ROLL CALL: The meeting was called to order by the Chairperson at 6:00 P.M. Upon roll call it was determined that a quorum was present. MEMBERS PRESENT: Chairperson Turner, Susan Hurlburt, Betty Diggans, John Johnson. MEMBERS ABSENT: Tony Keller, Shane Ames, William Griffin. STAFF PRESENT: Pat Cayce. Mayor Alperin was present at the meeting. II. APPROVAL OF MINUTES: It was moved by Mr. Johnson, and seconded by Mrs. Diggans and passed 4-0 to approved the minutes from November 18, 1998 and December 2, 1998. \ III. CERTIFICATES OF APPROPRIATENESS: A. COA-9-368: 38 S. Swinton Avenue, Cathcart House, contributing single family residence, Old School Square Historic District. John Szerdi or Glen Rimpela, Authorized Agents. Item Before the Board: The action requested of the Board was that of approval for a change of roofing material from wood copper shingles. It was moved by Mrs. Hurlburt and seconded by Mr. Johnson and passed 4-0 to approve the use of copper shingles based upon positive findings to Section 4.5.1(E). B. COA-9-369: Safari Steakhouse, 4 E. Atlantic Avenue, contributing commercial building, Old School Square Historic District. Steve Hall, owner of the business. - 1 - 1/6/99 h Item Before the Board: The action requested of the Board is that of approval for an illuminated projecting wall mounted sign on the front (E. Atlantic Avenue) elevation. It was moved by Mr. Johnson and seconded by Mrs. Hurlburt and passed 4-0 to approve the sign with the following condition: • That the sign be removed or altered to conform with the approved design when façade renovations commence. C. COA-370: Pre-Application: Music Club, 30 E. Atlantic Avenue, contributing commercial building, Old School Square Historic District. Butch Johnson, Owner. Item Before the Board: The action requested of the Board is that of giving comments and direction for proposed front façade changes. No formal action was required. The Board felt that the revisions to the front façade presented a good contemporary version of Streamlined Moderne, which complimented the details of the 1939 Moderne building to the east (32 East Restaurant). The Board encouraged the applicant to go forward with the design as presented. However, the Board requested that formal plans indicate elevations of the existing structure as well as the proposed changes. IV. REPORTS AND COMMENTS: A. Reports from Historic District Representatives None B. Board Members Mrs. Hurlburt said that a request had come to her attention to completely drop the Vista Del Mar historic designation. The request was that the designation report review should be removed from the January 20, 1999 HPB meeting. Mrs. Hurlburt stated that there was great dissention in the neighborhood as a result of the proposed designation and that a petition had been circulated by those who were opposed to the designation. -2- 1/6/99 • l C. Staff Mrs. Cayce said that she had a copy of the petition and that at least 21 owners were opposed. But that the January 20th date had been established at the meeting in June 1998 and, therefore, the Board must go forward with the formal review of the designation report. The Chair questioned whether it would be necessary to take public comments at the meeting as the Board had already heard public comments at the April and June, 1998 meetings. Mayor Alperin stated that in his opinion public comments were at the Chair's discretion and if the item went forward to the public hearing there would be an opportunity for all interested parties to be heard. V. ADJOURNMENT: There being no further business before the Board, Mrs. Hurlburt moved to adjourn the meeting at. 7:00 p.m., seconded by Mrs. Diggans and passed 4-0. The Cathcart House was constructed in 1902. It is currently the residence and office of Virginia Snyder. Cathcart House was purchased by the developers of the Sundy Inn and the Rectory Building and will eventually become a part of their south Swinton Avenue project. Atlantic Avenue, Historic Rhoden Building TEM ;BEFORE THE :BO:A,RD The action requested of the Board is that of approval for an illuminated projecting wall mounted sign. BACKEROUND= The Board approved fagade renovations, including signage, for the subject property on February 7, 1996, however, the proposed renovations have not yet commenced. The approved plans include the removal of the faux brick and awnings and the use of flat wall signs. The applicant is aware that the sign he has requested may have to be removed or altered when renovations to the building commence. PROJECT DESCRIPTION The two-sided sign is mounted on an aluminum bracket which projects 36" from the wall, and is 30" tall. It will be located above the awning and centered over the entrance door. Two down lights will be mounted on the bracket to illuminate the sign faces. The sign is sandblasted wood in silhouette and painted with an enamel finish. The colors are black, yellow and orange. The text, "Safari Steakhouse"will be a blend of yellow and orange against a black background. The drop of the existing awning will have the same text painted in white 4" letters and will be repeated 3 times in 6' sections across the drop. S T A FF COMMENTS The sign is appropriate to the existing facade. If approved, it will be considered temporary until such time as the approved