots
21 and 22 to 25 including Lot 108 of the Town of Delray. The 46, 310 sq. ft. commercial
building located at 525 East Atlantic Avenue was constructed in 1925 in the
Mediterranean-Revival style and is considered a contributing, individually listed historic
property. Zoned CBD (Central Business District), the building is located at the northwest
corner of NE 6th Avenue (North Federal Highway) and East Atlantic Avenue. Originally
known as the Alterep Hotel, the building was purchased by the Boughton family in 1935
and the name was changed to the Colony Hotel. The property has an extensive land
use history. The most recent actions that relate to the elevations are as follows:
On September 20, 1995, the Board reviewed and approved a request for the
construction of a balcony and associated French door on the third floor of the west
façade. The project also consisted of replacing the awnings at the front entrance of the
building and installing new shed awnings. The proposed awning colors included solid
terra cotta on the storefront awnings and solid garnet for the entrance canopy. These
site improvements were completed approved.
During its meeting of May 1, 1996, the Board reviewed a COA request to change the
colors of the domes on the hotel from the approved terra cotta color to blue. The Board
approved the color change with the condition that any further color changes must return
to the Board. The change of paint color for the domes was undertaken.
On November 4, 1998, the Board reviewed and approved a COA request to install
burgundy and yellow striped, dome awnings over the east and west arches on the front
façade, to change the existing color of the awnings on the east elevation to burgundy
and yellow stripes, to change the color of the domes from blue to burgundy, and to
install flags atop the domes. The Board subsequently approved the installation of the
awnings, supported a paint change for the domes to match the existing burgundy and

yellow awnings or to solid gold, and the installation of pennant flags atop each dome
and the project was completed.
On August 4, 1999, the Board reviewed and approved a color change for the existing
dome and shed style awnings from a solid to burgundy and yellow stripes. The awnings
were installed as proposed.
On October 4, 2000, the Historic Preservation Board approved a COA that included the
replacement of windows with single light, double transoms on the east elevation and the
installation of French doors on the south façade. The applicant requested that the Board
reconsider its findings at its meeting of November 1, 2000, to permit the installation of
fixed, single light windows with no transoms. The Board approved the new light
configuration with no transoms. This modification has been completed.
In October 2002, the building was painted a golden yellow to match the yellow in the
existing awnings, however a COA request was not submitted for review and approval.
The applicant is now before the Board to request the approval of the paint color.
PROJECT DESCRIPTION /ANALYSIS
Project Description
The proposed project consists of a request to approve an exterior paint change from the
previous pale peach/pink to a warm golden yellow. The proposed yellow is intended to
match the yellow on the garnet and yellow awnings found throughout the façade of the
building.
Design Elements Analysis
LDR Section 4.5.1(E)(8)(g) "Development Standards" provides guidelines in
evaluating Certificates of Appropriateness for the alteration or addition of exterior
architectural features. The guidelines are as follows:
The Board Shall Consider:
Relationship of Materials, Texture, and Color: The relationship of materials, texture,
and color of the façade of a building shall be visually compatible with the predominant
materials used in the historic sites, buildings, and structures within a historic district.
Analysis
As bright, warm colors were predominant in Mediterranean-Revival style buildings with
their Spanish, Italian, and Moorish influences, a bold yellow hue is appropriate for the
Colony Hotel Building. Further, several shades of yellow (both pale and bright) are
charted on the recommended HPB color chart as established by the City Commission
and the Board. Based on this analysis, the golden yellow color chosen by the applicant
is appropriate and can be supported with respect to LDR Section (E)(8)(g).

The item before the Board is consideration of a COA request for the installation of
canvas awnings on a non-contributing property, pursuant to LDR Section 2.4.6(J).
BACKGROUND
The property consists of the north 87.5' of the east 155.6' of the south half of Block 120
(less the east 20' of the SE 7th Avenue right-of-way). The 1,785 sq. ft. single-family
residence was constructed in 1956 and is considered a "non-contributing" dwelling
based on its age and construction after the period of significance established for the
Marina Historic District. The property is zoned R-1-AA (Single Family Residential).
On October 17, 2001, the Historic Preservation Board reviewed a COA request for an
800 sq. ft. addition containing a master bedroom, master bath, dressing area, and walk-
in closet which included the extension of the living room. An exterior paint change was
also requested. The COA was approved with the exception of the proposed beige paint
color for the body. However, an alternative peach color was approved. These
improvements were completed.
During its meeting of April 4, 2001, the Board reviewed and approved a COA request to
change the exterior paint color from white to a mint green and to install a
Chattahoochee driveway to replace the deteriorated asphalt drive. These improvements
were also undertaken.
The applicant is now before the Board for the installation of four shed awnings.
PROJECT DESCRIPTION /ANALYSIS
Project Description
The proposed project consists of the installation of four black canvas shed style window
awnings: three above the windows on the front façade and one over the back patio.
Three proposed awnings on the east elevation (front façade) will project 2' (24") from

the building. The awnings measure (from left to right along the front facade) 12' 7"
(151"), 7'2" (86"), and 7' (84") in width and are approximately 2' (24") high each. With its
irregular shape, the proposed patio awning, located on the west elevation, measures
14'9" (177") x 12' (144") and projects approximately 12'5' (149") at its longest point to
5'6" (66") projection at its smallest point to the west. The awning will be located between
the new addition and the existing dwelling. Each awning will be anchored to the building
and are non-retractable.
Design Elements Analysis
LDR Section 4.5.1(E)(8)(g) "Development Standards" provides guidelines in

The proposed shed awnings are typical of the awnings found throughout the district.
The shed style and black color will compliment the existing color features of the dwelling
but will not detract from the surrounding contributing buildings in the district. As the
building is non-contributing, such appurtenances are neither inappropriate nor
insensitive to the building's architectural features. Further, the treatment is reversible
and will not cause irreparable damage to the dwelling as re-assessment of the building's
age and style within a five year period will subject it to scrutiny regarding a contributing
status.
ALTERNATIVE ACTIONS
A. Continue with direction.
B. Approve 2003-024-COA for the installation of shed style awnings on the non-
contributing dwelling at 330 SE 7th Avenue, based upon positive findings with
