I. ROLL CALL:
The meeting was called to order by the Chairperson at 6:00 P.M. Upon roll call it
was determined that a quorum was present.

II. APPROVAL OF MINUTES:
The Minutes for the Regular Meeting of December 1, 1999 were before the
Board for consideration. Mr. Ames moved to approve the Minutes as presented.
The motion was seconded by Ms. McDermott and passed 6-0.
Mrs. Cayce asked the Board to amend the agenda to add a sign pre-application for St.
Paul's Episcopal Church, sign and design elements for Gold Coast Appraisers, and
discussion of windows and shutters in historic districts. The Board was of the
consensus to do so.
III. CERTIFICATES OF APPROPRIATENESS:
A. Pre-Application: St. Paul's Episcopal Church, S. Swinton Avenue, Old
School Square Historic District. Glen Weldon, Bright Image Signs, Agent.
Item Before the Board: The action requested of the Board is that of a pre-
application for a free standing sign.
The Board selected one of the two (2) proposed signs and recommended
that the applicant go forward.
B. COA 9-404: 112 NE 1st Avenue, Contributing Single Family Residence,
Old School Square Historic District. John & Joan Baccari, Owners.
Item Before the Board: The action requested of the Board is that of
considering approval for a 325 sq.ft. bedroom and bath addition.
It was moved by Mr. Ames, seconded by Mr. Keller and passed 6-0 to
approve COA 9-404 based upon positive findings with respect to LDR
Section 4.5.1(E) (Development Standards), as presented.
C. COA 9-382 Continuation: Lot 24, Block 10, a Parking Lot Associated
with the 250 Professional Building, Del-Ida Park Historic District. Dr. John
Westine, Owner; Gerry Church, Authorized Agent.
Item Before the Board: The action requested of the Board is that of
considering granting a waiver to defer the construction of a 5' wide
sidewalk on Royal Court .
It was moved by Mr. Ames, seconded by Ms. Jamison and passed 6-0 to
approve the sidewalk waiver based upon positive findings with respect to
LDR Section 6.1.3(D)(2), subject to the condition that the applicant
execute a deferral agreement with the City to install the required sidewalk
at the time the sidewalks are installed along NE 3rd Avenue and Royal
Court.
D. COA 9-393 Continuation: Gold Coast Appraisers, 15 NE 4th Street, Del-
Ida Park Historic District. Michael Glahm, Owner.
Item Before the Board: The action requested of the Board is that of
considering approval of a free standing sign, decorative tiles for the stair
risers, and the entrance pillars.
It was moved by Mr. Ames, seconded by Mr. Keller and passed 6-0 to
approve COA 9-393 Continuation, based upon positive findings with
respect to LDR Section 4.5.1(E) for the sign, tiles for the stair risers, and
the front entrance pillars as presented, with the following condition:
• That the finials for the pillars be simpler in design than those shown in
the photograph.
At this point on the agenda Chairperson Hurlburt left the meeting and turned the chair
over to Vice-Chairman Keller.

IV. DISCUSSION AND ACTION ITEMS:
A. Discussion on windows and shutters.
After discussion with respect to the use of impact resistant glass for
windows and wind rated shutters for hurricane protection, the Board
determined the following:
Because wood windows with single impact glass panes are
prohibitively expensive and are not manufactured with true divided
lights, aluminum windows must be allowed when requested. Specific
guidelines with respect to the installation of aluminum windows with
impact glass will be provided. These will be in the form of drawings
indicating how the aluminum windows can be installed to provide a
return (reveal) and casings where appropriate. Additionally, the style
and type of applied muntins will be specified.
When using impact glass windows the building code does not require
that hurricane shutters be provided. However, some property owners
want to use shutters for decorative purposes. A drawing indicating
how decorative shutters can be mounted so as to give the appropriate
look of operable shutters will be produced.
Shane Ames and Tony Keller have volunteered to provide drawings,
which can be Xeroxed and given to applicants who request aluminum
windows and/or decorative, shutters.

There being no further business before the Board, Ms. Jamison moved to
adjourn the meeting at 7:05 P.M., seconded by Mr. Ames and passed 5-0.

The action requested of the Board is that of approval for a 325 s.f. addition to a
contributing single family residence.