renovation is completed. At that time the sign may have to be removed or altered to conform to the approved plans. ROLL CALL: The meeting was called to order by the Chairperson at 6:00 P.M. Upon roll call it was determined that a quorum was present. DISCUSSION AND ACTION ITEMS Item before the Board Formally review the Designation Report for the Proposed Vista Del Mar Historic District and set a date for the required public hearing. Before beginning the discussion the Chair explained that public comments would not be heard. However, if the Board votes to accept the designation report and set a date for the public hearing, the public would be heard at that time. It was moved by Mr. Johnson and seconded by Mrs Diggans and passed 7-0 to set the date for the public hearing for February 3, 1999 III. CERTIFICATES OF APPROPRIATENESS: A. COA-365-Continuation: 115 SW 1st Avenue, contributing multifamily building associated with the Sundy Inn, Old School Square Historic district. Rodney Romano or John Szerdi, Authorized Agents. Due to a conflict of interests, the Chairman stepped down and the Vice-Chair took the gavel -1 - 1/20/99 Item Before the Board: The action requested of the Board was that of approval for demolition of a contributing building located at the southwest corner of the Sundy Inn property. The applicant is proposing to demolish the building, on the basis that the structure is too deteriorated to be rehabilitated. An evaluation of its structural condition has been provided by the project architect, John Szerdi. The proposal is to reconstruct the structure from the foundation up, while salvaging flooring, siding, etc. as much as is possible. The design will replicate the renovation plans, which the Board approved at its meeting of March 18, 1998. However, in order to reconstruct the building on the same footprint a variance must be obtained. After discussion, especially with respect to the Board's receptiveness to the variance, it was moved by Mr. Ames and seconded by Mr. Johnson and passed 6-0 to approve the demolition when the variance is granted and the COA is approved. The variance will allow the building to be reconstructed on its original footprint. B. COA-371-Pre-Application: 115 SW 1st Avenue, Old School Square Historic District, associated with the Sundy Inn. John Szerdi or Rodney Romano, Authorized Agents. Item Before the Board: Give comments and direction with respect to constructing a new structure on the footprint of a demolished building (see above comments for COA-356). No formal action was required. The Board suggested that the applicant prepare elevations for the new construction and formally submit the plans with the variance request at a later date. C. COA-9-372: The anchorage, 60 marine Way, contributing building, Marina Historic District. Jack DeNiro, owner, or Don Day, agent. Item Before the Board: The action requested of the Board is that of approval to allow an awning to be installed on the second floor east terrace. It was moved by Mr. Griffin, and seconded by Mrs. Hurlburt, and passed 7-0 to approve the awning, based on positive findings with the Design Guidelines -2- 1/20/99 I IV. REPORTS AND COMMENTS: A. Reports from Historic District Representatives None B. Board Members Mr. Ames questioned a chain link fence on N. Swinton Avenue. It was pointed out that the chain link fence was probably installed before Del-Ida Park became a district. Mr. Ames then asked what could be done about existing chain link fences. Staff said that if they are in such poor repair as to be a code violation, the owners can be cited. Staff said that working through the neighborhood associations to convince the owner to plant a hedge of vines to obscure the fence is about the only remedy. The chair questioned if oral histories were available.' Betty Diggans, who works on the project for the Historical Society, explained that it is an ongoing project and that tapes are available at the archives room. Mr. Griffin asked when the house which was moved to NW 4th avenue will be completed. Staff stated that she didn't know what was causing the delay, as the plans had been approved. C. Staff Reported that the consulting firm of Janus Research started the historic sites survey on Monday, January 18th V. Subject: Formal review of the Vista Del Mar Designation Report The action requested of the Board is to review and comment on the Vista Del Mar Designation Report and to set the Public Hearing date for Wednesday, February 3, 1999. The Board determined that the proposed district generally conformed with historic district status at its meeting of April 4, 1997, and asked that a designation report be prepared, pursuant to LDR Section 4.5.1( C)(3). The next step, pursuant to Section 4.5.1 (C)(4), is as follows: upon completion and formal review of the report, the Board shall set a public hearing date on each proposed designation. After conducting the public hearing, if the Board finds that the nomination fulfills the proper designation criteria and all procedures have been followed correctly, it shall vote to transmit the nomination to the City Commission with the recommendation that the district be listed in the Local Register of Historic Places. The City Commission shall consider the recommendation through its standard ordinance adoption procedures. These Districts, however, do regulate allowable uses in a manner to mitigate adverse impacts of such uses upon the natural or man-made environment; or regulate development so as to mitigate potential dangers to the use of such developed land, or to otherwise implement policies and objectives of the Comprehensive Plan. Overlay and environmental management districts need not be shown on the Official Zoning Map. Section 4.5.1 Historic Preservation Sites and Districts: (A) General: In recognition of findings as set forth in the original enactment of Ordinance 13-87, passed March 10, 1987, this Section is created in order to provide for the identification, preservation, protection, enhancement, perpetuation, and the use of districts, archeological sites, buildings, structures, improvements, and appurtenances that are reminders of past eras, events, and persons important in local, state, and national history; that provide significant examples of architectural styles of the past; that are unique and irreplaceable assets to the City and its neighborhoods; or that provide this and future generations with examples of the physical surroundings in which past generations lived; and other purposes. (B) Criteria for Designation of Historic Sites or Districts: (1) To qualify as a historic site, or historic district, or historic interior, individual properties, structures, sites, or buildings, or groups of properties, structures, sites, or buildings must have significant character, interest, or value as part of the historical, cultural, aesthetic, and architectural heritage of the city, state, or nation. To qualify as a historic site or historic district, the property or properties must fulfill one or more of the criteria set forth in division (2) or (3) below; to qualify as a historic interior the interior must fulfill one or more of the criteria set forth in division (2) and meet the criteria set forth in divisions (3)(b) and (3)(d). (2) A building, structure, site, interior, or district will be deemed to have historical or cultural significance if it meets one or more of the following criteria: (a) Is associated in a significant way with the life or activities of a major person important in city, state, or national history (for example, the homestead of a local founding family); (b) Is the site of a historic event with significant effect upon the city, state, or nation; 4501 SECTION 4.5.1 (B) (2) (c) (c) Is associated in a significant way with a major historic event, whether cultural, economic, social, military, or political; (d) Exemplifies the historical, political, cultural, economic, or social trends of the community in history; or, (e) Is associated in a significant way with a past or continuing institution which has contributed substantially to the life of the city. (3) A building, structure, site, or district is deemed to have architectural or aesthetic significance if it fulfills one or more of the following criteria; except that to qualify as a historic interior, the interior must meet the criteria contained within divisions (3)(b) and (3)(d): (a) Portrays the environment in an era of history characterized by one or more distinctive architectural styles; (b) Embodies those distinguishing characteristics of an architectural style, period, or method of construction; (c) Is a historic or outstanding work of a prominent architect, designer, landscape architect, or builder; or (d) Contains elements of design, detail, material, or craftsmanship of outstanding quality or which represented, in its time, a significant innovation or adaptation to the South Florida environment. (4) A building, structure, site, interior, or district will be deemed to have historic significance if, in addition to or in the place of the previously mentioned criteria, the building, structure, site, or zone meets historic development standards_as defined by and listed in the regulations of and criteria for the National Register of Historic Places, as prepared by the United States Department of the interior under the Historic Preservation Act of 1966, as amended, A copy of these standards for the National Register is made part of this section as if fully set forth herein. (C) Designation Procedures: (1) Buildings, structures, archaeological sites, or districts which meet the criteria for historic sites or districts set forth in Section 4.5.1(B) may be designated as historic sites or districts, and may be listed on the Local Register of Historic Places. (2) Nominations for historical site or district designation shall be made to the Historic Preservation Board on an application form developed and approved by the Board. 