The subject property is a 1,184 s.f. frame cottage, which was constructed in the
vernacular style in 1920. It is located on the west side of NE 1st Avenue between NE 1st
and NE 2nd Streets.
ANALYSIS / DESCRIPTION
The development proposal consists of constructing a 325 s.f. bedroom, closet and bath
addition to the northwest corner of the residence. The residence is set back 33' from
the front (east) property line where a 25' setback is required; and 13' 4" from the north
(side interior) property line, where the required setback is 7'6". The foundation of the
north wall of the addition will extend 5' 8" from the present north wall and will conform to
the OSSHAD side interior setback requirement. A 3' wide by 15' long cantilevered bay
is proposed for the north wall of the addition, which will overhang into the north side
setback for a distance of 3'. However, the Chief Building Official has determined that
cantilevered bays may extend into the required setback for a distance of 3'. The
addition will be set back 25' from the front of the residence.
The north wall of the addition will reuse the existing wood sash windows and a new
window will be added to the east wall of the cantilevered bay. The material of the new
east window is not specified on the plan, but staff suggests that a wood window be
installed. A fixed pane clear story window will be installed on the west side cantilevered
bay addition. The siding will be horizontal wood clapboard to match the existing. The
west wall of the addition will utilize a relocated wood casement window. A new wood
door will replace an existing door on the original portion of the west elevation. The roof
of the addition is essentially flat with exposed rafter tails and will have a built-up
composition finish. The addition will be painted to match the existing residence.

The plans, which include a renovation to the garage apartment to the rear of the

The action requested of the Board is that of granting a waiver to LDR Section
6.1.3(B)(D)(2)(Sidewalks) to defer constructing a 5' wide sidewalk along Royal Court
until such time as the City installs sidewalks along NE 3rd Avenue and Royal Court.
ANALYSI'S !: DESCRIPTI,ON
The development proposal is to construct a 10 space "overflow" parking lot associated
with the 250 Professional Building which is located on Lots 1 — 5, Block 10, Del-Ida Park
Subdivision, and is adjacent to the subject property. The proposed parking lot will be
located on Royal Court and will be connected to the professional complex by a
sidewalk, which is internal to the site. At the meeting of May 12, 1999 the Historic
Preservation Board approved the site plan and landscaping plan and granted a waiver
to reduce the required northern perimeter landscape strip from 5' to 4.5'. The approved
plans indicated the installation of a five-foot wide sidewalk along Royal Court as
required per LDR Section 6.1.3(B)(1).
The applicant has submitted a waiver request to defer installation of the sidewalk until
such time as the Seacrest/Del-Ida Park Neighborhood Plan, which includes the
installation of sidewalks among other improvements in the area, is implemented.
Presently there are no sidewalks along NE 3rd Avenue or Royal Court or in the vicinity of
the subject parking lot. Pursuant to Section 6.1.3(D)(2), where it is clear that the
sidewalk system will not serve its intended purpose the requirement for the sidewalk
may be waived during the site plan approval. If the Board approves deferral of the
sidewalk installation, the property owner will be required to enter into an agreement to
install the sidewalk when it is determined by the City to be needed. The agreement will
run with the land and apply to the current and future owners and assignees. The waiver
request was reviewed and supported by the DSMG and the City Engineer. Based upon
the above, a deferral is recommended.
ALTERNATIVE ACTIONS
1. Approve the sidewalk waiver deferral.
2. Deny the sidewalk waiver deferral.

DECORATIVE SHUTTERS
Specifications for installation.
Attached to casing is best choice. If not mounted to casing, as in the case of stucco
casings, would we allow wall mounted with spacers? If wall mounted spacers, how
should spacers be installed. How do we make hinges look like hinges? Shall we not
allow vinyl as a material, what about aluminum? If mounted on the casings can we
dispense with hinges? Are shutter dogs to be required?
Remember if operable manufactured hurricane shutters are installed very little of the
hinge shows and there are no shutter dogs. The building department will approve
certain operable heavy wood shutters (not louvers) for hurricane use, but they are only
suitable for Mediterranean Revival styles.
Is it possible for Tony or Shane to draw up the 2 methods of installation, suitable for
81/2 x 11 reproduction ?