4502 SECTION 4.5.1 (C) (2) (a) (a) Nominations for historic site status may be initiated by: (1) The Historic Preservation Board; (2) The City Commission; or (3) The property owner.. (b) Nominations for historic district status may be initiated by: (1) The Historic Preservation Board; or (2) The City Commission. (3) The Board shall conduct a preliminary evaluation of the information provided on each nomination application to determine if it generally conforms with historic status criteria. • The Board shall then prepare a designation report which shall contain the following: [Amd. Ord. 30-91 3/26/91] (a) proposed legal boundaries of the historic building, archaeological site, structure, or district; [Amd. Ord. 30-91 3/26/91] (b) any proposed conditional zoning regulations designed to replace or complement existing zoning regulations with regard to, but not limited to use, floor area, density, height, setbacks, parking, and minimum lot size; [Amd. Ord. 30-91 3/26/91] (c) analysis of the historic significance and character of the nominated property; and [Amd. Ord. 30-91 3/26/91] (d) analysis of optional historic interiors for those buildings and structures with interior features of exceptional architectural, aesthetic, artistic, or historic significance. [Amd. Ord. 30-91 3/26/91] (4) Upon completion and formal review of the report, the Board shall set a public hearing on each proposed designation. Notice of said hearing shall be made to the owner of affected property at least ten days prior to the hearing by certified mail. Additional notice shall be given in the same manner as provided for a rezoning action [see Section 2.4.2(B)(1)(b)] and by notice published in the newspaper at least ten days prior to the hearing. Ord. 30-91 3/26/91] (5) Once the public hearing date is established, no permits shall be issued for any new construction, alteration, relocation, or demolition of the real property included in the nomination. This delay in the issuance of permits will remain in effect until one of the following takes place: [Amd. Ord. 30-91 3/26/91] 4503 SECTION 4.5.1 (C) (5) (a) • (a) The Historic Preservation Board denies the nomination and no appeal - is filed pursuant to Section 2.4.7(E); or, [Amd. Ord. 30-91 3/26/91] (6) After conducting the public hearing, if the Historic Preservation Board finds that the nomination fulfills the proper designation criteria and all procedures have been followed correctly, it shall vote on the designation. A majority of the entire Board, present and voting, must act in the affirmative to transmit the nomination and the Board's findings to the City Commission. The City Commission shall consider the recommendation through its standard ordinance adoption procedures, except that at least three affirmative votes of the City Commission is necessary to make a designation. In the event that a directly affected property owner objects to the historic designation, the Commission approval shall require a super majority vote of four votes. [Amd. Ord. 30-91 3/26/91] (7) After conducting the public hearing, if the Historic Preservation Board does not find that the request fills the criteria, no further action will be required and the request will be deemed denied. However, an appeal may be filed and processed pursuant to Section 2.4.7(E). [Amd. GENERAL INFORMATION Location: The Vista Del Mar Historic District is a two block cluster of houses located on Vista Del Mar Drive. Extending east and west, the District encompasses two subdivisions: Vista Del Mar Subdivision between North Ocean Boulevard (SR A-1-A) and Andrews Avenue; and the Delray Beach Esplanade Subdivision between Andrews Avenue and the Intracoastal Waterway. Subdivisions: The Vista Del-Mar Subdivision was created by Frank Crego from Ocean Beach Lots 5 and 6 and was officially recorded on October 26, 1925. As originally platted there were 28 building lots; 22 fifty foot wide lots faced Avenida Grande (now Vista Del Mar Drive), and six slightly wider lots faced North Ocean Boulevard. Many of the lots have since been expanded in width and there are now 16 houses and no vacant lots. The Delray Beach Esplanade Subdivision was platted by H.H. Wellenbrink and his wife Charlotte and Willard M. Waters and his wife Willie and was recorded on January 24, 1938. The subdivision originally contained 47 building lots, 45 lots faced Vista Del Mar Drive North and South, and 2 lots fronted on Andrews Avenue. Through expansion in lot widths there are now 39 houses and no vacant lots. Present Zoning: Single Family Residential (R-1-AA). ARCHITECTURAL SIGNIFICANCE The contributing buildings of the Vista Del Mar Historic District are representative of the diverse eclectic architectural revival styles which were constructed during the Depression years of the 1930s and up to the Post World War II era of 1948. • The most prevalent style in the District is what is locally referred to as a Resort Cottage, however, for purposes of style classification for the Florida Master Site File Historical Structure Forms these residences are • -5- Vista Del Mar Historic District Designation Report Page 6-- classified as Minimum Traditional as described in A Field Guide to American Houses. Whether built from building plan book catalogues, or individually executed by a trained architect, the Minimal Traditional houses in the District have a common theme; Colonial Revival. This is evident in the use of horizontal wood siding, corner boards, attic vents, rectangular double or single hung wood sash windows with true divided lites, wood shutters usually batten and board, and decorative door surrounds. These houses have gable or cross gable roofs which were originally surfaced with composition shingles, or less often with flat cement tile. The use of screened porches, on the side, front or rear is common and helps define the Resort Cottage from the Minimal Traditional Colonial Revival styles constructed in other parts of the country. The Minimal Traditional or Resort Cottage style was extremely popular in Delray Beach in the 1930s and 40s and examples can be found throughout the City. While many of the structures were built from designs purchased through plan book catalogues, prominent local architects, Samuel Ogren and Henry Pope and others produced many examples of the style. The second most numerous architectural style in the District is the Ranch house. The five homes in this style are typically asymmetric, one story structures with dominate low pitched roofs and attached garages. One or two of the Ranch homes have had a second story added above the garage. In several instances decorative elements of Colonial Revival style are present, however, it was not unusual for builders of Ranch houses to add traditional detailing loosely based on Spanish or English Colonial precedents.2 There are three New England Cottage Revival houses in the district. These have an eclectic mix of features, steep gable roof with prominent dormers, wood casement windows, horizontal wood siding and some Colonial design element. He designed over 250 buildings in Delray Beach, most noteworthy are the high school and gymnasium at Old School Square, both buildings are listed in the National Register of Historic Places. Henry Pope was associated with the local firm of Pope and Blake. Pope designed many distinguished single family residences in the City. Lester Avery practiced in Miami Beach and was commissioned by Wellenbrink and Waters, developers of the Delray Beach Esplanade subdivision. It is not known whether he designed other homes in the City. Plan Book houses: Included with the district information are the elevations for 1125 and 1108 Vista Del Mar Drive, unfortunately, the name of the publisher of the plan book is not documented. V. HISTORICAL AND CULTURAL SIGNIFICANCE The Vista Del Mar Historic District is comprised of two subdivisions, Vista Del Mar and the Delray Beach Esplanade. VISTA DEL MAR SUBDIVISION Vista Del Mar was platted in October of 1925 at the height of the Florida Land Boom, by Frank Grego. It was created by a subdivision of Ocean Beach lots 5 and 6; the eastern boundary is North Ocean Boulevard and the western boundary is Andrews Avenue. Twenty-two 50 foot lots faced Avenida Grande, renamed Vista Del Mar Drive, and six somewhat wider lots faced North Ocean Boulevard. Through expansion of the lot's property lines, there are now sixteen lots in the subdivision, all of them are built upon. The 10' wide median strip down the center of the drive remains as originally platted. The disastrous hurricanes of 1926 and 1928 signaled the end of the Florida Land Boom, the two hurricanes and the start of the Great Depression, essentially put a halt to construction in the City until 1934. The Vista Del Mar subdivision, being platted so late in the Land boom, suffered from the economic decline in real estate sales and construction. While some lots were undoubtedly sold, the lack of building permits issued indicates that the lots were not built upon until 1934. -9- Vista Del Mar Historic District Designation Report Page 10 During the early years of the Great Depression Delray Beach became a winter colony for artists, writers and wealthy winter visitors.' Unwilling to display their financial stability in a nation overwhelmed with unemployment, the winter visitors rejected the flamboyant Mediterranean revival style which was the hallmark of residential construction during the boom, and commissioned instead the more traditional, restrained buildings of the various Colonial Revival styles. There were many fine craftsmen and builders in the City and construction during the Depression employed their talents, often putting expensive architectural elements on the interior as opposed to the exuberant exterior detailing of the 1920s. This trend culminated in what is locally referred to as the Resort Colonial Revival style. DELRAY BEACH ESPLANADE SUBDIVISION The Delray Beach Esplanade subdivision was platted by H.H. Wellenbrink and his wife Charlotte and Willard M. Waters and his wife Willie in 1938. The subdivision originally contained forty-seven building lots; forty-five lots faced Vista Del Mar drive North and South and two lots fronted on Andrews Avenue. Through expansion in lot widths there are now thirty- eight residences and no vacant lots. In May of 1937 the Delray News announced that City entered into an agreement with property owners north of East Atlantic Avenue and adjacent to the east bank of the Intracoastal Waterway to fill the low lying land in an attempt to eliminate sandflies. This property, known as the Muck Lots, was no longer used for farming and had become a swamp filled with pools of stagnant water, it was a breeding place for mosquitoes and sandflies. The proposal was to dredge an area across from Veterans Park to create a yacht basin, the fill was to be used in the immediate area and adjacent to Atlantic Avenue. Once the basin had been dug, the dredge which was owned and operated by Clint Moore, would be available, for hire, to fill private property to the north.8 The dredging began for the Esplanade subdivision in late 1937 and in January 1938 Wellenbrink and Waters recorded the plat and applied for building permits for three model homes. VI. STATEMENT OF SIGNIFICANCE The Vista Del Mar Historic District is worthy of designation both for its architectural and social significance. In addition to the two Plan Book residences, examples of the work of prominent local architects, Samuel Ogren and Henry Pope and Miami architect Lester Avery are represented within the district. Contributing residences contain elements of detail and craftsmanship, which represented in their time, the adaptation of the popular styles of the day to the south Florida environment. Culturally, the district portrays the political, economic and social trends as reflected in Delray Beach during the 1930s and 40s. Criteria for Designation To qualify as an historic district the properties must fulfill one or more of the criteria set forth in Section 4.5.1(B)(2) or(3) The proposed district more than meets the criteria for designation and fulfills the qualifications as follows: 4.5.1(B)(2) Historical or Cultural Significance (d)Exemplifies the historical, political, cultural, economic, or social trends of the community in history. 4.5.1(B)(3) Architectural or Aesthetic Significance (a) Portrays the environment in an era of history characterized by one or more distinctive architectural styles. (b)Embodies those distinguishing characteristics of an architectural style, period, or method of construction. (d)Contains elements of design, detail, material, or craftsmanship of outstanding quality or which represented, in its time, a significant innovation or adaptation to the south Florida environment. BACKGROUND The subject property is a 4-unit apartment building, constructed in 1925 by the Sundy family. It is a two-story structure of wood frame construction clad in horizontal wood clapboard; a portion of the clapboard on the 1st floor has been stuccoed. The building is set on a concrete foundation; it has a hip roof, which is finished in asphalt shingles. On March 18, 1998 the Board approved the floor plans and elevations to convert the structure from 4 apartment units to 6 hotel units associated with the Sundy Inn. At the same meeting a variance was granted to allow the balcony on the on the west facade (S.W. 1st Avenue) to be widened by 1.5', thus reducing the front setback from 3' to 1.5' where 25' is required. On September 16, 1998, the Board voted to continue this item to allow the applicant to prepare the following: • Plans of what will be constructed on the site; and, • An evaluation of the building's structural condition, prepared by a qualified architect or engineer. Pa2OJECT DESCRIPTION The applicant is proposing to demolish the building, on the basis that the structure is too deteriorated to be rehabilitated. An evaluation of its structural condition has been provided by the project architect, John Szerdi. The proposal is to reconstruct the structure from the foundation up, while salvaging flooring, siding, etc. as much as is possible. The design will replicate the renovation plans, which the Board approved at its meeting of March 18, Meeting Date: January 20, 1999 • Agenda Item: Ill-A I HPB Staff Report COA-356-Continution Page 2 1998. However, in order to reconstruct the building on the same footprint a variance must be obtained. The variance is discussed in the staff report for COA-9-371-Pre-application for new construction Pursuant to LDR Section 4.5.1(F)(1), the HPB shall consider the following guidelines in evaluating applications for a COA for demolition of historic buildings: (a) Whether the structure is of such interest or quality that it would reasonably fulfill the criteria for designation for listing in the National Register. (b) Whether the structure is of such design, craftsmanship, or material that it could be reproduced only with great difficulty or economically nonviable expense. (c) Whether the structure is one of the last remaining examples of its kind in the designated historic district within the city. (d) Whether retaining the structure would promote the general welfare of the city by providing an opportunity to study local history, architecture, and design, or by developing an understanding of the importance and value of a particular culture and heritage. (e) Whether there are definite plans for immediate reuse of the property if the proposed demolition is carried out, and what effect those plans will have on the character of the surrounding area. Staffs evaluation of the guidelines are as follows: the subject property would not qualify for individual listing in the National Register, but could fulfill the criteria as part of a National Register district. The building could be reproduced at a reasonable cost. The structure is one of the last remaining examples of its kind in the Old School Square Historic District. There are definite plans for what will replace the building. As the design of the replacement building has been previously approved by the Board, its effect on the character of the surrounding area has already been considered. Due to the fact that a variance will be required to allow the building to be constructed on the same footprint, it is recommended that the demolition be approved when the variance is granted and the COA for new construction is approved. i HPB Staff Report COA-356-Continution Page 3,.
